CIRCULAR
GUIDELINES ON SALARY GRADING FOR SPECIALIST CIVIL SERVICE RANKS IN THE FIELD OF DOCUMENT MANAGEMENT
Pursuant to the Law on Public Officials and Civil Servants dated November 13, 2008;
Pursuant to Decree No. 24/2010/NĐ-CP dated March 15, 2010 of the Government stipulating recruitment, utilization and management of civil servants;
Pursuant to Decree No. 161/2018/NĐ-CP dated November 29, 2018 of the Government amending and supplementing certain provisions on civil servant recruitment, career advancement, and implementation of employment contracts for certain types of work in administrative agencies and public service organizations;
Pursuant to Decree No. 34/2017/NĐ-CP dated April 3, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;
Pursuant to Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on the Salary System for Civil Servants, Public Officials, and Military Personnel;
The Minister of Home Affairs issues this Circular guiding salary grading for specialist civil service ranks in the field of document management.
Article 1. Scope of Regulation and Applicability
1. This Circular guides salary grading for specialist civil service ranks in the field of document management as prescribed in Circular No. 14/2014/TT-BNV dated October 31, 2014 of the Minister of Home Affairs stipulating rank codes and professional standards for specialist civil service ranks in the field of document management (hereinafter referred to as Circular No. 14/2014/TT-BNV).
2. This Circular applies to specialist civil service ranks in the field of document management working in Party, State, and political-social organizations at central, provincial, and district levels.
Article 2. Application of Salary Scales for Specialist Civil Service Ranks
1. Specialist civil service ranks in the field of document management as prescribed in Circular No. 14/2014/TT-BNV shall apply Scale 2 (Scale for Professional and Technical Staff in State Agencies) promulgated together with Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on remuneration systems for cadres, civil servants, public officials, and armed forces personnel, specifically as follows:
a) The main document officer rank (code 02.006) shall apply the Class A2 civil servant scale (Group 1);
b) The document officer rank (code 02.007) shall apply the Class A1 civil servant scale;
c) The intermediate document officer rank (code 02.008) shall apply the Class B civil servant scale.
2. In cases where a civil servant is recruited to a position requiring the intermediate document officer rank but has a college degree or higher, they shall be appointed to the intermediate document officer rank and apply the Class B civil servant scale.
Article 3. Transfer of Salary Grading for Civil Servants Engaged in Document Management Work
The transfer of salary grading for civil servants engaged in document management work from current specialist civil service ranks in the field of document management or other ranks to the specialist civil service ranks in the field of document management as prescribed in Circular No. 14/2014/TT-BNV shall be carried out according to the guidelines set forth in Clause 2, Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007 of the Minister of Home Affairs on salary grading when advancing to higher ranks, transferring to different ranks, or changing categories of civil servants and public officials, specifically as follows:
1. Assign the main document officer rank (code 02.006) to civil servants currently holding the main document officer specialist rank or equivalent.
2. Assign the document officer rank (code 02.007) to civil servants currently holding the document officer specialist rank or equivalent.
3. Assign the intermediate document officer rank (code 02.008) to civil servants currently holding the document officer assistant rank or equivalent, or civil servants currently holding the document officer staff rank with a minimum intermediate level education.
Article 4. Organization of Implementation
1. The head of the agency employing civil servants is responsible for reviewing job positions within their agency or organization, compiling a list of specialist civil servants in document management under their jurisdiction, submitting it to the competent authority for examination and decision-making on appointment to ranks and salary grading, or making such decisions based on delegated authority.
2. The head of the agency managing civil servants is responsible for:
a) Directing subordinate agencies and organizations to implement appointments to ranks and salary grading for specialist civil servants in document management in accordance with the provisions of this Circular.
b) Making decisions or delegating authority for appointments to ranks and salary grading for civil servants in the specialist civil service ranks in the field of document management as prescribed in this Circular;
c) Resolving issues within their authority during the process of appointing and salary grading for specialist civil servants in document management under their jurisdiction.
3. Public service organizations, political-social-professional organizations, social organizations, and social-professional organizations currently applying the provisions of Circular No. 14/2014/TT-BNV for recruitment, use, and management of document management staff may apply the provisions of this Circular for salary grading for document management staff.
Article 5. Effective Date
This Circular takes effect from September 20, 2019.
Article 6. Responsibility for Implementation
1. The Minister, Heads of Ministries equivalent to Ministries, Heads of Government Agencies; Chairpersons of People's Committees of provinces and centrally governed cities, and related organizations and individuals are responsible for implementing this Circular.
2. Any difficulties encountered during implementation should be reported to the Ministry of Home Affairs for consideration and resolution.
