PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation and Evaluation Subjects
1. This Circular stipulates the evaluation of the quality of cadre, civil servant, and public official training.
2. The evaluation subjects include:
a) Programs;
b) Students;
c) Lecturers;
d) Physical facilities;
đ) Training courses;
e) Post-training effectiveness.
Article 2. Interpretation of Terms
1. Training Quality: Satisfaction of all relevant parties and achievement of training objectives for cadres, civil servants, and public officials.
2. Criteria: A component forming part of the evaluation content, detailing the evaluation content.
3. Indicators: A component forming part of the criteria, measuring the criteria.
4. Indices: Numerical values used to measure indicators.
5. Former students: Students who have completed training courses and returned to work at their agencies or units.
6. Independent evaluation agency: An organization that certifies educational quality, an organization that certifies vocational education quality licensed to operate according to the provisions of the law.
Article 3. Purpose of Regulations on Evaluating the Quality of Cadre, Civil Servant, and Public Official Training
1. To serve as a legal basis for evaluating the quality of cadre, civil servant, and public official training.
2. Evaluating training quality aims to provide information about the level of improvement in the ability to perform tasks and duties of cadres, civil servants, and public officials after training.
3. Evaluating training quality provides objective information about the current state of training quality to evaluation agencies, management agencies, and service providers. Based on the results of the training quality evaluation, agencies and units will plan improvements and enhance the quality of cadre, civil servant, and public official training.
Article 4. Agencies and Organizations Evaluating the Quality of Cadre, Civil Servant, and Public Official Training
1. Management agencies, units employing cadres, civil servants, and public officials.
2. Ho Chi Minh National Political Academy, National Administration Academy, Provincial and Central City Political Schools, training and development institutions for cadres and civil servants under ministries, ministerial-level agencies, government agencies, central political-social organizations (referred to as training and development institutions).
3. Academies, research institutes, universities, colleges, secondary vocational schools (referred to as training and research institutions).
4. Independent evaluation agencies.
Chapter II
CONTENT, CRITERIA, AND INDICATORS FOR EVALUATING THE QUALITY OF CADRE, CIVIL SERVANT, AND PUBLIC OFFICIAL TRAINING
Article 5. Programs
1. Program Suitability
a) Suitability of the program with training objectives;
b) Suitability of the program with students;
c) Duration of the program implementation.
2. Program Scientificity
a) Accuracy of program content;
b) Currency of program content.
3. Program Balance
a) Balance between program content and duration of the training course;
b) Balance among topics within the program;
c) Balance between theoretical and practical content.
4. Program Applicability
a) Degree of program response to student needs;
b) Degree of program response to practical job requirements of students.
5. Program Format
a) Scientific presentation of the program;
b) Use of accurate language.
Article 6. Trainees
1. Learning objectives
a) The learning objectives of trainees must be consistent with the objectives of the training course;
b) The learning objectives must be appropriate to the capabilities of the trainees.
2. Learning methods
a) Trainees have scientific learning methods;
b) Trainees have the ability to self-study and conduct research;
c) Trainees apply practical experience to their learning process;
d) Trainees demonstrate creativity during the learning process.
3. Attitude towards learning
a) Trainees are proactive in the learning and research process;
b) Trainees actively seek knowledge during the learning and research process;
c) Trainees fully participate in all learning activities;
d) Trainees strictly comply with all regulations of the training institution.
Article 7. Lecturers
1. Knowledge of lecturers
a) Specialized knowledge of lecturers;
b) Practical experience of lecturers.
2. Professional qualities and ethics of lecturers
a) Compliance with internal rules and regulations;
b) Attitude towards trainees.
3. Responsibilities of lecturers
a) Clearly understand the purpose and requirements of the training course;
b) Prepare lectures for teaching purposes;
c) Advise and support trainees' learning activities.
4. Teaching methods of lecturers
a) Flexibly use various teaching methods;
b) Deliver the content of specialized topics;
c) The degree of connection between lessons and practical experience;
d) The use of teaching aids;
đ) Guiding trainees to go on practical visits, write reports, and complete term papers, projects.
5. Methods of assessment by lecturers
a) Application of assessment methods and forms;
b) Selection of examination and assessment content suitable for the course content;
c) Accurate and objective implementation in assessment;
d) Timely feedback on assessment results.
Article 8. Physical Facilities
1. Classrooms, quality of classrooms
a) Classroom area;
b) Quality of equipment in classrooms;
c) Effectiveness of using equipment for teaching and learning.
2. Learning materials
a) Ensuring sufficient quantity and quality of learning materials suitable for the training course;
b) Updating learning materials.
3. Information technology
a) Utilization of information systems and electronic websites of the organization providing training;
b) Use of information technology to serve teaching, learning, and research activities;
c) Updating software supporting teaching, learning, and research.
Article 9. Training Courses
1. Determination of training needs and objectives
a) Training needs are clearly defined;
b) Training course objectives are clearly defined.
2. Forms of organizing training
a) Training forms are appropriate to the training content;
b) Training forms are appropriate to the target audience;
c) Training forms are appropriate to the duration of training.
3. Training Programs
a) Programs are updated;
b) Feedback from relevant parties on the program is taken into account.
4. Lecturers
a) Lecturers' professional qualifications meet the requirements of the training course;
b) Lecturers apply practical experience to their teaching topics;
c) Lecturers use appropriate teaching methods;
d) Lecturers use appropriate assessment methods.
5. Trainees
a) Trainees utilize their self-study and research abilities;
b) Trainees demonstrate creativity during the learning process;
c) Trainees comply well with the rules of the training course.
6. Physical facilities and equipment
a) Sufficient learning materials are provided;
b) Classrooms and equipment meet teaching and learning requirements.
