CIRCULAR
ISSUING NATIONAL TECHNICAL REGULATIONS - PERMISSIBLE EXPOSURE LIMITS FOR 50 CHEMICAL FACTORS IN THE WORKPLACE
Pursuant to the Labor Safety and Health Law No. 84/2015/QH13 dated June 25, 2015;
Pursuant to the Law on Standards and Technical Regulations No. 68/2006/QH13 dated June 29, 2006;
Pursuant to the Government Decree No. 127/2007/NĐ-CP dated August 1, 2007 detailing certain provisions of the Law on Standards and Technical Regulations;
Pursuant to Decree No. 75/2017/NĐ-CP dated June 20, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Health;
At the proposal of the Director of the Medical Environment Management Department;
The Minister of Health hereby promulgates the National Technical Regulation - Permissible Exposure Limits for 50 Chemical Factors in the Workplace.
Article 1. National Technical Regulation on Chemical Factors
Attached to this Circular is QCVN 03:2019/BYT - National Technical Regulation - Permissible Exposure Limits for 50 Chemical Factors in the Workplace.
Article 2. Effective Date
1. This Circular takes effect from December 9, 2019.
2. The occupational hygiene standards for the following factors: Acetone; Acetic acid; Hydrochloric acid; Sulfuric acid; Ammonia; Aniline; Arsenic and its compounds; Arsine; Benzene; n-Butanol; Cadmium and its compounds; Carbon dioxide; Carbon disulfide; Carbon monoxide; Carbon tetrachloride; Chlorine; Chloroform; Chromium (III) compounds; Chromium (VI) water-soluble form; Chromium (VI) oxide; Cobalt and its compounds; Dichloromethane; Copper dust; Copper vapor and smoke; Ethanol; Fluorine; Fluoride; Formaldehyde; n-Hexane; Hydrocyanic acid; Hydrogen sulfide; Zinc oxide; Manganese and its compounds; Methanol; Methyl acetate; Aluminum and its compounds; Nicotine; Nitrogen dioxide; Nitric oxide; Nitrobenzene; Nitrotoluene; Phenol; Selenium dioxide; Selenium and its compounds; Sulfur dioxide; Toluene; 2,4,6-Trinitrotoluene; Vinyl chloride; Gasoline; Xylene in the Occupational Hygiene Standards issued pursuant to Decision No. 3733/2002/QĐ-BYT dated October 10, 2002 of the Minister of Health shall be repealed from the date this Circular takes effect.
Article 3. Responsibility for Implementation
The Director of the Ministry's Office, the Inspector General of the Ministry, the Director of the Department of Environmental Health Management, Heads of Departments, Directors of Bureaus, General Directors of General Departments under the Ministry of Health, Heads of agencies and units directly under the Ministry, Directors of Provincial Health Services, Heads of health agencies under Ministries and sectors, and related organizations and individuals are responsible for implementing this Circular. In the course of implementation, if there are difficulties or obstacles, agencies, organizations, and individuals should report to the Ministry of Health (Department of Environmental Health Management) for research and resolution.
