Pursuant to the Law on Organization of the Government dated December 25, 2001;

Considering the proposal of the Minister of Agriculture and Rural Development at Circular No. 3326/TTr-BNN-CN dated November 30, 2007,

DECISION:

Article 1. Approve the "Livestock Development Strategy until 2020" comprising the following main contents:

I. DEVELOPMENT VIEWS

1. Developing the livestock industry into a commodity production sector, gradually meeting domestic food consumption needs and export requirements.

2. Reorganizing livestock production towards linking production with markets, ensuring disease safety, veterinary hygiene, environmental protection, and improving social welfare conditions to enhance productivity, quality, efficiency, and food safety.

3. Concentrating on developing livestock products with competitive advantages such as pigs, poultry, and cattle; simultaneously developing special livestock products of regions and localities.

4. Encouraging organizations and individuals to invest in developing livestock farming towards farm and industrial models; while supporting and creating conditions for traditional livestock households to gradually shift towards farm and industrial livestock models.

II. DEVELOPMENT OBJECTIVES

1. General objectives

a) By 2020, the livestock industry basically shifts to farm and industrial production methods, meeting most of the domestic food demand and export requirements with guaranteed quality.

b) The proportion of livestock in agriculture will reach over 42% by 2020, with approximately 32% in 2010 and 38% in 2015.

c) Ensuring disease safety and food safety, effectively controlling dangerous diseases in livestock.

d) Livestock facilities, especially those using farm and industrial methods and slaughterhouses, must have waste treatment systems to protect and reduce environmental pollution.

2. Specific targets

a) Average growth rate: 8-9% annually during the period 2008-2010; 6-7% annually during the period 2010-2015; and 5-6% annually during the period 2015-2020.

b) Production volume of various types of meat: reaching about 3.2 million tons by 2010, with pork accounting for 68%, poultry meat 27%, and beef 3%; reaching about 4.3 million tons by 2015, with pork 65%, poultry meat 31%, and beef 3%; reaching about 5.5 million tons by 2020, with pork 63%, poultry meat 32%, and beef 4%.

c) Production volume of eggs and milk: reaching about 7 billion eggs and 380 thousand tons by 2010; reaching about 11 billion eggs and 700 thousand tons by 2015; reaching about 14 billion eggs and over 1 million tons by 2020.

d) Average livestock product per person: reaching 36 kg of meat, 82 eggs, and 4.3 kg of milk by 2010; reaching 46 kg of meat, 116 eggs, and 7.5 kg of milk by 2015; and reaching over 56 kg of meat, over 140 eggs, and over 10 kg of milk by 2020.

e) Proportion of industrially slaughtered and processed meat compared to total meat production: reaching about 15% by 2010; 25% by 2015; and over 40% by 2020.

III. DEVELOPMENT DIRECTIONS UNTIL 2020

1. Pig farming: Rapidly develop the scale of foreign pig herds towards farm and industrial models in areas with suitable land, disease control, and environmental conditions; maintain a certain scale of crossbred pig and specialty pig farming suitable for household conditions and some regions.

Total pig herd increases by an average of 2.0% annually, reaching about 35 million heads, of which the industrial farm-raised foreign pig herd accounts for 37%.

2. Poultry farming: Reform and develop poultry farming towards farm and industrial models and controlled free-range farming.

a) Total chicken herd increases by more than 5% annually, reaching about 300 million heads, of which the industrial chicken herd accounts for about 33%.

b) Waterfowl herd decreases gradually to about 52-55 million heads; the proportion of industrially raised waterfowl in the total herd increases gradually by an average of 8% annually.

3. Dairy cow herd: Increase by an average of over 11% annually, reaching about 500 thousand heads, all of which are intensively or semi-intensively raised.

4. Beef cow herd: Increase by an average of 4.8% annually, reaching about 12.5 million heads, of which crossbred cows account for over 50%.

5. Buffalo herd: Maintain a stable number of about 2.9 million heads, mainly concentrated in northern mountainous provinces, North Central region, and the Central Highlands.

