Pursuant to Decree No. 21/2013/NĐ-CP dated March 4, 2013, promulgated by the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;

Pursuant to Decree No. 12/2002/NĐ-CP dated January 22, 2002 of the Government on surveying and mapping activities;

Pursuant to Decree No. 102/2008/NĐ-CP dated March 4, 2008 of the Government on the collection, management, exploitation, and utilization of data on natural resources and the environment;

The Minister of Natural Resources and Environment issues this Circular providing technical regulations for updating the geographic base database at a scale of 1:10,000 using satellite images.

The Minister of Natural Resources and Environment issues this Circular on technical regulations for updating the basic geographic information database at scales of 1:2000, 1:5000, and 1:10000.

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation

This Circular sets forth technical regulations for updating the basic geographic information database at scales of 1:2000, 1:5000, and 1:10000 (hereinafter referred to collectively as the basic geographic information database).

Article 2. Applicability

This Circular applies to state administrative agencies; organizations and individuals participating in activities to update the basic geographic information database at scales of 1:2000, 1:5000, and 1:10000 within the territory of Vietnam.

Article 3. Explanation of Terms

In this Circular, the following terms shall be understood as follows:

1. Basic geographic information data refers to encoded information about fundamental geographic objects in computers.

2. The basic geographic information database is a set of standardized basic geographic information data stored on computers and secondary information storage devices that can satisfy simultaneous information exploitation requirements of multiple users or applications with different purposes.

3. The original basic geographic information database is the version of the basic geographic information database in operation prior to the update, belonging to the national basic geographic information database system managed and operated by the National Survey and Mapping Center.

4. Updating the basic geographic information database involves editing, supplementing, and standardizing the content of the basic geographic information data to ensure that the basic geographic information database has content consistent with current reality and meets the requirements of existing technical regulations on the basic geographic information database.

5. Extracting the basic geographic information database involves copying the updated area from the original basic geographic information database to serve the purpose of updating the basic geographic information database at scales of 1:2000, 1:5000, and 1:10000.

6. Standardizing the basic geographic information database involves editing and correcting the content and structure of the database according to the requirements of existing technical regulations on the basic geographic information database.

7. Synchronizing the updated basic geographic information database with the original basic geographic information database involves unifying geographic objects between the updated and original databases in terms of spatial aspects, attributes, and relationships.

8. Integrating the updated basic geographic information database into the original basic geographic information database involves connecting and operating the updated database into the original database within the national basic geographic information database system.

9. Non-image data includes ground and sea surface data collected from devices mounted on aircraft (aircraft images, lidar scanning data) and satellites or space vehicles (satellite images).

Article 4. Frequency and extent of updating the geographic base database

Based on the degree of change and the requirements for managing the content of the basic geographic information database, updates are regulated as follows:

1. Periodic updates every 3 to 5 years, applicable to all contents of the basic geographic information database.

2. Updates based on the degree of change of geographic objects, applicable to each data topic when changes exceed 20%.

3. Annual updates, applicable to groups of geographic objects under transportation, population, and infrastructure topics.

4. Immediate updates, implemented when there are changes to national borders, administrative boundaries, geographic areas affected by abnormal natural disasters, and other cases as required by competent state authorities.

5. In cases where geographic objects change by more than 40% or the update does not meet economic and technical requirements, a new basic geographic information database shall be established.

Article 5. Contents of updating the geographic base database

Depending on the frequency and extent of updates, the work of updating the geographic base database includes the following contents:

1. Preparation work, including:

a) Preparing materials and equipment, technology;

b) Studying the situation of changes in the area being updated for the geographic base database;

c) Surveying the degree of change in the content of the original geographic base database;

d) Field survey;

d) Preparing technical design - budget estimate;

e) Extracting the geographic base database to serve the update.

2. Updating the geographic base database includes:

a) Collecting data;

b) Standardizing data.

3. Synchronizing and integrating the geographic base database.

4. Testing, acceptance, and packaging the product.

Chapter II

PREPARATION WORK

Article 6. Preparation of documents and equipment, technology

The preparation of documents to serve the updating of the geographic base database includes:

1. Preparing non-image data to serve the survey of changes in the content of the original geographic base database.

2. Preparing measurement and map data and other specialized materials.

3. Collecting the latest system of legal normative documents related to the geographic base database.

4. Preparing technology, equipment, and human resources for implementation.

Article 7. Studying the situation of changes in the area being updated for the geographic base database

1. The study of the situation of changes in the area being updated is carried out internally based on prepared materials, analyzing and evaluating natural, economic and social conditions affecting the updating of the geographic base database.

