WHEREAS Decree No. 77/2009/NĐ-CP dated September 5, 2009 provides for functions, tasks, powers, and organizational structure; 15/9/2009 stipulates the functions, tasks, powers, and structure of, amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CP organization of the Ministry of Public Security;

WHEREAS Decree No. 90/2010/NĐ-CP dated August 8, 2010 on the National Population Database (hereinafter referred to as Decree No. 90/2010/NĐ-CP); 18/8/2010 stipulates the National Population Database (hereinafter referred to as Decree No. 90/2010/NĐ-CP);

At the proposal of the Director General of the Police Traffic Safety Administration; reason administrative matters related to public order and social safety;

The Minister of Public Security promulgates this Circular detailing implementation of certain provisions of Decree No. 90/2010/NĐ-CP dated August 8, 2010 on the National Population Database;No. 90/2010/NĐ-CP dated 18/8/2010 stipulates the National Population Database onâpopulation,

Chapter I

GENERAL PROVISIONS

Article 1. Scope of Regulation

This Circular specifies matters concerning the collection, updating, exploitation, and management of citizen information in the National Population Database.

Article 2. Applicability

This Circular applies to:

1. Units managing and operating the National Population Database;

2. Public security units at all levels;

3. Agencies, organizations, and individuals related to the construction, collection, updating, management, and exploitation of the National Population Database.

Chapter II

COLLECTION, UPDATING, EXPLOITATION AND MANAGEMENT OF CITIZEN INFORMATION IN THE NATIONAL POPULATION DATABASE

Article 3. Updating information on residence and citizen identification in the National Population Database

Article 3. Updating information aboutconcerning the classification and determination of state management authority in the field of crop production The citizen identification database and the residence database within the National Population Database managed by the Ministry of Public Security shall be computerized and updated regularly in accordance with the law.

1. The National Population Database contains the following shared information on residence and citizen identification: portrait photograph (excluding photographs for those under 14 years old); full name; date of birth; ID card number, issuance date, issuing authority; gender; place of birth; place of origin; ethnicity; religion; nationality; passport number, issuance date, issuing authority; educational level; technical professional level; occupation, workplace; marital status; place of permanent residence; current address; full name, nationality of father, mother, spouse; head of household's full name, relationship to the head of household, household registration book number.

2. The National Population Database includes the following common information on residence and citizen identification: Portrait photo (no portrait photo is taken for those under 14 years old); full name; date of birth; ID card number, issuance date, issuing authority; gender; place of birth; place of origin; ethnicity; religion; nationality; passport number, issuance date, issuing authority; educational level; technical expertise level; occupation, workplace; marital status; place of permanent residence; current address; full name, nationality of father, mother, spouse; head of household's full name, relationship with the head of household, household registration book number.

Article 4. Collection and updating of citizen information from the passport database into the National Population Database

1. The informationDeputy ministers of ministerial-level agencies,Citizen information from the passport database is collected and updated into the National Population Database including: passport number, issuance date, issuing authority.

2. The information specified in Clause 1 of this Article is collected based on forms used in passport issuance procedures or from the electronic passport database.

3. The unit issuing passports and managing the passport database is responsible for providing information to the unit collecting and updating citizen information into the National Population Database.

Article 5. Collection and updating of citizens' information provided by agencies, organizations, or citizens

1. Citizen information such as personal tax code, health insurance card, educational level, technical professional level, occupation, workplace, marital status provided by agencies and organizations is collected and updated into the National Population Database based on data sharing from agency and organization databases to the National Population Database Center.ìMarital status information provided by agencies, organizations is collected and updated into the National Population Database based on data connection and sharing from the databases of these agencies, organizations with the National Population Database Center.Deputy ministers of ministerial-level agencies,or damaging documents, information and must bear responsibility for the accuracy and completeness of the entered data, statistics,

2. Citizens have the right and responsibility to provide and supplement their own information to update into the National Population Database in accordance with the law.

3. The head of household has the responsibility to provide and supplement information about household members to update into the National Population Database in accordance with the law.

4. When citizens provide their own and household member information for updating into the National Population Database, they must present valid legal documents as the basis for updating and adjusting the information.

