THE MINISTER OF FINANCE

Pursuant to Decree No. 86/2002/ND-CP dated November 5, 2002 of the Government stipulating the tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

Pursuant to Decree No. 77/2003/ND-CP dated July 1, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;

Pursuant to Decree No. 134/2005/ND-CP dated November 1, 2005 of the Government promulgating the Management Regulations for foreign borrowing and debt repayment;

Considering the proposal of the Director of the Department of Foreign Financial Affairs and the Director of the Department of State Budget;

DECISION:

Article 1. This Decision promulgates the Regulation on the establishment, use, and management of the Foreign Debt Repayment Reserve Fund.

Article 2. This Decision replaces Decision No. 72/1999/QD-BTC dated July 9, 1999 of the Minister of Finance, and shall take effect fifteen days from the date of publication in the Official Gazette.

Article 3. The Directors of the Department of Foreign Financial Affairs, the Department of State Budget, and the heads of relevant agencies and units are responsible for guiding and implementing this Decision../.