2. Conducting field surveys when the materials are insufficient to assess the degree of change in the area being updated for the geographic base database.

3. The results of the study must draw the following conclusions:

a) Characteristics of distribution and geographical features of objects affecting the content of the geographic base data;

b) Nature and degree of change of geographical objects affecting the degree and method of updating the content of the geographic base data;

c) Specifics of natural, economic and social conditions affecting the construction of update components of the geographic base database.

Article 8. Surveying the degree of change in the content of the original geographic base database

1. Reviewing the technical provisions that have changed between newly issued technical documents related to the geographic base database at scales of 1:2000, 1:5000, and 1:10,000, and the provisions already applied to build the geographic base database.

2. Evaluating the completeness, reliability, and degree of change in information about geographical objects in the original geographic base database is conducted by comparing and contrasting the content of the geographic base data with new aerial photographs, documents, measurement data, maps, and other specialized documents.

3. Conducting field surveys according to Clause 2 of Article 7 and Article 9 of this Circular.

4. The evaluation results must provide conclusions to select methods and degrees of updating the geographic base database.

Article 9. Field survey

Field surveys are conducted along routes and points. Before conducting surveys, a survey plan must be established, marking the positions of points and routes to be surveyed and developing a deployment plan. The goal of field surveys is:

1. To supplement the internal research on the situation of changes in the area being updated.

2. To supplement the internal assessment of the original geographic base database.

3. To collect local materials; survey the current status of coordinate and elevation control points used for photograph control (if any).

Article 10. Preparation of Technical Design - Budget Estimate

1. The content of the Technical Design - Budget Estimate is prepared based on the survey results and in accordance with the regulations of the competent authority.

Clause 2. The Technical Design - Budget Estimate shall be used for construction, inspection, acceptance of products, and settlement of accounts for projects after being approved by the competent authority.

Article 11. Extracting Geographic Base Data

Clause 1. The extraction of geographic base data can only be carried out after obtaining a decision approving the content of the work to update from the competent authority.

Clause 2. The Vietnam National Survey and Mapping Center shall be responsible for extracting geographic base data in accordance with the regulations.

Chapter III

UPDATING THE GEOGRAPHIC BASE DATABASE

Article 12. General Requirements

Requirements for the level of detail of the content of the geographic base database, spatial accuracy, temporal accuracy of objects collected for updating the geographic base database at scales of 1:2000, 1:5000, and 1:10,000, standardization of the updated database are implemented according to the Technical Regulations for Geographic Base Databases at corresponding scales issued by the Ministry of Natural Resources and Environment.

Article 13. Methods for Collecting Geographic Data to Update the Geospatial Database

1. Methods for collecting geographic data to update the geospatial database include:

a) Collecting geographic data through photogrammetry methods;

b) Collecting geographic data from documents, survey data, maps, specialized information, and data;

c) Collecting geographic data through direct survey and investigation on-site.

2. Depending on the degree of change, existing sources of materials in the area to be updated, and the requirements for the content of the data, one of the methods or a combination of the methods specified in Clause 1 of this Article shall be applied.

Article 14. Collecting Geographic Data Through Photogrammetry Methods

1. The data used for photogrammetry must ensure that it is captured at the nearest time point, not more than one year before the collection date, and meet technical requirements according to current technical documents regarding non-photographic data.

2. The work of collecting geographic data through photogrammetry methods must ensure the technical requirements of each step of the process according to corresponding provisions in current technical documents regarding digital photogrammetry, including all or part of the following steps:

a) Establishing a basic control network for ground control;

b) Enhancing internal processing;

c) Creating three-dimensional drawings on digital stereo stations for geographic objects when non-photographic data can produce stereoscopic effects;

d) Establishing a digital terrain model;

đ) Establishing a digital orthophoto map;

e) Vectorizing geographic objects on the digital orthophoto map;

Point g) Field investigation and supplementary measurements of geographic objects.

