CIRCULAR
Issuing Regulations on the Organization of Teaching, Examination, and Issuance of Certificates for Ethnic Minority Languages

Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
Pursuant to Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law; Decree No. 31/2011/NĐ-CP dated May 11, 2011 of the Government amending and supplementing certain provisions of Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law;
Pursuant to Decree No. 82/2010/NĐ-CP dated July 15, 2010 of the Government stipulating the teaching and learning of ethnic minority languages and scripts in general education institutions and regular education centers;
Pursuant to Directive No. 38/2004/CT-TTg dated November 9, 2004 of the Prime Minister on accelerating the training and upgrading of ethnic minority languages for cadres and civil servants working in ethnic and mountainous regions;
Pursuant to Circular Joint No. 50/2011/TTLT-BGDĐT-BNV-BTC dated November 3, 2011 of the Ministry of Education and Training, the Ministry of Home Affairs, and the Ministry of Finance guiding the implementation of Articles 3, 4, 5, 6, 7, 8, and Article 9 of Decree No. 82/2010/NĐ-CP dated July 15, 2010 of the Government stipulating the teaching and learning of ethnic minority languages and scripts in general education institutions and regular education centers;
At the proposal of the Director of the Ethnic Education Department,
The Minister of Education and Training issues this Circular on Regulations on the Organization of Teaching, Examination, and Issuance of Certificates for Ethnic Minority Languages.
Article 1. Attached to this Circular are Regulations on the Organization of Teaching, Examination, and Issuance of Certificates for Ethnic Minority Languages.
Article 2. This Circular takes effect from December 9, 2012.
Article 3. The Director of the Office, Heads of the Department of Ethnic Minority Education, Heads of units under the Ministry of Education and Training, Chairpersons of Provincial People's Committees directly under the Central Government, Directors of Departments of Education and Training, Principals of teacher training colleges, normal universities, and universities with teacher training faculties that teach ethnic minority languages are responsible for implementing this Circular./.
