Announcing the list of members for issuing guarantees, agents for issuing government bonds,government-guaranteed bonds, and local government bonds in 2005

THE MINISTER OF FINANCE

Pursuant to Decree No. 77/2003/NĐ-CP dated July 1, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;

Pursuant to Decree No. 141/2003/ND-CP dated November 20, 2003 of the Government on the issuance of Government bonds, Government-guaranteed bonds, and local government bonds;

Based on the conditions and criteria stipulated in Circular No. 29/2004/TT-BTC dated April 6, 2004 of the Ministry of Finance guiding the issuance guarantee and agency issuance of government bonds, government-guaranteed bonds, and local government bonds, and the registration forms of financial and credit organizations;

At the proposal of the Director of the Department of Banking and Financial Institutions Finance,

DECISION:

Article 1. Attached to this Decision is the "List of Members for Issuance Guarantees and Agency Issuance of Government Bonds, Government-Guaranteed Bonds, and Local Government Bonds in 2005".

Article 2. The members listed in Article 1 of this Decision are eligible to participate in issuing guarantees and agency issuance of various types of bonds issued by the State Treasury, Development Fund, Provincial People's Committees, financial and credit organizations, and enterprises according to Decree No. 141/2003/NĐ-CP dated November 20, 2003 of the Government.

The responsibilities and rights of the organizations providing issuance guarantees and agency issuance shall be carried out in accordance with the agreements between the issuers and the organizations providing issuance guarantees and agency issuance of bonds, and the current regulations.

Article 3. This Decision takes effect fifteen days from the date of publication in the Official Gazette.

Chairmen of provincial and municipal people's committees directly under the central government, General Directors of the State Treasury, General Directors of the Development Fund, General Directors (Directors) of financial and credit organizations, bond-issuing enterprises, General Directors (Directors) of member organizations, and heads of related units are responsible for implementing this Decision./.
