promulgating the Regulation on Tropical Depression, Typhoon, and Flood Reporting

MINISTER OF NATURAL RESOURCES AND ENVIRONMENT
Pursuant to Decree No. 25/2008/NĐ-CP dated March 4, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;
Pursuant to Resolution No. 56/NQ-CP dated December 15, 2010 of the Government on simplifying administrative procedures within the scope of management functions of the Ministry of Natural Resources and Environment;
Pursuant to Decision No. 245/2006/QĐ-TTg dated October 27, 2006 of the Prime Minister promulgating the Regulation on Tropical Depression, Typhoon, and Flood Reporting;
Considering the proposal of the Director of the Meteorology, Hydrology and Climate Change Department and the Head of the Legal Department,
c) Enterprises may be granted permission for no more than one block out of the total three dual-frequency blocks (FDD) B
Article 1. Amending and supplementing some provisions of Circular No. 11/2006/TT-BTNMT dated December 20, 2006 of the Ministry of Natural Resources and Environment guiding the implementation of Decision No. 245/2006/QĐ-TTg dated October 27, 2006 of the Prime Minister promulgating the Regulation on Tropical Depression, Typhoon, and Flood Reporting:
1. Amending and supplementing Point 5.2 Clause 5 Section V as follows:
"5.2. From the date of receiving complete and valid files, the Ministry of Natural Resources and Environment shall be responsible for examining, reviewing, and issuing (or supplementing) permits for tropical depression, typhoon, and flood reporting activities for organizations and individuals meeting the conditions within fifteen (15) working days; reissuing permits within three (03) days."
2. Amending and supplementing the first part of Clause 6 Section V as follows:
"6. Procedures for requesting issuance, supplementation, and reissuance of permits for tropical depression, typhoon, and flood reporting activities:
Organizations and individuals must submit one (01) set of application files for issuance, supplementation of permits for tropical depression, typhoon, and flood reporting activities at the Meteorology, Hydrology and Climate Change Department, Ministry of Natural Resources and Environment."
3. Amending Clause 7 Section V as follows:
"7. Scope of permits for tropical depression, typhoon, and flood reporting activities"
4. Removing the phrase "extension" from Clause 3, Point 4.1 Clause 5.1 Clause 5 Section V.
5. Abolishing Point 6.3 Clause 6, Subpoint b Point 12.1 Clause 12 Section V.
6. Abolishing Model No. 3 issued together
Article 2. Implementation
1. This Circular takes effect from June 10, 2011.
2. During the implementation process, if there are any difficulties, organizations and individuals are requested to report to the Ministry of Natural Resources and Environment for consideration and resolution./.
