ORDINANCE
AMENDMENTS AND SUPPLEMENTS TO CERTAIN ARTICLES
OF THE ENVIRONMENTAL POLICE ORDINANCE
Pursuant to the Constitution of the Socialist Republic of Vietnam amended and supplemented by Resolution No. 203/2025/QH15;
The Standing Committee of the National Assembly promulgates this Ordinance amending and supplementing certain articles of the Environmental Police Ordinance No. 10/2014/UBTVQH13.
Clause 4 of Article 6Amendments and supplements to certain articles of the Environmental Police Ordinance
1. Amend and supplement Clause 5 of Article 7 as follows:
“5. Conduct activities to inspect compliance with laws by agencies, organizations, and individuals in accordance with the provisions of the law; inspect vehicles, objects, and locations when directly discovering signs of criminal offenses or administrative violations, or upon receiving reports or information about criminal offenses or administrative violations in accordance with the law.
Inspections must be based on a written decision by the head of the environmental crime prevention and control police agency under the Ministry of Public Security, provincial public security, or city-level public security; a written decision by the Director of provincial or city-level public security, the Head of the People's Police Station, or the Head of the Police Post.”
2. Amend and supplement Article 8 as follows:
“Article 8. Environmental Crime Prevention and Control Police Force
The environmental crime prevention and control police force includes:
1. Units within the People's Public Security having the specialized functions and tasks of preventing and controlling environmental crimes;
2. Environmental crime prevention and control police officers including:
a) Officers, non-commissioned officers, and soldiers of units within the People's Public Security having the specialized functions and tasks of preventing and controlling environmental crimes;
b) Officers, non-commissioned officers, and soldiers of the People's Public Security assigned to directly manage, command, and perform tasks of preventing and controlling environmental crimes at village-level public security stations and police posts.”
3. Amend and supplement Article 14 as follows:
“Article 14. Responsibilities of the Ministry of Agriculture and Environment
1. Direct agencies and units under its jurisdiction to coordinate and support the environmental crime prevention and control police in performing their functions, tasks, and powers.
2. Support the implementation of projects, research topics, training, refresher courses, international cooperation, and advisory services for the environmental crime prevention and control police.”
4. Replace the term "Environmental Police" with the term "Environmental Crime Prevention and Control Police" in the name of the Ordinance and the basis for promulgating the Ordinance; the names of Chapters II, III, and IV; Articles 1, 2, 3, 4, 5, 6, 7, 9, 10, 11, 12, 13, 15, 16, and 17.
Article 2. Effective Date
This Ordinance takes effect from December 15, 2025.
This Ordinance was adopted byTheStanding Committee of the National Assembly of the Socialist Republic of Vietnam, Session 52, on December 3, 2025. The Fifth Session Fifty-Two of the Fifteenth National Assembly of Vietnam adopted on December 3, 2025.
