Circular No. 09/2025/TT-BVHTTDL stipulates on the classification and determination of authority levels for local governments at two tiers in the fields of culture, sports, and tourism.

确保符合宪法规定，符合2025年《政府组织法》和2025年《地方人民政府组织法》关于分级和划分职权的原则和规定。 确保各级地方政府机关之间任务和权限的划分符合各机关的任务、权限和能力，并由被授予任务和权限的机关和个人负责实施。 明确各机关和地方政府在其职责范围内作出决定、组织实施并对其结果承担责任的内容和范围；避免各机关和地方政府各级之间以及各地方政府机关之间的任务和权限重叠或交叉。确保各机关正常、连续、顺畅运作的基础；不中断工作，不造成重叠或遗漏职能、任务、领域和地区；满足地方治理的要求；应用科学技术、创新和数字化转型。 划分职权 确保人权和公民权利；确保透明度，为个人和组织接触信息、行使权利和履行义务以及按照法律规定进行的程序提供便利条件；不影响社会、人民和企业的正常活动。.

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation

确保不损害履行国际条约和越南社会主义共和国是成员的国际协议。

Clause 1. Ensuring compliance with the Constitution, consistent with the principles and regulations on delegation and determination of authority stipulated in the Law on the Organization of the Government 2025, the Law on Local Administration 2025, Decree No. 132/2025/NĐ-CP dated June 12, 2025 of the Government stipulating the determination of authority of local administration at two levels in the field of state management under the Ministry of Science and Technology, and Decree No. 133/2025/NĐ-CP dated June 12, 2025 of the Government stipulating the delegation and decentralization in the field of state management under the Ministry of Science and Technology.

确保法律实施组织的一致性；确保透明度、责任报告制度，并有效执行监督权力的责任，包括上级行政机关的检查、审计和监督。

执行任务所需的资金由国家预算保障。

文化、体育和旅游领域的分级

第三条 举办群众体育赛事

在越南举办的残疾人单项体育赛事区域、洲际和世界锦标赛；全国群众体育赛事，根据《体育法》第十三条第三款的规定，经《体育法》若干条款修正案修订，由越南体育总局决定。

6. Ensure that it does not affect the implementation of international treaties and agreements to which the Socialist Republic of Vietnam is a party.

7. Ensure consistency in the organization of law enforcement; ensure transparency, accountability, and effective control of power linked with the responsibility for inspection, audit, and supervision by higher state agencies.

8. The budget for performing tasks shall be guaranteed by the state budget in accordance with regulations.

Chapter II

DECENTRALIZATION IN THE FIELD OF CULTURE, SPORTS AND TOURISM

Article 3. Organization of mass sports competitions

The organization of regional, continental, and world-level disability sports competitions held in Vietnam; national-level mass sports competitions as prescribed in Clause 3, Article 13 of the Sports Law, amended and supplemented by the Law Amending and Supplementing Certain Provisions of the Sports Law, shall be decided by the Vietnam Sports Administration.

Article 4. Organization of high-performance sports competitions

The organization of championship competitions, regional, continental, and world championship competitions in each sport held in Vietnam; annual national championship competitions and national youth championship competitions in each sport as prescribed in Clause 2 of Article 38 of the Law on Physical Education and Sports amended and supplemented by the Law Amending and Supplementing Certain Provisions of the Law on Physical Education and Sports shall be decided by the Vietnam Sports Administration.

Article 5. Issuance of competition rules for sports disciplines

The decision to issue competition rules for sports disciplines or the decision to apply competition rules for sports disciplines issued by the international sports federation as prescribed in Clause 2 of Article 38a of the Law on Physical Education and Sports amended and supplemented by the Law Amending and Supplementing Certain Provisions of the Law on Physical Education and Sports shall be decided by the Vietnam Sports Administration.

Article 6. Approval of Regulations of High-Performance Sports Competitions

1. The approval of the Regulations of High-Performance Sports Competitions as prescribed in Clause 2 of Article 39 of the Law on Physical Education and Sports amended and supplemented by the Law Amending and Supplementing Certain Provisions of the Law on Physical Education and Sports shall be decided by the Vietnam Sports Administration.

