Regulations on economic and technical norms for public services funded by the state budget in the field of Civil Service Affairs regarding cadre training, civil servant training, and public official training

Pursuant to Decree No. 63/2022/NĐ-CP dated September 12, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;

Pursuant to Decree No. 32/2019/NĐ-CP dated April 10, 2019 of the Government stipulating the assignment of tasks, placing orders, or tendering for the provision of products and services funded by the state budget from regular expenditure funds;

Pursuant to Decree No. 32/2019/NĐ-CP dated April 10, 2019 of the Government stipulating the assignment of tasks, ordering goods or services, or tendering for the provision of public products and services using state budget funds from regular expenditure;

Pursuant to Decree No. 101/2017/NĐ-CP dated September 1, 2017 of the Government on cadre, civil servant, and public official training;

Pursuant to Decree No. 89/2021/NĐ-CP dated October 18, 2021 of the Government amending and supplementing certain articles of Decree No. 101/2017/NĐ-CP dated September 1, 2017 of the Government on cadre, civil servant, and public official training;

At the proposal of the Director of the Department of Planning and Finance;

The Minister of Civil Service Affairs issues this Circular to regulate economic and technical norms for public services funded by the state budget in the field of Civil Service Affairs regarding cadre training, civil servant training, and public official training.

Article 1. Scope of Regulation

This Circular regulates economic and technical norms for public services funded by the state budget in the field of Civil Service Affairs regarding cadre training, civil servant training, and public official training, including: Training in administrative management knowledge and skills according to civil service grade standards; training according to profession-specific standards for Civil Service Affairs public officials; training according to leadership and management position requirements; training according to professional and vocational position requirements in the Civil Service Affairs field.

Article 2. Applicability

1. Ministries, ministerial-level agencies, government agencies, central-level political-social organizations, People's Committees of provinces and centrally-administered cities, and agencies and units implementing public services funded by the state budget in the field of Civil Service Affairs regarding cadre training, civil servant training, and public official training.

2. Agencies, organizations, and individuals related to the implementation of public services funded by the state budget in the field of Civil Service Affairs regarding cadre training, civil servant training, and public official training.

Article 3. Objectives of establishing economic and technical norms

To serve as the basis for competent authorities to establish and issue unit prices, service prices; budgets for providing public services funded by the state budget in the field of Civil Service Affairs regarding cadre training, civil servant training, and public official training.

Article 4. Principles of establishing economic and technical norms

1. Economic and technical norms are established according to the basic procedures for implementing public services funded by the state budget in the field of Civil Service Affairs regarding cadre training, civil servant training, and public official training as specified in Appendix I attached to this Circular.

2. Economic and technical norms are established according to training programs issued by competent authorities and are adjusted when factors forming the norms change.

3. Economic and technical norms prescribed in this Circular for direct training are the maximum levels. In cases where necessary, agencies and units may issue economic and technical norms suitable to their actual conditions but not exceeding the norms set out in this Circular.

4. In cases of organizing training through online or remote methods, the basic procedures for implementing public services stipulated in Appendix I attached to this Circular will be modified according to information technology applications and software categories. In cases where necessary, agencies and units may base their level of information technology application to issue economic and technical norms suitable to the actual conditions of online or remote training.

Article 5. Content of economic and technical norms

1. Economic and technical norms for civil service knowledge and skill enhancement services according to the standard ranks of civil servants include:

a) Economic and technical norms for civil service knowledge and skill enhancement services according to the standard rank of clerk and equivalent as stipulated in Appendix II attached hereto;

b) Economic and technical norms for civil service knowledge and skill enhancement services according to the standard rank of senior clerk and equivalent as stipulated in Appendix III attached hereto;

c) Economic and technical norms for civil service knowledge and skill enhancement services according to the standard rank of chief clerk and equivalent as stipulated in Appendix IV attached hereto.

2. Economic and technical norms for knowledge and skill enhancement services according to the occupational title standards of specialized civil servants in the Civil Service sector applicable to the Archives specialty as stipulated in Appendix V attached hereto.

3. Economic and technical norms for knowledge and skill enhancement services according to the requirements of leadership and management positions include:

a) Economic and technical norms for knowledge and skill enhancement services according to the requirements of leadership and management positions at the department level and equivalent as stipulated in Appendix VI attached hereto;

b) Economic and technical norms for knowledge and skill enhancement services according to the requirements of leadership and management positions at the ministry, provincial department, district level and equivalent as stipulated in Appendix VII attached hereto.

4. Economic and technical norms for knowledge and skill enhancement services according to the requirements of professional and vocational positions in the Civil Service sector as stipulated in Appendix VIII attached hereto.

Article 6. Implementation Organization

1. Ministries, ministerial-level agencies, government agencies, central-level political-social organizations, People's Committees of provinces and centrally-administered cities decide on applying specific norms suitable to the conditions of their agencies and units as a basis for assigning tasks, placing orders, or tendering for public service provision using state budget funds within their respective management scope.

2. Heads of ministries, ministerial-level agencies, government agencies, Chairmen of People's Committees of provinces and centrally-administered cities, Heads of units under and directly under the Ministry of Home Affairs, and other related agencies, units, and organizations are responsible for implementing this Circular.

Article 7. Effective Date

1. This Circular takes effect from August 1, 2023.

2. During implementation, if there are difficulties or obstacles, agencies and units are requested to report to the Ministry of Home Affairs for study and resolution./.
