THE MINISTER OF POSTS AND TELECOMMUNICATIONS 

Pursuant to the State Enterprise Law dated November 26, 2003;

Pursuant to Decree No. 90/2002/NĐ-CP dated November 11, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Posts and Telecommunications;

Pursuant to Decree No. 153/2004/NĐ-CP dated August 9, 2004 of the Government on the organization and management of state-owned corporations and the transformation of state-owned corporations and independent state-owned companies into the parent company - subsidiary model;

Pursuant to Decision No. 192/2005/QĐ-TTg dated July 29, 2005 of the Prime Minister approving the project to transform the Vietnam Television Investment and Development Company into the Multinational Telecommunication Corporation operating under the parent company - subsidiary model;

Pursuant to Decision No. 01/2006/QĐ-BBCVT dated January 4, 2006 of the Minister of Posts and Telecommunications on the establishment of the Multinational Telecommunication Corporation operating under the parent company - subsidiary model;

Pursuant to Circular No. 03/2005/TT-BKH dated July 18, 2005 of the Ministry of Planning and Investment guiding the contents and procedures for drafting the charter of state-owned corporations decided to invest in and establish and the charter of the parent company in the parent company - subsidiary model;

Considering the proposal of the Board of Directors of the Multinational Telecommunication Corporation at the Report No. 45/TT-VTC dated January 25, 2006;

Article 1. Issued together with this Decision is the Charter on organization and operation of the Multinational Telecommunication Corporation operating under the parent company - subsidiary model.

Article 2. This Decision takes effect 15 days from the date of publication in the Official Gazette.

Article 3. The Director of the Ministry's Office, Heads of the Personnel Organization Department, Heads of the Planning and Finance Department; the Board of Directors of the Multinational Telecommunication Corporation and Heads of relevant agencies and units are responsible for implementing this Decision./.
