RESOLUTION

On strengthening student work and building the League, Association, and Team in schools during the period of 2003-2007

Implementing Resolution of the Ninth National Party Congress, the conclusion of the Sixth Plenary Session of the Ninth Central Committee of the Party on continuing to implement Resolution of the Second Plenary Session of the Central Committee of the Party (Eighth Term) on "Strategic Orientation for Educational Development during the Industrialization and Modernization Period and Tasks until 2000"; the Education Development Strategy for the 2001-2010 period and Resolution of the Eighth National Youth Congress; aiming to promote achievements, overcome existing shortcomings and limitations in the process of implementing Joint Resolution No. 32/1998/NQ-BGDĐT-TWĐ dated May 29, 1998 between the Ministry of Education and Training and the Central Committee of the Ho Chi Minh Communist Youth Union on "Strengthening Student Work and Building the League, Association, and Team in Schools during the 1998-2002 period," the Ministry of Education and Training and the Central Committee of the Ho Chi Minh Communist Youth Union have jointly issued this Resolution on "Strengthening Student Work and Building the League, Association, and Team in Schools during the 2003-2007 period" as follows:

1. Enhancing the role and responsibility of the two sectors to cultivate revolutionary ideals for the youth, meeting educational goals in schools, contributing to training students and young adults with comprehensive development, healthy lifestyles, knowledge, health, labor skills, loyalty to the national independence ideal and socialism, determination to rise up and contribute to achieving the goal of a wealthy people, a strong country, a fair, democratic, and civilized society.

I. OBJECTIVES

2. Educating, propagandizing, and mobilizing students to strictly comply with state laws, regulations, and current provisions, creating a strong transformation in discipline and rules, building a clean and healthy educational environment, preventing negative manifestations and social evils from infiltrating schools.

3. Building and consolidating the League, Association, and Team organizations to become increasingly robust and truly important educational forces within schools; Strengthening the development of members, and striving to unite all students under these organizations and participate in movements organized by the League, Association, and Team.

4. Coordinating to effectively implement state policies and regulations of the two sectors concerning students and cadres of the League, Association, and Team.

II. CONTENTS OF COOPERATION AND MAJOR MEASURES

1. Political, ideological, moral, and lifestyle education for students

1.1. Enhancing the effectiveness of work in educating Marxism-Leninism, Ho Chi Minh Thought, political theory, Party guidelines, policies, and those of the two sectors, contributing to nurturing worldviews, life philosophies, and patriotic spirit, socialist love among students.

- Organizing and implementing Decision No. 494/QĐ-TTg dated June 24, 2002 of the Prime Minister approving the Project: "Some Measures to Improve the Quality and Effectiveness of Teaching and Learning Marxist-Leninist Sciences, Ho Chi Minh Thought in Universities and Colleges, Political Courses in Vocational High Schools and Technical Schools"; organizing the study of political theory courses compiled by the Central Committee of the Youth Union.

- Widely organizing various forms of competitions, Olympiads in Marxist-Leninist Sciences, Ho Chi Minh Thought in universities and colleges, political courses in vocational high schools, civic education courses in secondary schools, and ethics courses in middle schools and primary schools.

- Annually organizing the "Citizen and Student Life Week" at the beginning of each academic year and semester; launching and organizing the "Youth Month" and political study sessions on the thoughts, morals, and style of President Ho Chi Minh around May 19.

1.2. Promoting activities in traditional education, moral education, and lifestyle education.

- Organizing various forms of education and propaganda about the glorious revolutionary traditions of the Party, nation, League, Association, Team, education sector, locality, and school on historical anniversaries and political events to educate students about self-study, self-research, self-reliance, self-respect, national pride, the desire to overcome poverty and backwardness, the spirit of initiative, and voluntary service for the community.

- Promoting the movement of "Speaking Well and Doing Good," regularly organizing forums on student lifestyles and habits. Mobilizing and moving towards regulations on uniforms for students when attending school to shape a generation of students who live culturally, love labor, are rich in compassion, and actively participate in building schools and cultural communities.

- Developing and organizing effective activities of teams and groups promoting revolutionary songs in schools. In 2004, organizing the "Return to Dien Bien" historical march to commemorate the 50th anniversary of the Dien Bien Phu victory; in 2006, organizing a competition to understand the history of the Ho Chi Minh Communist Youth Union - Milestones in History to commemorate the 75th anniversary of its founding.

