CIRCULAR
GUIDELINES ON THE STAFFING OF POPULATION AND FAMILY PLANNING CENTERS AT THE COUNTY, DISTRICT, CITY-DISTRICT, AND CITY LEVEL UNDER PROVINCES
COUNTY, DISTRICT, CITY WITH URBAN STATUS, CITY UNDER PROVINCIAL ADMINISTRATION
Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
Pursuant to Decree No. 188/2007/NĐ-CP dated December 27, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Health;
Pursuant to Decree No. 22/2010/NĐ-CP dated March 9, 2010 of the Government amending and supplementing Article 3 of Decree No. 188/2007/NĐ-CP dated December 27, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Health;
After receiving the unified opinions of the Ministry of Home Affairs in Circular No. 4453/BNV-TCBC dated December 23, 2010, the Ministry of Justice in Circular No. 274/BTP-PLHSHC dated January 24, 2011, and the Ministry of Finance in Circular No. 1366/BTC-HCSN dated January 27, 2011, the Ministry of Health issues guidelines on the staffing of Population and Family Planning Centers at the county, district, city-district, and city level under provinces (hereinafter referred to as Population and Family Planning Centers at the county level) as follows:
Article 1. Scope of Regulation
This Circular provides guidelines on the staffing of Population and Family Planning Centers at the county level, including: leadership and management; staff for planning, administrative, general, accounting, and financial work; staff for communication and family planning services.
Article 2. Basis for determining staffing
The staffing standard of Population and Family Planning Centers at the county level is determined based on the following grounds:
1. Positions suitable with the functions, tasks, and organizational structure of the center as decided by competent state authorities.
2. Population size, natural area, geographical characteristics, and socio-economic development level of the locality.
Article 3. On Staffing
1. Staffing for leadership and management
Staffing for leadership and management includes: 01 director and 01 deputy director.
2. Staffing for planning, general, accounting, and financial work
Each center is allocated at least 02 staff for planning, administrative, general, accounting, and financial work as follows:
a) Planning, administrative, and general work: 01 staff;
b) Accounting and financial work: 01 staff.
3. Staffing for communication and family planning service work
Each center is allocated at least 02 staff for communication and family planning service work as follows:
a) Communication work: 01 staff;
b) Family planning service work: 01 staff.
Based on the actual tasks and workload of Population and Family Planning Centers at the county level and the local budget capacity, the People's Committee of the province or centrally-administered city shall submit to the People's Council at the same level for deciding the number of staff for the Center to ensure sufficient personnel to perform their duties and complete assigned tasks.
Article 4. Effective date
This Circular takes effect from March 26, 2011.
Article 5. Responsibilities for Implementation
The Chairperson of the People's Council, the People's Committee of the province or centrally-administered city, heads of relevant agencies and organizations are responsible for implementing this Circular.
In the course of implementation, if there are any difficulties, please report to the Ministry of Health for consideration and resolution within its authority./.
