1. This Circular takes effect from August 30, 2016.

2. Ministries, ministerial-level agencies, government agencies, political and social organizations, provincial People's Committees under central cities, the Vocational Training Administration, intermediate vocational schools, higher vocational schools teaching the above trades, and related units shall be responsible for implementing this Circular. Any difficulties encountered during implementation should be promptly reported to the Ministry of Labor - Invalids and Social Affairs for study and resolution.

Article 2.

1. This Circular takes effect from August 30, 2016.