1.3. Legal education, civic awareness, and enhancing revolutionary vigilance among students.

- Strengthening propaganda and education on laws, especially compliance with the Education Law, current regulations, traffic safety laws, anti-drug laws, and other social evils, and the Law on Protection, Care, and Education of Children through "Citizen and Student Life Week," League, Association, and Team activities, and other activities.

- Effectively implementing Resolution No. 13/2002/NQ-CP dated November 19, 2002 of the Government on measures to control and reduce traffic accidents and the campaign "Youth Initiative and Voluntary Efforts to Maintain Traffic Safety" launched by the Central Committee's Standing Committee of the Youth Union. Annually launching and organizing "Traffic Safety Month."

- Organize effectively the implementation of Resolution No. 13/2002/NQ-CP dated November 19, 2002 of the Government on measures to curb the increase and gradually reduce traffic accidents, and the campaign "Youth Voluntarily and Proactively Maintaining Traffic Order and Safety" launched by the Central Committee of the Youth Union. Annually, launch and organize "Traffic Safety Month."

- Strengthen the provision of information on domestic and international situations, proactively grasp the evolving ideological trends among students, promptly expose the plots and activities of hostile forces, and struggle to defeat the "peaceful evolution" schemes of hostile forces. Educate and guide students on safe internet access to prevent them from accessing websites with harmful content. Regularly organize current affairs talks. Consolidate, develop, and strengthen leadership and guidance over the network of student public opinion surveys.

1.4. Enhance physical education, improve spiritual cultural life, actively combat drug addiction and social evils.

- Effectively implement the nationwide movement for solidarity in building a civilized lifestyle in schools, responding to the campaign "Exercise according to the Example of Great Uncle Ho": Organize good cultural and sports activities, striving for each student to regularly practice sports and memorize at least ten traditional songs.

- Strive for every university, college, and vocational high school to have a Student Cultural House or a Cultural and Sports Center serving extracurricular activities outside regular class hours. Schools should coordinate well with local Youth Union organizations to effectively utilize school grounds and classrooms (depending on specific conditions) to organize activities and recreational events for teenagers and children, especially during summer breaks.

- The Ministry of Education and Training and the Central Youth Union closely cooperate in organizing and guiding grassroots units to conduct cultural and sports activities. Regularly organize sports competitions, cultural and artistic contests at the school, cluster, regional, and national levels.

- Regularly organize diverse and creative forms of cooperation to attract students into activities aimed at preventing negative phenomena, crimes, and social evils, particularly drug prevention among students.

1.5. Strengthen the work of commendation and reward, publicizing good people and deeds, and exemplary models and methods of work of Youth Unions, Associations, and student movements.

2. Organize study campaigns, advance into science and technology, take the lead in building a learning society; volunteer for community life.

2.1. Educate the correct attitude and motivation for studying among students.

- Propagate and educate students to understand and voluntarily comply with Uncle Ho's teachings "Study to become a person, study to serve the country and the people" and the five points taught by Uncle Ho to teenagers and children.

- Strengthen measures to prevent negative phenomena and cheating in studies, exams, and inspections.

2.2. Launch and organize campaigns for excellent academic performance, promoting the reform of teaching and learning methods towards encouraging the positive, proactive, and creative engagement of students.

- Regularly launch waves of competition, good classes, good weeks, and good months of study.

- Organize contests such as "I Love Science," Olympic competitions in subjects like Marxism-Leninism and Ho Chi Minh Thought, Mathematics, Computer Science, Mechanics, Physics, etc.; scientific conferences in fields such as Medicine, Education, Economics, Agriculture, Engineering, Social Sciences, etc.

- Organize movements and campaigns to encourage and support students in leading the way in foreign language and computer skills; strive to gradually increase the proportion of students proficient in computers and foreign languages in schools to better serve their studies and scientific research.

2.3. Vigorously develop forms of study support and skill training within schools.

- Actively mobilize social resources to motivate and honor role models of good deeds, striving for all school Youth Unions to have scholarship funds. Maintain and develop awards; the Central Youth Union and the Ministry of Education and Training jointly establish awards for vocational high school students.

- Regularly organize forums, seminars, and specialized activities from branch Youth Unions to school level; utilize lecture halls and libraries for self-study and research by students. Maintain and develop systems of academic and interest clubs; encourage forms of mutual assistance in studies such as study pairs, voluntary groups, etc.

