Regarding the transfer of the Fishery Quality Management, Food Safety and Aquatic Animal Health Control Office Region 1 to the Fishery Quality, Food Safety and Aquatic Animal Health Center Region 1
MINISTER OF AQUATIC RESOURCES
Pursuant to the Government's Decree No. 43/2003/NĐ-CP dated May 2, 2003 on the functions, tasks, powers, and organizational structure of the Ministry of Fisheries;
Pursuant to the Decision No. 07/2003/QĐ-BTS dated August 5, 2003 of the Minister of Fisheries on the functions, tasks, powers, and organizational structure of the Department of Quality Management, Food Safety and Aquatic Animal Health;
At the proposal of the Director of the Department of Quality Management, Food Safety and Aquatic Animal Health and the Head of the Cadre and Civil Servant Affairs Department,
DECISION:
Article 1. The Fishery Quality Management, Food Safety and Aquatic Animal Health Control Office Region 1, under the Department of Quality Management, Food Safety and Aquatic Animal Health, shall be transferred to the Fishery Quality, Food Safety and Aquatic Animal Health Center Region 1 - Hai Phong (hereinafter referred to as the Fishery Quality and Aquatic Animal Health Center 1).
The Fishery Quality, Food Safety and Aquatic Animal Health Center Region 1 has the international trade name "The National Fisheries Quality Assurance and Veterinary Directorate - Branch 1" abbreviated as "NAFIQAVED - Branch 1", with its headquarters at 39A Le Lai Street, Hai Phong City. The Center is a self-financing public service entity with accounts at the Treasury and banks; it has seals in both Vietnamese and English for transactions.
Article 2. The Fishery Quality, Food Safety and Aquatic Animal Health Center Region 1 is tasked with assisting the Director of the Department of Quality Management, Food Safety and Aquatic Animal Health in performing the Department's duties in the northern provinces from Ha Tinh northward.
The functions, tasks, and working relationships of the Fishery Quality, Food Safety and Aquatic Animal Health Center Region 1 shall be defined by the Director of the Department of Quality Management, Food Safety and Aquatic Animal Health, after consultation with the Ministry of Fisheries.
Article 3.Organizational Structure
The organizational structure of the Fishery Quality, Food Safety and Aquatic Animal Health Center Region 1 includes:
1. General Affairs, Information and Certification Section.
2. Organization and Administrative, Financial Section.
3. Quality and Food Safety Section.
4. Aquatic Animal Health Section.
5. Quality Testing, Inspection and Examination Section.
Article 4. The Fishery Quality, Food Safety and Aquatic Animal Health Center Region 1 shall have one Director and not more than two Deputy Directors. The Director of the Fishery Quality, Food Safety and Aquatic Animal Health Center Region 1 shall be appointed by the Minister of Fisheries upon the recommendation of the Director of the Department of Quality Management, Food Safety and Aquatic Animal Health. The Deputy Directors of the Fishery Quality, Food Safety and Aquatic Animal Health Center Region 1 shall be appointed by the Director of the Department of Quality Management, Food Safety and Aquatic Animal Health upon the recommendation of the Director of the Fishery Quality, Food Safety and Aquatic Animal Health Center Region 1, after consultation with the Ministry of Fisheries.
In addition to the number of positions funded by the State budget, the Fishery Quality, Food Safety and Aquatic Animal Health Center Region 1 may hire contractual employees paid from fees, charges, and technical service revenues according to the law. The quota of civil servants and contractual employees of the Center shall be allocated by the Director of the Department of Quality Management, Food Safety and Aquatic Animal Health after approval by the Ministry of Fisheries.
Article 5. This Decision replaces Decision No. 05/2004/QĐ-BTS dated April 20, 2004 of the Minister of Fisheries and takes effect fifteen days after publication in the Official Gazette.
The Heads of the Office, Heads of Departments, Inspectors of the Ministry, Director of the Department of Quality Management, Food Safety and Aquatic Animal Health, Director of the Fishery Quality, Food Safety and Aquatic Animal Health Center Region 1, and related units are responsible for implementing this Decision./.
