Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Civil Servant Ordinance dated February 26, 1998 and the Ordinance Amending and Supplementing Certain Articles of the Civil Servant Ordinance dated April 29, 2003;
Pursuant to Decree No. 115/2003/NĐ-CP dated October 10, 2003 of the Government on Probationary Civil Servants; Decree No. 116/2003/NĐ-CP dated October 10, 2003 of the Government on Recruitment, Employment, and Management of Cadres and Civil Servants in State-Owned Enterprises; Decree No. 117/2003/NĐ-CP dated October 10, 2003 of the Government on Recruitment, Employment, and Management of Cadres and Civil Servants in State Agencies;
Pursuant to Decree No. 45/2003/NĐ-CP dated May 9, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;
At the proposal of the Director of the Civil Servant - Public Official Department.

Article 1. The attached Regulations on organizing examinations for recruitment and promotion of cadres and civil servants are hereby issued.

Article 2. These Regulations on organizing examinations for recruitment and promotion of cadres and civil servants, attached to this Decision, replace the Regulations on Recruitment of Civil Servants issued together with Decision No. 466/1998-QĐ-TCCP-BCTL dated September 5, 1998 of the Minister, Head of the Personnel Organization Department of the Government (now the Ministry of Home Affairs), and the Regulations on Promotion Examinations issued together with Decision No. 150/1999/QĐ-TCCP dated February 12, 1999 of the Minister, Head of the Personnel Organization Department of the Government (now the Ministry of Home Affairs).

These Regulations shall take effect fifteen days from the date of publication in the Official Gazette.

Article 3. The Minister, Heads of Ministries equivalent to Ministries, Heads of Governmental Agencies, Chairpersons of Provincial People's Committees, and Chairpersons of Municipal People's Committees directly under the Central Government are responsible for implementing this Decision.