- Strengthen cooperation with the Central and local Television Stations, cultural and sports centers, and children's houses to organize knowledge-based playgrounds for students.

2.4. Promote the movement of practical research and skill training; support students in accessing new technologies, engaging in production realities, and participating in the transfer of technological advancements to serve production and daily life.

- Schools are responsible for assigning teachers to guide students in research and skill training. Youth Unions, Associations, and Teams proactively coordinate to organize and encourage students to participate in research and skill training.

- Regularly organize scientific conference meetings, skill training sessions, and innovation and application of new technology contests. Organize internships, field trips, and visits to production facilities well.

2.5. Strengthen forms of career orientation and job counseling.

- Strengthen guidance, counseling, and assistance to students in choosing careers that match their strengths and societal needs, especially for secondary school students.

- Organize meetings and discussions between businesses, consulting experts, and local leaders with students.

- Every university, college, and vocational high school should have a center or club for job counseling and placement for students.

2.6. Organize volunteer activities and campaigns to provide opportunities for students to contribute their knowledge learned in school to serve the community and the people according to the principle of "study combined with practice."

- Promote local volunteer activities throughout the academic year through forms such as "Volunteer Saturday," "Environmental Day," "Day for Dear Younger Ones," etc., to build green, clean, and beautiful schools, and educate students about community awareness.

- 组织好每年暑期学生、学员志愿服务活动。形成学生志愿者队伍参与交通疏导,特别是在交叉路口、学校门口、市场入口;预防社会恶习,确保公共安全和秩序,服务招生期,并促进扫盲教育和防止再文盲,特别是针对偏远地区的青少年。

3. Coordinate the implementation of policies and student affairs for both on-campus and off-campus students, and Vietnamese students studying abroad.

3.1. Coordinate the implementation of scholarship, tuition fee, and assistance policies for poor students, ethnic minority students, etc., implement the loan from the Education Training Credit Fund, and encourage students to participate in health insurance and personal accident insurance.

3.2. Develop and submit to the Prime Minister the policy and funding for cadres of the Communist Youth League, Student Union, and Young Pioneers, and their activities in schools according to the Conclusion of the Prime Minister's Office Document No. 09/TB-VPCP dated January 28, 2003. For now, follow the current regulations regarding the working system of lecturers and teachers engaged in mass organizations in schools and the Prime Minister's Office Document No. 2612/VP dated April 5, 2000 on "The Results of Work Between the Ministry of Education and Training Leadership and the Central Committee of the Communist Youth League." For the overall head of the Young Pioneers, strictly implement the provisions set out in Circular No. 23 dated January 15, 1996 of the Interdepartmental Organization-Cadre Department of the Government (now the Ministry of Home Affairs), the Ministry of Education and Training, the Ministry of Finance, and the Central Committee of the Communist Youth League on "Guidelines for the Working System and Responsibility Allowance for Teachers Engaged in Overall Head of the Young Pioneers Ho Chi Minh." Depending on specific conditions, encourage schools to provide additional allowances for cadres of the Communist Youth League, Student Union, and Young Pioneers.

3.3. Implement projects organizing teams of young intellectuals to participate in rural and mountainous area development; coordinate research and propose mechanisms and policies for using young human resources to participate in rural and mountainous area development.

3.4. Strengthen the management of on-campus and off-campus students and manage Vietnamese students studying, working, and training abroad according to current regulations.

4. Enhance the construction and consolidation of the Communist Youth League, the Vietnam Youth Federation, the Student Union, and the Young Pioneers organization in schools.

4.1. Establish a working system between school leadership and the Communist Youth League, the Vietnam Youth Federation, the Student Union, and the Young Pioneers.

- Regularly, school leadership holds collective meetings with the Communist Youth League's Standing Committee or Executive Board, the Vietnam Youth Federation, the Student Union, the overall head of the Young Pioneers, and the Commanding Team about the activities of the Communist Youth League, the Vietnam Youth Federation, the Student Union, and the Young Pioneers in the school.

- The Party Committee and the School Management Board need to strengthen leadership over the Student Union and the Vietnam Youth Federation. Strive for all universities and colleges to have Student Unions; pilot establishing Student Associations under the Vietnam Youth Federation in vocational high schools, general secondary schools, and junior high schools.