Article 15. Collecting Geographic Data from Documents, Survey Data, Maps, Specialized Information, and Data

1. The documents, maps, and data used for updating must ensure legality, currency, and technical requirements according to current technical documents regarding the geospatial database.

2. Based on the content of updates concerning spatial information and attribute information of geographic objects, collect relevant survey data, maps, specialized information, and data.

3. The work of collecting geographic data from documents, survey data, maps, specialized information, and data includes the following main steps:

a) Analyzing and evaluating documentation and data according to the requirements for content updates;

b) Developing guidelines for collecting geographic data;

c) Collecting geographic data according to the collection instructions.

Article 16. Collecting Geographic Data Through Direct Survey and Investigation On-Site

1. Survey equipment used during construction includes theodolites, electronic total stations, global positioning systems (GPS), and leveling instruments, which must be fully tested according to regulations.

2. When collecting geographic data through direct survey and investigation on-site, the technical requirements of each step of the process according to corresponding provisions in current technical documents regarding direct survey and current technical documents regarding the geospatial database must be ensured, including the following main steps:

a) Establishing a survey control network;

b) Detailed surveying of geographic objects;

c) Investigating and supplementing information about geographic objects on-site.

Article 17. Standardizing the Updated Geospatial Database

1. Spatial standardization for geographic objects in the extracted copy of the geospatial database, including: adding new emerging objects, editing changed objects, deleting objects no longer existing on-site, and standardizing spatial relationships between geographic objects.

2. Attribute standardization of geographic objects according to current technical regulations.

3. Standardizing data formats to synchronize and integrate the extracted copy of the updated geospatial database into the original geospatial database at scales of 1:2000, 1:5000, and 1:10000.

4. Standardizing metadata according to the updated contents.

Chapter IV

SYNCHRONIZATION AND INTEGRATION OF THE GEOSPATIAL DATABASE

Article 18. Synchronizing the extracted copy of the updated geographic base database with the original geographic base database

The process of synchronizing the extracted copy of the updated geographic base database with the original geographic base database includes the following main steps:

1. Updating data and synchronizing spatial geographic objects.

2. Synchronizing attribute geographic objects.

3. Updating relationships among geographic objects within the same scale category.

4. Updating relationships among geographic objects across different scale categories.

Article 19. Integrating the synchronized extracted copy of the updated geographic base database into the original geographic base database

1. Before integrating the synchronized extracted copy of the updated geographic base database into the original geographic base database, it is necessary to back up the geographic base database at the version prior to the update.

2. Implement integration into the original geographic base database according to the technical regulations of the national geographic base database management system.

Chapter V

TESTING AND PACKAGING OF PRODUCTS

Article 20. General Requirements

Quality control work for updating the geographic base database shall be carried out in accordance with Circular No. 02/2007/TT-BTNMT dated February 12, 2007, issued by the Ministry of Natural Resources and Environment guiding inspection, review, and acceptance of surveying works and products and maps.

Article 21. Content of Inspection and Acceptance, Packaging of Updated Geographic Base Database Products

1. The content of inspection and acceptance, packaging of updated geographic base database products shall be implemented according to each project item and upon completion of the entire geographic base database update, including the following main steps:

a) Testing and acceptance, packaging of extracts from the updated geographic base database.

b) Testing and acceptance of synchronization of extracts from the updated geographic base database with the original geographic base database in accordance with technical regulations for geographic base databases at corresponding scales.

c) Testing and acceptance of integration into the original geographic base database in accordance with national geographic base database management system technical regulations.

2. The packaging of updated geographic base database products must ensure that the scope of data is correct according to the boundaries already extracted; data format according to the extracted copy format.

Chapter VI

IMPLEMENTING PROVISIONS

Article 22. Effectiveness and Implementation

1. This Circular takes effect from July 15, 2013.

2. The Ministry of Natural Resources and Environment is responsible for organizing the implementation of updating the geographic base database at scales of 1:2000, 1:5000, and 1:10000.

3. Relevant Ministries, Sectors, and localities are responsible for providing related materials and data and participating in and coordinating the implementation of updating the geographic base database.

4. During the implementation process, if there are any difficulties, agencies, organizations, and individuals shall promptly report to the Ministry of Natural Resources and Environment for consideration and decision./.