6. Goat and sheep herd: Increase by an average of 7% annually, reaching about 3.9 million heads. Develop goat farming towards farm models combining stall feeding and semi-free grazing in northern mountainous areas, North Central region, and South Central coastal areas. Provinces like Ninh Thuan, Binh Thuan, and other places with suitable ecological conditions may expand sheep farming.

7. Honey bee colonies: Increase by an average of 4.3% annually, reaching about 1.23 million colonies. Reorganize the honey bee farming industry towards market orientation, linking honey bee farming with the need to improve the production efficiency of crop and forestry industries.

8. Silkworm farming: Increase by an average of 8.7% annually, silkworm cocoon production reaching about 34 thousand tons. Organize silkworm farming towards market orientation and diversification of products to meet domestic and export demands.

9. Livestock feed: Vigorously develop the livestock feed processing industry based on expanding scale, technological innovation, improving quality, and reducing product costs.

a) Convert part of agricultural land to grow high-yield, protein-rich forage crops and livestock feed raw materials. Enhance domestic raw material processing capacity and fully utilize agricultural and industrial by-products as livestock feed.

b) Industrial livestock feed production volume: increase by an average of 7.8% annually, reaching about 19 million tons.

10. Construct slaughterhouses and processing facilities with appropriate scales, modern technology, and equipment, linked to commercial livestock production zones and diversified processed food products to meet consumer needs. For small-scale, traditional processing facilities, apply hygienic and safe processing procedures and equipment to meet product quality standards.

11. Strengthen and improve the disease control capacity of the veterinary system from central to local levels, particularly the grassroots veterinary system.

IV. SPECIFIC PROGRAMS AND PROJECTS

1. Development of pig farming.

2. Development of beef cattle farming.

3. Development of dairy cattle farming.

4. Reform and development of poultry farming.

5. Development of buffalo and other grass-eating livestock.

6. Development of bee and silkworm farming.

7. Develop livestock feed.

8. Encourage the development of farm, industrial livestock breeding, slaughtering, preservation, and processing of industrial livestock and poultry.

9. Strengthen veterinary capacity.

V. SOLUTIONS

1. Planning

a) Livestock planning must be appropriate to the characteristics and advantages of each ecological region, aiming to maximize the potential of each type of livestock in each ecological region, ensuring sustainable development, biological safety, and environmental protection.

b) Review, adjust, and develop plans for livestock products, primarily key products such as pigs, poultry, dairy cows, and beef cattle.

Develop pig and poultry farming in areas with suitable land, fresh water resources, and ecological environment protection, such as the Midland, Northern Coast, and Southern Central Coast regions, the Central Highlands, and some areas in the Red River Delta and Southeastern region.

Concentrate dairy cow farming in highland regions like Lam Dong Plateau, Mu Cang Chai, and provinces with investment conditions and breeding experience. Focus beef cattle farming in Northern Central, Southern Central Coast, Central Highlands, Southeastern regions, and areas with breeding experience and investment capabilities.

c) Review and adjust plans for production bases, processing, and supply of livestock feed, raw material production areas, pastures, ports, and specialized warehouses for importing livestock feed raw materials.

d) Plan and reorganize the system of slaughterhouses and livestock and poultry processing facilities towards industrialization, linked with commercial livestock farming zones, veterinary hygiene, food safety, and environmental treatment.

2. Regarding science and technology

a) Reform scientific research and livestock technology work towards combining research with transfer, socializing research investment, while prioritizing basic research, conserving and rationally utilizing domestic livestock genetic resources, and introducing new breeds with high productivity and quality for selection and adaptation to production.

b) Effectively implement the livestock breed program and properly maintain original breeds. Review and evaluate the implementation results of the breed program until 2010, build the next period's breed program, ensuring that more than 70% of breeds in production have been selected and re-evaluated after 2010. Continue to implement the following contents:

- Improve the stature of the cattle herd towards Zebuization based on rapidly developing artificial insemination networks and using well-selected male breeding bulls where artificial insemination conditions are not available.

Select and introduce high-yielding dairy and beef cattle breeds and some breeds adaptable to local ecological conditions to create female foundation herds for high-quality dairy and beef cattle breeding, providing male calves for fattening beef cattle. Import high-yielding beef and dairy bull semen and some high-yielding male cattle for semen production.

