Regulations on Reporting in the Field of Ethnic Work, Beliefs, and Religion
Pursuant to Decree No. 09/2019/NĐ-CP dated January 24, 2019 of the Government stipulating the reporting system of administrative agencies;
Pursuant to Decree No. 41/2025/NĐ-CP dated February 26, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Ethnic Affairs and Religion, and Decree No. 114/2025/NĐ-CP dated June 3, 2025 of the Government amending Clause 12, Article 3 of Decree No. 41/2025/NĐ-CP dated February 26, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Ethnic Affairs and Religion;
At the proposal of the Director of the Office of the Ministry of Ethnic Affairs and Religion;
The Minister of Ethnic Affairs and Religion issues this Circular stipulating the reporting system in the field of ethnic work, beliefs, and religion.
Article 1. Scope of Regulation
1. This Circular stipulates the reporting system in the field of ethnic work, beliefs, and religion; the contents, requirements, and responsibilities of agencies and organizations in implementing the reporting system.
2. This Circular does not regulate the following reporting systems:
a) Statistical reports as prescribed by laws on statistics;
b) Confidential reports as prescribed by laws on state secrets protection;
c) Reports on the results of implementing the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas for the period 2021-2030;
d) Internal reports within administrative agencies.
Article 2. Applicability
1. Ministries, ministerial-level agencies, and government agencies with functions and tasks related to the field of ethnic work, beliefs, and religion.
2. Provincial People's Committees and municipal people's committees directly under the central government (hereinafter referred to as provincial-level People's Committees).
3. Departments of Ethnic Affairs and Religion; Departments of Home Affairs (for localities that have not established Departments of Ethnic Affairs and Religion); agencies, organizations, and individuals involved in implementing the reporting system in the field of ethnic work, beliefs, and religion.
Article 3. Principles for Issuing Reporting Systems
The issuance of reporting systems in the field of ethnic work, beliefs, and religion must comply with the provisions of Article 5 of Decree No. 09/2019/NĐ-CP dated January 24, 2019 of the Government stipulating the reporting system of administrative agencies (hereinafter referred to as Decree No. 09/2019/NĐ-CP) and meet the regulations on protecting state secrets, ensuring cybersecurity, and information security.
Article 4. Periodic Reports
1. Monthly Report
a) Reporting entities: Departments of Ethnic Affairs and Religion; Departments of Home Affairs (for localities that have not established Departments of Ethnic Affairs and Religion);
b) Content of report: Follow the form at Appendix No. 1 attached hereto;
c) Deadline for submission: Before the 20th day of the month being reported;
d) Data closing period: From the 15th day of the previous month to the 14th day of the month being reported;
đ) The monthly report for March shall be incorporated into the first quarter report; the monthly report for June shall be incorporated into the mid-year report; the monthly report for September shall be incorporated into the third quarter report; the monthly report for December shall be incorporated into the annual report.
2. Quarterly Report
a) Reporting entities: Departments of Ethnic Affairs and Religion; Departments of Home Affairs (for localities that have not established Departments of Ethnic Affairs and Religion);
b) Content of report: Follow the form at Appendix No. 1 attached hereto;
c) Deadline for submission: Before the 20th day of the last month of the quarter being reported;
d) Data closing period: From the 15th day of the previous month before the quarter being reported to the 14th day of the last month of the quarter being reported;
đ) The second quarter report shall be incorporated into the mid-year report; the fourth quarter report shall be incorporated into the annual report.
3. Mid-Year Report
a) Reporting entities: Ministries, ministerial-level agencies, and government agencies with functions and tasks related to the field of ethnic work, beliefs, and religion; provincial-level People's Committees;
b) Content of report
Ministries, ministerial-level agencies, and government agencies with functions and tasks related to the field of ethnic work, beliefs, and religion shall follow the form at Appendix No. 2 attached hereto.
Provincial-level People's Committees shall follow the form at Appendix No. 3 attached hereto.
c) Deadline for submission: Before June 20 of the reporting year;
d) Data closing period: From December 15 of the previous year to June 14 of the reporting year.
4. Annual Report
a) Reporting entities: Ministries, ministerial-level agencies, and government agencies with functions and tasks related to the field of ethnic work, beliefs, and religion; provincial-level People's Committees;
b) Content of report
Ministries, ministerial-level agencies, and government agencies with functions and tasks related to the field of ethnic work, beliefs, and religion shall follow the form at Appendix No. 2 attached hereto.
Provincial-level People's Committees shall follow the form at Appendix No. 3 attached hereto.
c) Deadline for submission: Before December 20 of the reporting year;
d) Data closing period: From December 15 of the previous year to December 14 of the reporting year.
5. Methods of Receiving Reports
a) Written reports sent by mail to the Ministry of Ethnic Affairs and Religion at address: No. 349 Doi Can Street, Ngoc Ha Ward, Hanoi City;
b) Electronic reports with valid digital signatures, in standard data format as prescribed, sent to the Ministry of Ethnic Affairs and Religion via the national document transmission network and email address: [email protected].
Article 5. Special Reports
1. The Ministry of Ethnic Affairs and Religion shall guide and specify requirements for special reports to meet information needs regarding unusual issues in ethnic affairs, beliefs, and religions when necessary.
2. The content of special reports in the field of ethnic affairs, beliefs, and religions shall be carried out in accordance with the provisions of Clause 2, Article 9 of Decree No. 09/2019/NĐ-CP.
Article 6. Thematic Reports
1. The Ministry of Ethnic Affairs and Religion shall guide and specify requirements for thematic reports in the field of ethnic affairs, beliefs, and religions when necessary.
2. The content of thematic reports in the field of ethnic affairs, beliefs, and religions shall be carried out in accordance with the provisions of Clause 2, Article 10 of Decree No. 09/2019/NĐ-CP.
Article 7. Effective Date
This Circular takes effect from October 15, 2025, and replaces Circular No. 06/2022/TT-UBDT dated December 30, 2022, issued by the Minister and Head of the National Ethnic Minorities Committee on the reporting system for ethnic affairs work.
Article 8. Responsibility for Implementation
1. Ministries, ministerial-level agencies, government agencies; provincial People's Committees, Departments of Ethnic Affairs and Religion, Departments of Home Affairs (for localities without a Department of Ethnic Affairs and Religion) shall be responsible for implementing the reporting system as prescribed in this Circular.
2. The Ministry of Ethnic Affairs and Religion shall be responsible for:
a) Receiving, compiling, and preparing reports to serve the leadership and management of the Ministry of Ethnic Affairs and Religion and to report to competent authorities.
b) Guiding, monitoring, urging, inspecting the implementation of this Circular, and managing, storing, and sharing information reports of the Ministry of Ethnic Affairs and Religion as prescribed.
3. In the course of implementation, if there are difficulties, they should be reflected to the Ministry of Ethnic Affairs and Religion for consolidation, consideration, and resolution.
