DIRECTIVE

Regarding the strengthening of preparation work and organization for the 22nd Southeast Asian Games (SEA Games 22) and the 2nd Southeast Asian Para Games (ASEAN-ParaGames 2)

In 2003, our country will host the 22nd SEA Games and the 2nd ASEAN-ParaGames. These are major sporting events in the Southeast Asian region. Organizing these two Congresses is a significant activity in terms of Sports - Politics - Culture - Diplomacy for our country. It is an opportunity to introduce to international friends about Vietnam's land and people, aiming to enhance and develop relations in all aspects between Vietnam and countries in the region, while also creating favorable conditions for exchanges, learning, and developing the sports sector to a new height.

Over the past more than two years, ministries, sectors, localities, and the Sports sector have made many efforts and strived to prepare all necessary aspects to serve the organization of the 22nd SEA Games and the 2nd ASEAN-ParaGames. We have strengthened the development of athletes in both quantity and quality; invested in building and upgrading sports facilities according to international standards in Hanoi, Ho Chi Minh City, and some localities; prepared technical infrastructure, living conditions, rectified traffic regulations, built civilized cultural lifestyles, and improved urban environmental landscapes.

However, in guidance and implementation, we still lack experience and coordinated cooperation, so the work of land clearance for construction of facilities in some places is slow, information dissemination and propaganda are not extensive and regular, and have not created a vibrant atmosphere for the 22nd SEA Games and the 2nd ASEAN-ParaGames among the general public, etc.

To ensure the successful organization of these two sports congresses in December 2003, leaving a deep impression on international friends about Vietnam's land and people with a tradition of culture, martial spirit, and high achievements in competition, the Prime Minister instructs:

1. The Organizing Committee of the 22nd SEA Games and the Sports Management Committee:

a) Focus on directing the provision of material and spiritual conditions to serve training and ideological education, enhancing the willpower of coaches and athletes, striving to achieve high results in competitions.

b) Prepare a sufficient number of referees with professional expertise and clear moral character, fair and impartial, meeting the requirements of accurate, fair, and objective competition management.

c) Implement well the organizational work, vocational training, and education of awareness and morality for the staff and volunteers serving organizational activities and management.

d) Urge and inspect relevant ministries, sectors, mass organizations, and localities to prepare the necessary material and technical facilities thoroughly and promptly; implement professional work plans and organizational work plans effectively, ensuring schedule and quality.

2. Ministries, agencies equivalent to ministries, and government agencies:

a) Ministry of Planning and Investment, Ministry of Finance:

- Take the lead, closely coordinate with the Sports Management Committee and the Organizing Committee of the 22nd SEA Games to quickly review financial needs in the spirit of ensuring adequacy, thrift, and effectiveness, submit to the Prime Minister for approval; provide funds in a timely manner to complete preparatory and organizing work for the two Congresses according to schedule.

b) Ministry of Construction, in coordination with the Ministry of Finance, strengthen inspection of construction quality, prevent waste in construction and renovation of facilities.

c) Ministry of Public Security, Ministry of Defense:

Proactively build plans and schemes to ensure security, social order, fire prevention, and smooth traffic. Closely coordinate with the Organizing Committee of the 22nd SEA Games, the Sports Management Committee, People's Committees of Hanoi and Ho Chi Minh City, and related ministries, sectors, and localities to implement the proposed plans and schemes.

d) Ministry of Culture, Sports and Tourism:

- Take the lead, coordinate with the Vietnam National Administration of Tourism and People's Committees of related provinces and cities to direct the construction and implementation of festival-tourism-cultural activities at the local level.

- Coordinate with the Organizing Committee of the 22nd SEA Games, People's Committees of Hanoi and Ho Chi Minh City, related provinces and cities, and social organizations to promote information dissemination, propaganda, and promotion for the two Congresses.

