PRIME MINISTER

Pursuant to the Government Organization Law dated September 30, 1992;

Pursuant to the Law on Forest Protection and Development dated August 12, 1991;

Pursuant to Decision No. 245/1998/QĐ-TTg dated December 21, 1998;

Pursuant to Decision No. 446/TTg dated June 21, 1997;

At the proposal of the Minister of Agriculture and Rural Development (report No. 3027/BNN-KH dated October 12, 2001), opinions of the Ministries of Planning and Investment (letter No. 7866 BKH/NN dated November 19, 2001), Finance (letter No. 12274 TC/HCSN dated December 20, 2001), Science, Technology and Environment (letter No. 3226/BKHCNMT-NN dated November 8, 2001).

DECISION:

Article 1: Approve the results of the National Forest Resource Survey, Assessment, and Monitoring Program for the period 1996-2000 with the following contents:

1. Forest area:

As of December 31, 2000, the country had 11,314,626 hectares of various types of forests, with a corresponding coverage rate of 34.4%; of which:

- Natural forest area: 9,675,700 hectares, accounting for 85.5% of the total forest area in the country.

- Planted forest area: 1,638,926 hectares, accounting for 14.5% of the total forest area in the country.

2. Forest stock.

The total wood stock of the country was 782.0 million cubic meters;³of which:

- Natural forest: 751.5 million cubic meters;³accounting for 96.1%

- Planted forest: 30.5 million cubic meters;³accounting for 6.9%

The total bamboo stock of the country was 5.3 billion stems.

Article 2: Continue to implement the National Forest Resource Survey, Assessment, and Monitoring Program for the period 2001-2005, according to the following requirements and tasks:

1. Assessing forest resources:

a) Establish a set of data on forest resources for the entire cycle (2001-2005).

- Annual set of data on forest resources.

- Annual forest status maps at different scales and ratios in the database and printed in 2004:

+ National map at a scale of 1/1,000,000

+ Regional map at a scale of 1/250,000

+ Provincial map at a scale of 1/100,000.

b) Surveying forest stock and other characteristics:

- Completing and perfecting the survey grid system, conducting surveys on the primary grid system with a total of 4,200 grids, including 3,621 grids from Cycle II that were resurveyed and 579 additional grids on newly added forest areas.

- From the primary grid system and forest types across the country, select and establish 100 research sites to monitor and study the basic characteristics of the forest.

c) Conducting specialized report surveys:

- Studying the structural changes of natural forests in certain forest conditions.

- Studying the characteristics of recovering forest types in six regions and compiling a national summary.

- Surveying the regeneration and recovery of natural forests on bare hills in six regions and compiling a national summary.

- Surveying and evaluating forest animal resources in eight regions and compiling a national summary report on forest animals.

- Surveying and evaluating forest insect resources and pests in planted forests in six regions and compiling a national summary.

- Surveying and evaluating non-timber forest products in six regions and compiling a national summary.

- Establishing growth indicators for certain natural forest conditions.

2. Analyzing and assessing resource changes:

- Surveying and evaluating the changes in forest resources in six regions.

- Compiling a comprehensive report on the evaluation of the changes in national forest resources.

3. Perfecting the continuous monitoring system for forest resources.

- Designing and supplementing the monitoring grid system on new forest areas to increase ecological research sites (on new forest types or those lacking sufficient samples) to monitor long-term changes in forest quality and other characteristics of the forest ecosystem.

- Perfecting the Forest Resource Database, connected through computer networks to units and agencies, including key information:

+ Data from monitoring and ecological research grids

+ Annual forest status data and maps.

+ Results of forest resource assessment studies.

+ Information on socio-economic matters and related information, etc.

+ The Program's website.

4. Researching and improving the following methods:

- Researching and applying digital image interpretation in the construction of forest maps.

- Establishing economic and technical standards for the Program.

- Developing technical guidelines for the Program's content and work items.

5. Compiling reports on the results of the Program.

- Annual set of current forest data.

- Comprehensive report on the Program's results in 2005.

Article 3: Assign the Ministry of Agriculture and Rural Development as the managing agency of the Program to be responsible for:

1. Leading together with relevant ministries and sectors to review and decide on the specific content of the Program, approve the outline and budget of the Program for the Survey, Assessment, and Monitoring of the National Forest Resource Changes for the period 2001-2005. 2. Directing subordinate agencies within the Ministry (Forest Investigation and Planning Institute and Forest Protection Department) to organize the implementation of the Program, confirming the annual implementation results of the Program based on the acceptance report of the Institute.

3. Organizing the acceptance of the Program's results at the end of the cycle (in 2005) and submitting to the Prime Minister for approval.

4. Directing the inspection of the execution of the annual and overall cycle financial settlement system according to the guidance of the Ministry of Finance and implementing labor norms according to the guidance of the Ministry of Labor, Invalids, and Social Affairs.

5. Preparing the outline and budget for the National Forest Resource Survey, Assessment, and Monitoring Program for the period 2006-2010 after the third cycle of the Program ends.

6. Directing the compilation and systematization of all results of the National Forest Resource Survey, Assessment, and Monitoring Program for the periods 1996-2000 and 2001-2005 into a basic set of documents, providing them to relevant ministries, localities, and meeting the Government's requirements for long-term economic and social development planning, while serving as a basis for formulating forestry policies to meet the general development needs of the country during different periods.

The Ministries of Planning and Investment, and Finance shall ensure funding for the implementation of the Program according to the prescribed schedule and regulations, ensuring the effective implementation of the Program.

Article 4: The Ministries of Planning and Investment, Finance shall perform their functions to ensure budgetary allocation to implement the Program according to the schedule and prescribed regulations, ensuring the effective implementation of the Program.

Article 5: This Decision shall take effect fifteen days after the date of signature. The Ministers of Agriculture and Rural Development, Finance, Planning and Investment, and the heads of relevant units shall be responsible for its implementation./.