- Evaluate and select buffalo, goat, and sheep herds in production to create female foundation herds and good male breeding animals to meet the needs of improving and enhancing the quality of production breeds, effectively implementing crossbreeding solutions between regions.

- Manage pig and poultry breeds according to the breed pyramid model linked to each production area and product brand.

Select, improve, and enhance the productivity and quality of local pig and poultry breeds with valuable genetic resources. Introduce high-yielding pig and poultry breeds that are not yet present or insufficiently available domestically.

Build and use appropriate crossbreeding formulas for each production area and product group to provide uniform products for production needs.

Expand the network of artificial insemination and standardize male pig breeding facilities, organize annual evaluations of breeding quality.

- Improve the quality of bee, silkworm, and mulberry breeds: complete the production and supply system for bee and silkworm breeds; establish and promulgate national standards for some main bee and silkworm breeds. Strictly manage silkworm breeds at three levels from central to local.

e) Study the production of green roughage crops and processing and preserving agricultural and industrial by-products for grazing livestock, ensuring sufficient feed reserves during winter and dry seasons.

d) Research to increase the nutritional value and digestibility of livestock feed to reduce feed consumption per unit weight gain, thereby lowering livestock production costs.

đ) Research the manufacture of large-scale industrial livestock feed processing equipment.

e) Research and apply advanced technical progress regarding housing, care and feeding procedures, veterinary hygiene for various types of livestock under farm and industrial breeding methods; build and transfer advanced breeding models suitable for each ecological region.

g) Complete the establishment of standards and technical regulations for each type of raw material and product in the livestock industry in line with international practices. Apply GMP, HACCP production processes for livestock feed manufacturing plants, breeding facilities, slaughterhouses, and processing centers.

h) Develop a livestock extension program (from feed production to preservation and processing, consumption) including contents: building models, transferring technology, funding support for constructing effective, sustainable, and biologically safe farm breeding models. Provide financial support for advisory activities, transferring technical procedures, building housing models, management, veterinary, care, production management, quality management, vocational training, skills for managers, technicians, and breeders.

i) Reform and perfect the testing, inspection, evaluation, and certification system for livestock breed and feed quality, quickly bringing new breeds and quality feeds into production. Enhance the veterinary system, especially at the grassroots level.

k) Socialize scientific and technical service activities in livestock and veterinary medicine towards mobilizing resources to meet the needs of livestock development.

3. On finance and credit

a) State budget support:

- Constructing infrastructure, including roads, electricity, water, and environmental treatment for breeding facilities, livestock farms, industrial facilities, and slaughterhouses, storage, and processing facilities located within planned areas.

- Inspecting, evaluating, culling, and replacing breeding stock annually during production. Supporting through providing breeding animals for livestock development in difficult regions, remote areas.

- Developing raw material production, feed crops for livestock, primarily irrigation systems, seeds for corn, soybean, and grass cultivation.

- Investing in infrastructure to build centers and wholesale markets; supporting the organization of fairs, exhibitions, competitions, and auctions for livestock breeding.

b) State investment credit for lending to projects developing livestock breeding, constructing new and expanding livestock farms, slaughterhouses, and meat processing facilities according to industrial standards.

c) Commercial banks ensure loan capital for organizations and individuals borrowing to invest in physical assets, technological innovation, breeding animals for livestock development and slaughtering, storage, and industrial processing. Provincial People's Committees base on specific conditions of each locality to submit policies to the Provincial People's Councils to support interest rates for investment projects in livestock development, slaughtering, storage, and industrial processing within their jurisdiction.

d) Organizations and individuals investing in building livestock farms, industrial facilities, or slaughterhouses, storage, and industrial processing facilities for livestock and poultry are entitled to the highest tax incentives according to current regulations.

đ) Establishing insurance policies for livestock production to mitigate risks from natural disasters, diseases, prices... following the principle: the state budget supports part of it, livestock farmers participate in contributions, and other legitimate sources.

环境保护

The owners of livestock farms, concentrated industrial farms, and slaughterhouses, storage, and industrial processing facilities are supported and facilitated with land transfer and lease according to the laws on land, receiving the highest discounts on land use fees and usage periods.

