DIRECTIVE
Regarding the implementation of Decree No. 210/2013/NĐ-CP
dated December 19, 2013 on policies to encourage enterprises to invest in agriculture and rural areas
Businesses investing in agriculture and rural areas

On December 19, 2013, the Government issued Decree No. 210/2013/NĐ-CP on policies to encourage enterprises to invest in agriculture and rural areas (hereinafter referred to as the Decree), which took effect from February 10, 2014. However, up to now, relevant ministries, sectors, and localities have not yet issued guiding documents for the implementation of the Decree; the dissemination and promotion of the Decree have been slow.
To ensure that the implementation of the Decree achieves results quickly, the Prime Minister requests relevant ministries, sectors, and provincial People's Committees under the central government to urgently focus on directing the implementation of the following key tasks:
1. The Ministry of Planning and Investment:
a) Take the lead and coordinate with the Ministries of Finance, Agriculture and Rural Development, Natural Resources and Environment, Science and Technology, Industry and Trade, and Health to urgently issue Circulars guiding the implementation of the Decree in accordance with Clause 1, Article 18 of the Decree; guide provincial People's Committees to proactively integrate various sources of funds to implement the Decree. The completion time is before June 30, 2014.
b) Take the lead and coordinate with the Ministry of Finance to balance and compile the demand for support for enterprises right from the socio-economic development plan for 2015, provide targeted support from the central budget for localities to implement, and report to the Prime Minister for consideration and decision.
c) Report annually to the Prime Minister on the results of implementing the Decree by ministries, sectors, and localities.
2. The Ministry of Finance shall take the lead and coordinate with the Ministry of Planning and Investment and the Ministry of Agriculture and Rural Development to issue Circulars guiding the settlement of expenses for supporting enterprises in accordance with the provisions of the Decree. The completion time is before June 30, 2014.
3. The Ministry of Agriculture and Rural Development:
a) Issue a Decision to announce the list of specific high-yield livestock breeds eligible for support in accordance with Point c, Clause 1, Article 11 of the Decree. The completion time is before June 30, 2014.
b) Take the lead and coordinate with the Ministry of Industry and Trade and the Ministry of Planning and Investment to decide and announce the list of auxiliary products and mechanical products eligible for support as stipulated in Clause 1, Article 16 of the Decree. The completion time is before June 30, 2014.
4. The Ministry of Health shall take the lead and coordinate with the Ministry of Agriculture and Rural Development to issue a Decision to announce the list of priority medicinal plants for development during the period 2014-2020 in accordance with Clause 2, Article 12 of the Decree. The completion time is before June 30, 2014.
5. Provincial People's Committees under the central government:
a) Plan and review plans concerning: centralized industrial livestock slaughterhouses, cattle breeding; major cash crops; medicinal plants; macadamia trees (for provinces with such needs); aquaculture; processing and preservation facilities for agricultural, forestry, and aquatic products; manufacturing equipment facilities for processing and preserving agricultural, forestry, and aquatic products; rural markets. The completion time is before September 30, 2014.
b) Review and submit to the People's Council at the same level for approval a Resolution on special policies to encourage enterprises to invest in agriculture and rural areas in their locality during the period 2014-2020. The completion time is before September 30, 2014.
c) Review and issue a list of investment projects to be called for in agriculture and rural areas during the period 2014-2020. The completion time is before September 30, 2014.
d) The Chairmen of Provincial People's Committees under the central government shall decide to integrate various sources of funds from different programs and projects assigned from local budgets and central government support funds but not yet implemented or implemented ineffectively to implement the Decree.
đ) Annually assess the implementation situation of the Decree in their locality, report to the Ministry of Planning and Investment, and simultaneously send reports to the Ministry of Finance and the Ministry of Agriculture and Rural Development for consolidation and reporting to the Prime Minister; reports should be sent in September each year.
6. Relevant ministries and sectors according to their assigned functions and tasks, and Provincial People's Committees under the central government shall urgently issue guiding documents for the implementation of the Decree; direct extensive dissemination and promotion of the Decree; allocate resources to support and create favorable conditions to attract enterprises to invest in agriculture and rural areas.
The Ministry of Planning and Investment shall monitor, urge, and report to the Prime Minister on the results of implementing this Directive./.
