Issuing the Doctorate Training Regulation

Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;

Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law;

At the proposal of the Director of the Higher Education Department, the Minister of Education and Training hereby decides as follows:

Article 1. The Doctorate Training Regulation is promulgated together with this Circular.

Article 2. This Circular takes effect from June 22, 2009 and replaces the provisions on admission and training at the doctorate level in the following decisions: Decision No. 18/2000/QĐ-BGD&ĐT dated June 8, 2000 of the Minister of Education and Training on the issuance of the Postgraduate Training Regulation; Decision No. 02/2001/QĐ-BGD&ĐT dated January 29, 2001 of the Minister of Education and Training on the issuance of the Postgraduate Admission Regulation; Decision No. 19/2002/QĐ-BGD&ĐT dated April 9, 2002 of the Minister of Education and Training on amending and supplementing certain articles in the Postgraduate Admission Regulation; Decision No. 16/2003/QĐ-BGD&ĐT dated April 9, 2003 of the Minister of Education and Training on amending and supplementing the Postgraduate Admission Regulation; Decision No. 11/2004/QĐ-BGD&ĐT dated April 21, 2003 of the Minister of Education and Training on amending and supplementing certain articles in the Postgraduate Admission Regulation.

Article 3. The Head of the Office, the Director of the Higher Education Department, the Heads of relevant units under the Ministry of Education and Training, the Rectors of universities and academies, the Deans of university colleges, and the Directors of research institutes assigned the task of training at the doctorate level are responsible for implementing this Circular.