5. On trade:

a) Reorganizing the product sales system linked to slaughterhouses, storage, and processing facilities ensuring veterinary hygiene and food safety to change consumption habits and product trading, such as using frozen foods, processed foods, limiting informal markets, street vendors...

b) Encouraging organizations and individuals to invest in building auction markets for livestock breeding animals and products, and retail outlets for livestock product sales.

c) Effectively implementing trade promotion programs, organizing fairs, exhibitions, and developing markets.

6. On feed and quality control of livestock feed

a) Developing a program for feed production and livestock nutrition towards: Using feed, nutrients, additives, and antibiotics in livestock diets must meet the growth, development, and production needs of livestock and ensure veterinary safety and food hygiene.

b) Promoting feeding methods that utilize industrial livestock feed and processed feed. Raw materials and livestock feed must be controlled and ensured to be of quality before being used for livestock. For industrial livestock feed, there must be information about the place of production, supplier, quality labels, packaging specifications according to the manufacturer's standards recognized by the competent state management agency.

7. Disease prevention and control

a) Applying biosecurity farming procedures; veterinary hygiene management procedures for slaughterhouses, storage, processing facilities, and disease safety for production areas.

b) Building and recognizing disease-free zones and inter-zones, especially those with breeding facilities and large concentrated livestock areas. Completing veterinary technical standards and norms in livestock farming, slaughtering, processing, and product consumption.

8. Training human resources

a) Building and implementing a strategy for training and enhancing capabilities for livestock and veterinary staff at all levels, particularly at the grassroots level. Emphasizing training in livestock farming and veterinary knowledge for small-scale farmers, especially in remote areas, through agricultural extension activities, social programs...

b) Socializing training forms, encouraging businesses, non-governmental organizations, international cooperation programs... to support and participate in vocational training, livestock farming techniques, veterinary practices, processing.

c) Planning training for scientists and teaching staff with advanced expertise in genetics, nutrition, veterinary science, processing technology, and food safety... creating conditions for foreign experts and young cadres to participate in research and teaching activities.

9. Production organization

a) Reorganizing production chains by region and product group to create vertical links from production to processing and consumption, promoting the development of processing enterprises and product consumption. Forming horizontal connections in the production organization of each stage and input factor to leverage the role of associations, cooperatives, farm households.

b) Rapidly developing medium and large livestock farming, slaughtering, storage, and processing enterprises suitable for each type of product market, and developing satellite production organizations for raw materials within the region as cooperatives, farm households... producing according to technical standards and norms appropriate for each type of raw material.

e) Reforming the organizational structure and operational methods of industry associations to suit a market economy, where the role of associations must truly represent the rights and legitimate interests of members, serving as intermediaries to create common forums connecting managers, scientists, businesses, and farm households to find effective solutions to promote production development.

Article 2. Implementation

1. The Ministry of Agriculture and Rural Development:

a) Taking the lead and coordinating with ministries, sectors, and localities to implement the Strategy.

b) Building Programs and Projects to implement the objectives and contents of the Strategy; organizing regional planning for major livestock breeds nationwide.

2. The Ministry of Planning and Investment and the Ministry of Finance shall coordinate with the Ministry of Agriculture and Rural Development to balance and allocate state budget funds and other sources of capital, and to perfect investment and tax policies to effectively implement the contents of the Strategy.

The Ministry of Natural Resources and Environment shall coordinate with the Ministry of Agriculture and Rural Development to guide land policies for organizations and individuals leasing land to develop livestock farming, construct slaughterhouses, storage facilities, industrial processing plants, and monitor environmental pollution from livestock farming.

3. People's Committees of provinces and centrally governed cities shall organize the development and implementation of strategies for livestock development that are suitable to local conditions.

Article 3. This Decision shall take effect fifteen days from the date of publication in the Official Gazette.

THE MINISTERS, HEADS OF GOVERNMENT-LEVEL MINISTRIES, HEADS OF GOVERNMENT-LEVEL AGENCIES, AND CHAIRMEN OF PROVINCE AND CITY PEOPLE'S COMMITTEES DIRECTLY UNDER THE CENTRAL GOVERNMENT SHALL BE RESPONSIBLE FOR ENFORCING THIS DECISION./.