7. Support activities for trainees
a) Practical activities meet the requirements of the program;
b) Trainees receive timely feedback and reasonable requests are satisfactorily addressed.
8. Assessment activities
a) Assessment methods for learning outcomes are appropriate;
b) Assessment activities are objective, accurate, and timely.
9. Implementation organization.
a) A clear and comprehensive plan for organizing the training course is established;
b) Ensure the number and quality of lecturers participating in the training course;
c) Select the training duration appropriately;
d) Fully implement the evaluation of training quality;

Chapter III
TOOLS, OBJECTS OF FEEDBACK, PROCEDURES FOR IMPLEMENTATION AND USE OF EVALUATION RESULTS
Article 11. Tools, selection of evaluation content and level
1. Evaluation through sociological surveys. Using the tool is the Training Quality Assessment Form for Civil Servants, Public Officials, and Employees (refer to Appendix 1).
2. Selection of evaluation content
a) Training institutions, training providers actively select evaluation content for specific training courses. Annually, ensure at least 20% of training courses are evaluated according to Articles 5 to 8; 10% of training courses are evaluated according to Article 9 and one training course based on rank, position standards for civil servants, public officials, and employees or leadership and management position standards are evaluated according to Article 10 of this Circular.
b) Management agencies, units using civil servants, public officials, and employees may choose to implement one or several contents according to Chapter II of this Circular depending on the purpose of evaluation.
c) Independent evaluation agencies carry out evaluations of the contents ordered by authorized agencies.
3. Level of evaluation: From 1 to 10.
Article 12. Objects of feedback
1. Contents prescribed in Articles 5, 6, 7, 8, and 9 seek feedback from trainees and lecturers participating in the training course;
2. Content prescribed in Article 10 seeks feedback from former trainees and heads of agencies, units employing civil servants, public officials, and employees.
3. Depending on specific conditions, agencies and units organizing evaluations can expand the objects of feedback such as: Colleagues of lecturers, colleagues of former trainees.
Article 13. Forms, time, and survey templates
1. Evaluation forms
Feedback on the quality of training for civil servants, public officials, and employees from lecturers and trainees is conducted through direct feedback at class, direct interviews, or sending forms back to agencies, units employing civil servants, public officials, and employees.
2. Time for organizing evaluations
a) For contents prescribed in Articles 5, 6, 7, 8, and 9: Depending on the evaluation content, feedback is collected during the last class before the end of the training course or the final lecture session taught by the lecturer.
b) For content prescribed in Article 10: Collect feedback six months or more after the end of the training course by sending forms via official correspondence, email to trainees and agencies, units employing civil servants, public officials, and employees or conducting direct interviews with the feedback objects.
3. Survey templates
a) For lecturers: Seek feedback from all lecturers teaching the training course;
b) For trainees, former trainees: Ensure at least two-thirds of the trainees participating in the training course are surveyed;
c) For heads of agencies, units employing civil servants, public officials, and employees: Ensure at least two-thirds of the heads of agencies, units employing civil servants, public officials, and employees are surveyed.
Article 14. Evaluation Process
1. Implementation Steps
a) Prepare a list of lecturers and students directly participating in the training program, prepare evaluation forms, and number the lecturer and student evaluation forms sequentially.
b) Inform lecturers and students about the purpose, significance, content, survey method, evaluation content, and invalid cases (Forms with more than 5% of indicators not answered).
c) Collect evaluation forms and check the information on each answer to ensure all indicators have complete answers, and each indicator only selects one option.
d) Gather all forms and transfer them to the form processing department of the unit.
2. Result Processing Procedure
a) Gather all evaluation forms, verify valid forms, and number the forms for each respondent.
b) Depending on specific conditions, agencies and units use different statistical software to enter and analyze data.
Article 15. Utilization of Evaluation Results
1. The survey results of each quality evaluation content are expressed through the following scores: Average score of each indicator, average score of each criterion, average score for groups of lecturers and students, and overall evaluation index (Annex 2).
2. Depending on the level achieved by the overall evaluation index for each evaluation content, the evaluation results are classified into corresponding levels as follows:

3. Based on these evaluation levels, agencies and organizations evaluate the quality of training, report to the management agency for training and development, propose solutions to improve the quality of training, address existing weaknesses regarding the quality of programs, lecturers, facilities, and enhance the learning effectiveness of trainees.
Chapter IV
IMPLEMENTING PROVISIONS
Article 16. Effective Date
This Circular takes effect from March 1, 2018.
Article 17. Responsibility for Implementation
1. Ministry of Home Affairs
a) Develop and organize annual quality evaluations of civil servants' training.
b) Guide, supervise, and inspect the quality of civil servants' training conducted by ministries, ministerial-level agencies, government agencies, central-level political-social organizations, and provincial-level administrative units.
2. Personnel Departments of ministries, ministerial-level agencies, government agencies, central-level political-social organizations; Provincial Departments of Home Affairs:
a) Monitor, urge, and support training and development institutions; training and research institutions to organize quality evaluations.
b) Organize evaluations of training programs within their jurisdiction.
3. Training and development institutions; training and research institutions of ministries, ministerial-level agencies, government agencies, central-level political-social organizations, and municipal-level Political Institutes:
a) Organize quality evaluations of civil servants' training programs directly organized by their institutions.
b) Report to the Personnel Department/Provincial Department of Home Affairs on the results of civil servants' training quality evaluations.
4. Independent Evaluation Agencies
a) Conduct evaluations according to procedures ensuring objectivity and accuracy.
b) Report the results of civil servants' training quality evaluations as prescribed.
During implementation, if there are difficulties or issues, agencies and units are requested to report to the Ministry of Home Affairs for study and resolution./.