5. The collection of information provided by citizens shall be carried out according to the form attached to this Circular.

Article 6. Personal Identification Number

1. The Personal Identification Number is a sequence of twelve natural digits established from the National Population Database, assigned to each Vietnamese citizen from birth until death, not repeated for any other person, used to identify citizen identity data and other citizen data, utilized in transaction and travel documents, and provided to competent authorities for use in state management activities.

The Personal Identification Number is uniformly managed nationwide by the Ministry of Public Security.

2. The Registration, Residency Management and National Population Data Police Bureau implements the management and issuance of Personal Identification Numbers according to this Circular and other relevant laws.

Article 7. Adjustment and Supplement of Citizen Information in the National Population Databasein The information of citizens in the National Population Database is adjusted when there are changes or errors or mistakes are discovered, and supplemented for missing information.

1. The Public Security Department of the district, city district, town (hereinafter referred to as the District Public Security Department) where the citizen registers their usual place of residence has the authority to adjust and supplement citizen information.

2. The Public Security Department of the province directly under the Central Government (hereinafter referred to as the Provincial Public Security Department) manages the population database of its locality; oversees and directs all activities of the population database system at the local level and transmits data to the National Population Database Center under the Ministry of Public Security., The District Public Security Department manages the population database at the local level; directs and coordinates with the Public Security Station of the commune, ward, town (hereinafter referred to as the Commune Public Security Station) to collect, update, adjust, and supplement citizen information into the National Population Database and transmit data to the Population Database Center at the Provincial Public Security Department.g Article 8. Management of the Population Database, amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CP The Registration, Residency Management and National Population Data Police Bureau uniformly manages the population database nationwide; oversees and directs all activities of the National Population Database system.

The Provincial Public Security Department manages the population database of its locality; oversees and directs all activities of the population database system at the local level and transmits data to the National Population Database Center under the Ministry of Public Security.in The information of citizens in the National Population Database is adjusted when there are changes or errors or mistakes are discovered, and supplemented for missing information.

The District Public Security Department manages the population database at the local level; directs and coordinates with the Commune Public Security Station to collect, update, adjust, and supplement citizen information into the National Population Database and transmit data to the Population Database Center at the Provincial Public Security Department.

Exploitation and Provision of Information in the National Population Databasen lThe Director of the Registration, Residency Management and National Population Data Police Bureau manages the exploitation, provision of information, statistics, and compilation of population information nationwide.

3. The Director of the Provincial Public Security Department manages the exploitation, provision of information, statistics, and compilation of population information within the provincial jurisdiction.No.i MarketThe Head of the District Public Security Department manages the exploitation, provision of information, statistics, and compilation of population information within the district jurisdiction.

RESPONSIBILITIES OF PUBLIC SECURITY UNITS AND LOCALITIES IN THE COLLECTION,

1. UPDATE AND MANAGEMENT OF THE NATIONAL POPULATION DATABASE

2. Article 10. Responsibilities of Staff and Heads of Units Assigned to Update, Adjust, and Supplement Citizen Information in the National Population Database

3. Staff assigned the task of updating, adjusting, and supplementing citizen information in the National Population Database have the responsibility to:

Safeguard and maintain confidentiality of related information and documents; do not alter, erase, or damage documents and information, and must be responsible for the accuracy and completeness of entered data, statistical reports, and report as required.

Heads of units assigned to update, adjust, and supplement citizen information in the National Population Database have the responsibility to:

1. Verify and cross-check citizen information entered into the National Population Database.

a) Organize the updating, adjustment, and supplementation of citizen information into the National Population Database.

Article 11. Responsibilities of the General Bureau of Public Order Management and Social Safety organize credit institutions, foreign bank branches are responsible for organizing the implementation of this Circular.Responsibilities for national population database management

1. To take the lead and coordinate with relevant units to advise the Ministry of Public Security on building the National Population Database.

2. To build, propose to the competent authority to issue procedures for constructing, collecting, updating, maintaining, and utilizing the National Population Database.