4.2. The results of the Communist Youth League, the Vietnam Youth Federation, and the Young Pioneers' work are evaluation criteria for ranking schools and classes. Cadres of the Communist Youth League who are teachers, overall heads, assistants, or youth advisors who achieve excellence at any level will enjoy the same rewards as excellent teachers at that level. Cadres of the Communist Youth League, the Vietnam Youth Federation, and the Student Union who are students when awarded by the organization will be credited with points for discipline training according to regulations and enjoy other benefits such as sightseeing and vacations.

4.3. The education sector should pay attention to creating conditions for training, nurturing, and assigning young teachers, students, and pupils with potential to become cadres of the Communist Youth League, the Vietnam Youth Federation, and the Student Union; stipulate time, funding, and locations for activities and events of the Communist Youth League, the Vietnam Youth Federation, and the Student Union; cooperate with various levels of the Communist Youth League to develop plans for organizing congresses, training cadres, summarizing resolutions, and serving the political tasks of the school.

4.4. Build, improve, and consolidate the organizational structure, innovate teaching content of departments related to the Communist Youth League, the Vietnam Youth Federation, and the Student Union in teacher training institutions, make courses on the Communist Youth League, the Vietnam Youth Federation, and the Student Union official subjects in teacher training institutions, and unify educational content between the Ministry of Education and Training and the Central Committee of the Communist Youth League.

4.5. Schools should arrange office space and facilities based on existing conditions for the Communist Youth League, the Vietnam Youth Federation, the Student Union, and the Young Pioneers to operate. Professional books, newspapers, and magazines of the Communist Youth League, the Vietnam Youth Federation, and the Student Union are included in the annual reference material list of the school library and serve research and guidance according to the current library regulations; enhance the role of the Communist Youth League, the Vietnam Youth Federation, the Student Union, and the Young Pioneers in award and disciplinary committees.

4.6. Coordinate to direct schools to allocate full-time Communist Youth League cadres according to the Guidelines No. 63 dated August 10, 2001 of the Central Organization Department of the Communist Party of Vietnam and the Central Committee of the Communist Youth League: For educational institutions with 1,000 members or more, a full-time Communist Youth League cadre should be allocated.

4.7. Actively participate in the work of building the Party and State administration, effectively carry out the development of party members in schools, especially among the following groups: university and college students, vocational high school and general secondary school students, Team Leaders, Youth Advisors, Youth Assistants, Youth League Secretaries, and young teachers (in accordance with Directive No. 34/CT-TW dated May 30, 1998 of the Politburo).

III. IMPLEMENTATION

1. Establish a Central Steering Committee comprising representatives from the leadership and relevant departments of both sides to assist the Ministry of Education and Training and the Central Youth Union in directing the implementation of the Joint Resolution.

1.1. The Central Steering Committee shall develop plans and programs for cooperation on an annual basis to implement the Resolution from the central level down to the grassroots level, guide all levels to effectively implement the Resolution, direct specific models to draw lessons and replicate them widely.

1.2. On an annual basis, the two sectors shall organize evaluations and summaries of the results of implementing the Resolution, promptly address emerging issues, plan the cooperation program for the next year, implement commendation activities, and organize dialogues with students and pupils.

1.3. The Political Work Department of the Ministry of Education and Training and the School Youth Department of the Central Youth Union shall serve as the permanent agencies assisting the Central Steering Committee in monitoring, urging, and inspecting.

2. Departments of Education and Training, provincial and municipal Youth Unions, and universities, colleges, and vocational schools shall base their plans, action programs, and specific measures for implementation on this Resolution. Annually, the agencies of the two sectors shall allocate part of their budget to conduct mid-term reviews, discuss contents and measures for the upcoming academic year, guide the implementation at the grassroots level, coordinate inspections and evaluations, and regularly report the implementation results to the Ministry of Education and Training and the Central Youth Union through their respective offices and permanent agencies.

3. Press and publishing agencies of the two sectors shall have plans to disseminate and promote the Resolution and its implementation activities at the grassroots level within their systems; highlight exemplary individuals, good deeds, effective models, and successful methods to create favorable public opinion for the implementation of the Resolution.

This Resolution takes effect from May 15, 2003. The Heads of Offices and Heads of relevant units of the Ministry of Education and Training, the Central Youth Union, educational training institutions under other Ministries and sectors, Departments of Education and Training, provincial and municipal Youth Unions, subordinate Youth Unions, universities, colleges, vocational schools, and Youth Leagues at the same level are responsible for enforcing this Resolution.