2. The approval of the Regulations of High-Performance Sports Competitions in cases where the national sports federation has not yet been established as prescribed in Clause 3 of Article 39 of the Law on Physical Education and Sports amended and supplemented by the Law Amending and Supplementing Certain Provisions of the Law on Physical Education and Sports shall be decided by the Vietnam Sports Administration.

Article 7. Re-registration of Activities for the Distribution of Publishing Products

1. The re-registration of activities for the distribution of publishing products of distribution establishments as prescribed in Clause 2 of Article 18 of Circular No. 01/2020/TT-BTTTT dated February 7, 2020 of the Minister of Information and Communications detailing and guiding the implementation of certain provisions of the Law on Publishing and Decree No. 195/2013/NĐ-CP dated November 21, 2013 of the Government detailing certain provisions and measures to implement the Law on Publishing, amended and supplemented by Circular No. 23/2023/TT-BTTTT dated December 31, 2023 of the Minister of Information and Communications, shall be carried out by the People's Committee of the province where the main office or branch of the distribution establishment is located.

2. The procedures for re-registration shall be implemented according to the provisions of Item 1 of the Appendix attached to this Circular.

Article 8. Amendment and Supplement of Information in the License for Establishing a Representative Office of Foreign Publishers and Distributors of Foreign Publishing Products

1. The amendment and supplement of information in the license for establishing a representative office when there is a change as prescribed in Article 21 of Circular No. 01/2020/TT-BTTTT amended and supplemented by Circular No. 23/2023/TT-BTTTT shall be carried out by the People's Committee of the province.

2. The procedures for amendment and supplement shall be implemented according to the provisions of Item 2 of the Appendix attached to this Circular.

Chapter III

DETERMINATION OF AUTHORITY IN THE FIELD OF CULTURE, SPORTS AND TOURISM

The implementation of responsibilities in managing advertising activities within the administrative area as prescribed in Article 10 of Circular No. 10/2013/TT-BVHTTDL dated December 6, 2013 of the Minister of Culture, Sports and Tourism detailing and guiding the implementation of certain provisions of the Law on Advertising and Decree No. 181/2013/NĐ-CP dated November 14, 2013 of the Government detailing the implementation of certain provisions of the Law on Advertising shall be carried out by the People's Committee of the commune.

Article 10. Collection and Reporting of Information on Families and Prevention and Combating Domestic Violence

1. The collection and reporting of information on families and prevention and combating domestic violence as prescribed in Clause 4, Article 5 of Circular No. 07/2017/TT-BVHTTDL dated December 29, 2017, issued by the Minister of Culture, Sports and Tourism on the collection and reporting of information on families and prevention and combating domestic violence shall be carried out by the People's Committee at the commune level.

2. The form of information on families and prevention and combating domestic violence according to Model No. 05 in the List attached to the Appendix promulgated together with this Circular.

Article 11. Acceptance of Reports on the Organization of Grassroots Mass Sports Competitions

1. The acceptance of reports on the organization of grassroots mass sports competitions as prescribed in Clause 4, Article 8 of Circular No. 09/2012/TT-BVHTTDL dated November 19, 2012, issued by the Minister of Culture, Sports and Tourism on the organization of grassroots mass sports competitions shall be handled by the People's Committee at the commune level.

2. The procedures for submitting reports shall be implemented in accordance with the provisions of Clause 3 of the Appendix promulgated together with this Circular.

Chapter IV

IMPLEMENTING PROVISIONS

Article 12. Effective Date

1. This Circular takes effect from July 1, 2025.

2. The provisions of this Circular shall cease to be effective from March 1, 2027, except in the following cases:

a) Decrees stipulating decentralization and delegation of authority in the field of culture, sports, and tourism; Decrees stipulating the division of authority of two-level local governments in the field of culture, sports, and tourism proposed by the Government and decided by the National Assembly to extend the application period for the entire or part thereof, including provisions related to this Circular, shall be allowed to extend the application period.

b) Laws, resolutions of the National Assembly, ordinances, resolutions of the Standing Committee of the National Assembly, decrees, and resolutions of the Government, decisions of the Prime Minister that stipulate state management authority, responsibilities, procedures, and formalities prescribed in this Circular, adopted or issued from July 1, 2025, and taking effect before March 1, 2027, shall render the corresponding provisions in this Circular ineffective from the date these legal documents take effect.

3. In case of difficulties during implementation, please reflect them to the Ministry of Culture, Sports and Tourism for guidance and resolution./.
