RESOLUTION

Regarding the regular meeting of the Government in August 1999

On August 25, 1999, the Government convened its regular meeting in August 1999 to discuss and adopt the following issues:

1. The Government heard Minister of Transport Le Ngoc Hoan's presentation on the "Report on traffic accident situations and preventive measures." The Government noted that despite the implementation of many measures for ensuring traffic order and safety over the years by the Government and relevant ministries and sectors, recently there has been a trend of increasing traffic accidents nationwide, with some serious incidents occurring, which have attracted significant public attention and require more fundamental and comprehensive solutions to be implemented promptly.

The Government assigned the Ministry of Transport to take the lead, coordinate with relevant ministries and sectors to incorporate the opinions of Government members, supplement and finalize the Project on Measures to Ensure Traffic Order and Safety; at the same time, develop and submit to the Government for approval the National Program on Traffic Safety; concretize these measures into regulatory legal documents, mechanisms, and policies to organize their implementation to minimize traffic accidents causing losses to people and society, and gradually restore traffic order and safety throughout the country.

In the short term, it is necessary to select urgent tasks to focus on implementing first in major cities, certain urban areas, and key routes; linking traffic order and safety with increasing public transportation means and alleviating traffic congestion in cities and urban areas.

2. After hearing Minister of Finance Nguyen Sinh Hung's presentation on the Government's proposal to the National Assembly for promulgating the "Law Amending and Supplementing Certain Provisions of the Law on Land Transfer Tax," and Deputy Head of the Government Office Doan Manh Giao's report summarizing the opinions of Government members, the Government agreed to pass this draft Law.

Assign the Ministry of Finance to take the lead, coordinate with the Ministry of Justice and the Government Office to incorporate the opinions of Government members, perfect the draft Law, report to the Prime Minister for review, and submit it to the National Assembly.

3. The Government heard Minister of Justice Nguyen Dinh Loc's presentation on the proposed Program for Legislative Work of the National Assembly in 2000.

Assign the Ministry of Justice and the Government Office to incorporate the opinions of Government members, review the preparation progress of each project, assess feasibility, and report to the Prime Minister for consideration and decision before submitting the Program for Legislative Work of the National Assembly in 2000 to the Standing Committee of the National Assembly.

4. At this session, Minister of Labor, Invalids, and Social Affairs Nguyen Thi Hang presented the Government's plan to implement the policy of a 40-hour work week.

The Government affirmed that the policy of a 40-hour work week reflects the concern of the Party and State towards improving working conditions, caring for workers' health, and developing human resources.

Assign the Ministry of Labor, Invalids, and Social Affairs to take the lead, coordinate with the Government Office and relevant ministries and sectors to incorporate the opinions of Government members, perfect the draft Decision of the Prime Minister on implementing the 40-hour work week system, and submit it to the Prime Minister for signing and issuance to begin implementation from October 1, 1999.

5. The Government heard Minister of Planning and Investment Tran Xuan Gia's presentation on the "Report on Economic and Social Situation in August and the First Eight Months of 1999."

In August, food production continued to maintain and develop; export turnover increased significantly due to higher export prices for some goods and greater export volumes for many products; cultural, educational, healthcare, and social issues showed positive changes. However, industrial production still faced many difficulties, especially in state-owned enterprises, with slow growth rates; foreign direct investment decreased compared to the same period in 1998; disbursement of budget and state investment credit funds was slow; consumer goods and service prices continued to decline.

The Government requested ministries, sectors, and localities to continue swiftly and effectively implementing the measures already proposed by the Government, particularly focusing on the measures outlined in Resolution No. 08/1999/NQ-CP dated July 9, 1999 of the Government on management measures for the last six months of 1999; especially accelerating the pace of implementing investment projects, overcoming delays in project construction and approval to quickly disburse basic construction investment funds; intensifying anti-smuggling and commercial fraud efforts, rapidly increasing consumption of surplus products; and simultaneously doing well in disaster prevention and mitigation work to minimize losses caused by typhoons and floods.
