JOINT CIRCULAR
On the provision of drinking water for officials, workers, and staff during working hours at state agencies and enterprises
On November 8, 1962, the Council of Ministers decided that all officials, workers, and staff would be provided with drinking water during working hours at state agencies and enterprises.
________________________
Below, the Joint Ministry of Finance and Labour stipulates and provides detailed guidance on implementation.
a) For all business and production establishments (factories, construction sites, agricultural farms, forestry farms, trading stores...), the following shall be allocated:
1. Standards:
- One xu (0đ01) per person per day of work:
b) For all administrative and public service agencies, the following shall be allocated:
- Two hao (0đ20) per person per month.
The above standards include the cost of tea, coal, wood, and are to be adjusted for use between hot and cold seasons.
This drinking water may also be used for serving guests who come to conduct official business.
2 ||| Budget:
The expenditure on drinking water at any agency or enterprise shall be borne by that agency or enterprise. This expenditure shall be recorded under the "other expenses" category (i.e., item XXV according to the 1963 budget outline) for administrative and public service agencies, and included in the management fee of the enterprise (accounted for in the cost of production) for businesses and enterprises.
3 ||| Scope of Application:
The provision of drinking water during working hours applies to all officials, workers, and staff within and outside the establishment of various agencies: civilian, military, Party, businesses, and enterprises (construction sites, agricultural farms, forestry farms, trading stores..., including joint public-private enterprises), from the district level upwards.
Those civilian workers currently performing duties at construction sites are not within the scope of application of this circular.
4 ||| Effective Date:
This circular shall take effect from April 1, 1963.
All previous regulations concerning the provision of drinking water for officials, workers, and staff that conflict with this circular are hereby abolished.
Up until now, many places have organized drinking water for officials, workers, and staff, but some places have had employees contribute money while others have had agencies and enterprises bear the cost. The decision of the Council of Ministers aims to unify the funding for drinking water expenses.
We request all sectors and levels of leadership to implement the Government's decision well in order to protect the health of officials, workers, and staff, and avoid unnecessary expenditures that waste public funds.