3. To coordinate with the General Bureau of People's Police Force Construction to propose organizational models, staffing, policies, training, and personnel development to meet the requirements for officers serving the construction and management of the National Population Database nationwide.

4. To coordinate with the General Bureau of Logistics and Technical Services, the Financial Department to propose budget allocation and provision of equipment and means to serve the construction and maintenance of the National Population Database.ithroughout the country.

5. To guide and inspect provincial public security organs in the construction, collection, updating, and management of the population database at the local level.

Article 12. Responsibilities of General Bureaus and Subordinate Unitsệguiding units and localities on technology and techniques in building the National Population Database; guiding security and safety measures for the National Population Database system.|||responsibility for providing citizens' passport information as stipulated in Decree No. 90/2010/NĐ-CP to the unit collecting, updating, and managing the National Population Database to update citizens' information into the National Population Database. responsibility for supporting the construction and provision of population information for the purpose of building, collecting, updating, and managing the National Population Database. The General Bureau of People's Police Force Construction is responsible for coordinating with the General Bureau of Public Order Management and Social Safety to develop plans for training and personnel development gradually meeting the requirements for officers implementing tasks related to the construction and management of the National Population Database throughout the country. trPublic Security Department at the provincial level

2. The General Bureau of Logistics and Technical Services is responsible for leading and coordinating with the General Bureau of Public Order Management and Social Safety to provide guidance to units and localities on technology and techniques in building the National Population Database; to guide information security and safety measures for the National Population Database system.đượ People's Committee at the provincial level and taking the lead, coordinating with relevant departments and sectors at the locality to build and manage the population database in the province.

The First General Bureau of Security is responsible for providing information about citizens' passports as stipulated in Decree No. 90/2010/ND-CP to units collecting, updating, and managing the National Population Database to update citizen information in the National Population Database. trof the Public Security Department at the district level

4. Other relevant units shall, based on their functions and responsibilities, bear the responsibility to support the construction and provision of information about the population to serve the construction, collection, updating, and management of the National Population Database.shall People's Committee at the district level to build the population database in the locality.

Article 13. Responsibilities of Provincial Public Security OrgansngProposing training and capacity building for cadres to meet the requirements of building, collecting, updating, and managing the National Population Database in the locality.

1. Advising the provincial people's committee and taking the lead and coordinating with departments and sectors at the local level to construct and manage the population database within their jurisdiction. 2. Proposing training and personnel development to meet the requirements for constructing, collecting, updating, and managing the population database.

3. Organizing the storage, management, utilization, and processing of population information at the local level.

Article 14. Responsibilities of the Provincial People's Committeeệof the Public Security Office at the district level

1. Implementing the population database under the management of the county-level public security organ according to the directives and guidance of the provincial public security organ; advising the county-level people's committee to build the population database at the local level. 2. Organizing the collection and updating of population information into the National Population Database at the local level; directing and guiding the commune-level public security organs to collect and provide population information to the county-level public security organs for updating into the National Population Database.

3. Propose training and enhancing the cadre team to meet the requirements for building, collecting, updating, and managing the National Population Database at the local level.

4. Organizing the storage, management, utilization, and processing of population information at the local level.

Article 15. Responsibilities of the Police at the Commune Level

1. Implementing data collection for the National Population Database system according to the approved program and plan of the county-level public security organ and bearing responsibility for the accuracy of this information.

2. Utilizing population information within the scope of local management.

Chapter IV

IMPLEMENTATION

Article 16. Effective Date

This Circular takes effect from April 10, 2013.

Article 17. Responsibility for Implementation

1. The Director of the General Bureau of Public Order Management and Social Safety is responsible for guiding and inspecting the implementation of this Circular.

2. The Directors of General Bureaus, heads of subordinate units under the Ministry, Directors of provincial public security organs, city public security organs directly under the Central Government, Directors of Departments of Fire Prevention and Control, and related organizations and individuals are responsible for implementing this Circular.

During the implementation process, if there are difficulties or obstacles, public security units and localities should report to the Ministry (through the General Bureau of Public Order Management and Social Safety) for timely guidance.Provincial-level People's Inspection Office;Administrative supervision in public order and social safety management to provide timely guidance./.
