Adjusting the minimum floor rate for international settlement tariffs for
international PSTN telephone services incoming to Vietnam
THE MINISTER OF POST AND TELECOMMUNICATIONS
Pursuant to Decree No. 90/2002/NĐ-CP dated November 11, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of the Posts and Telecommunications Ministry;
Pursuant to Decision No. 217/2003/QĐ-TTg dated October 27, 2003 of the Prime Minister on managing pricing for postal and telecommunications service tariffs;
At the proposal of the Director of the Department of Planning and Finance,
DECISION:
Article 1
1. Enterprises providing international PSTN telephone services shall proactively negotiate and agree on international settlement tariffs with foreign partners based on the guiding floor rate for international settlement tariffs set by the Posts and Telecommunications Ministry.
2. The guiding floor rate for International Settlement Tariffs shall be applied from June 1, 2005 at 0.17 USD per minute, without distinction between calls to fixed networks or mobile networks in Vietnam. Based on this tariff rate, enterprises shall negotiate and agree with foreign partners on specific international settlement tariffs but must not be lower than the guiding floor rate set by the Posts and Telecommunications Ministry.
Article 2. This Decision takes effect from June 1, 2005. All previous regulations contrary to this Decision are hereby abolished.
Article 3. The Director of the Office, Heads of the Planning-Finance Department, Heads of units under the Posts and Telecommunications Ministry, General Directors, Directors of enterprises providing international PSTN telephone services, and related units are responsible for implementing this Decision./.