- Closely coordinate with the People's Committee of Hanoi to direct the construction and implementation of the Opening and Closing Ceremonies of the 22nd SEA Games in the spirit of "Unity, Cooperation for Peace and Development".

g) Ministry of Transport:

- Take the lead, coordinate with the Organizing Committee of the 22nd SEA Games, the Ministry of Public Security, and related localities to plan to meet the travel, practice, and competition requirements of participating delegations, while ensuring traffic safety in Hanoi, Ho Chi Minh City, and related localities.

e) Ministry of Posts and Telecommunications:

Take the lead, coordinate with the Organizing Committee of the 22nd SEA Games to direct the provision, operation, and inspection of information technology equipment, postal and telecommunications systems, and the training of technical personnel to meet service and management requirements, information dissemination.

g) Ministry of Health:

- Take the lead, coordinate with the Organizing Committee of the 22nd SEA Games, the Vietnam National Administration of Tourism, People's Committees of Hanoi and Ho Chi Minh City, and related provinces and cities to ensure food safety for participating teams; have preventive disease control and timely medical rescue plans.

- Take the lead, coordinate with the Organizing Committee of the 22nd SEA Games to build plans to inspect and prevent the use of doping in competitions.

h) Ministry of Education and Training:

Take the lead, coordinate with the Central Committee of the Communist Youth Union Ho Chi Minh, the Organizing Committee of the 22nd SEA Games to organize and encourage student volunteers to participate in service, organizational, and promotional activities.

i) Ministry of Foreign Affairs:

Coordinate with the Ministry of Public Security to facilitate entry and exit procedures for foreign officials, sports delegations, and supporters attending the two Congresses.

k) Vietnam National Administration of Tourism:

Take the lead and coordinate with the Organizing Committee of the 22nd Southeast Asian Games, the People's Committees of Hanoi City, Ho Chi Minh City, and other relevant provinces and cities to develop and implement plans for convenient and suitable accommodation and catering services for foreign delegations participating in the games and visitors during this period.

l) Vietnam Television, Voice of Vietnam:

- Coordinate with the Organizing Committee of the 22nd Southeast Asian Games, local radio and television stations, and news agencies to prepare equipment, means, and technical staff to ensure requirements for information collection, transmission, and broadcasting, and increase the broadcasting time of programs, special sections on information dissemination and promotion, and live coverage of competitions.

3. People's Committees of provinces and centrally-administered cities:

a) People's Committees of Hanoi City, Ho Chi Minh City, and provinces and cities hosting competitions shall be responsible for:

- Directing the Organizing Committee of the 22nd Southeast Asian Games and local departments, in collaboration with relevant ministries and sectors, to focus on constructing facilities to meet deadlines and quality standards; implementing preparations for technical infrastructure to meet needs for accommodation, transportation, competition venues, and ensuring social security and safety in the locality.

- Directing local departments to cooperate with mass organizations and social groups to organize and implement practical activities in response to the 22nd Southeast Asian Games and the 2nd ASEAN ParaGames, promoting and encouraging public participation in the campaign to build a civilized and courteous lifestyle, maintaining social order and discipline, creating a clean and beautiful environment, establishing a sustainable management system for the environment and society, and demonstrating enthusiasm and hospitality towards sports delegations and international tourists.

b) The People's Committee of Hanoi City shall take the lead and coordinate with the Ministry of Culture, Sports and Tourism to prepare and organize the Opening and Closing Ceremonies of the 22nd Southeast Asian Games and the 2nd ASEAN ParaGames, embodying the spirit of "solidarity, cooperation for peace and development".

Time is running out, so the Organizing Committee of the 22nd Southeast Asian Games, relevant ministries and sectors, and especially the People's Committee of Hanoi Capital and the People's Committee of Ho Chi Minh City need to closely direct units to effectively perform assigned tasks.

The Organizing Committee of the 22nd Southeast Asian Games is responsible for monitoring, urging, inspecting, and promptly reporting to the Prime Minister on the implementation of this Directive./.
