CIRCULAR

ISSUING TECHNICAL REGULATIONS ON SAFETY IN THE PRODUCTION, TESTING AND ACCEPTANCE OF INDUSTRIAL EXPLOSIVES

WHEREAS, Decree No. 189/2007/NĐ-CP dated December 27, 2007 of the Government stipulates the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade, and Decree No. 44/2011/NĐ-CP dated June 14, 2011 amending and supplementing Article 3 of Decree No. 189/2007/NĐ-CP dated December 27, 2007;

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

Based on Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing implementation of certain provisions

WHEREAS, Circular No. 23/2007/TT-BKHCN dated September 28, 2007 of the Ministry of Science and Technology provides guidance on the development, review, and issuance of technical regulations;

Article 1. ATTACHED TO THIS CIRCULAR ARE NATIONAL TECHNICAL REGULATIONS ON SAFETY IN THE PRODUCTION, TESTING AND ACCEPTANCE OF INDUSTRIAL EXPLOSIVES.

Article 2. THIS CIRCULAR SHALL TAKE EFFECT FROM JULY 26, 2012.

Article 3. THE HEAD OF THE MINISTRY’S OFFICE, THE HEAD OF THE MINISTRY’S INSPECTION DEPARTMENT, DIRECTORS OF MINISTRY DEPARTMENTS, DIRECTORS OF MINISTRY TERRITORIAL SERVICES, DIRECTORS OF INDUSTRY AND TRADE DEPARTMENTS OF PROVINCES AND URBAN CENTERS UNDER THE CENTRAL GOVERNMENT, HEADS OF ORGANIZATIONS AND INDIVIDUALS ASSOCIATED WITH THESE MATTERS ARE RESPONSIBLE FOR IMPLEMENTING THIS CIRCULAR./.
