ISSUING NATIONAL TECHNICAL REGULATIONS ON SAFETY OF INDUSTRIAL EXPLOSIVE MATERIAL PRODUCTS - UNPACKAGED EMULSION EXPLOSIVES
 
Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

Pursuant to the Law on Management and Use of Weapons, Explosives, and Supporting Tools dated June 20, 2017;

Pursuant to the Law on Product Quality and Commodities dated November 21, 2007;

BASED ON THE GOVERNMENT DECREE NO. 127/2007/NĐ-CP OF AUGUST 1, 2007 DETAILING IMPLEMENTATION OF CERTAIN PROVISIONS OF THE LAW ON STANDARDS AND TECHNICAL REGULATIONS; GOVERNMENT DECREE NO. 78/2018/NĐ-CP OF MAY 16, 2018 AMENDING AND COMPLEMENTING CERTAIN PROVISIONS OF GOVERNMENT DECREE NO. 127/2007/NĐ-CP OF AUGUST 1, 2007 DETAILING IMPLEMENTATION OF CERTAIN PROVISIONS OF THE LAW ON STANDARDS AND TECHNICAL REGULATIONS;

BASED ON THE GOVERNMENT DECREE NO. 132/2008/NĐ-CP OF DECEMBER 31, 2008 DETAILING IMPLEMENTATION OF CERTAIN PROVISIONS OF THE LAW ON PRODUCT QUALITY; GOVERNMENT DECREE NO. 74/2018/NĐ-CP OF MAY 15, 2018 AMENDING AND COMPLEMENTING CERTAIN PROVISIONS OF GOVERNMENT DECREE NO. 132/2008/NĐ-CP OF DECEMBER 31, 2008 DETAILING IMPLEMENTATION OF CERTAIN PROVISIONS OF THE LAW ON PRODUCT QUALITY;

Pursuant to Decree No. 98/2017/NĐ-CP dated August 18, 2017, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;

At the proposal of the Director of the Department of Safety Technology and Industrial Environment;

THE MINISTER OF INDUSTRY AND TRADE ISSUES THIS CIRCULAR ON NATIONAL TECHNICAL REGULATIONS ON SAFETY OF INDUSTRIAL EXPLOSIVE MATERIAL PRODUCTS - UNPACKAGED EMULSION EXPLOSIVES.

Article 1. ISSUING NATIONAL TECHNICAL REGULATIONS ON SAFETY OF INDUSTRIAL EXPLOSIVE MATERIAL PRODUCTS - UNPACKAGED EMULSION EXPLOSIVES.

DESIGNATION: QCVN 12 - 2:2021/BCT.

Article 2. Effective Date

THIS CIRCULAR SHALL TAKE EFFECT FROM JULY 1, 2022.

Article 3. Implementation Organization

THE HEAD OF THE MINISTRY’S OFFICE, DIRECTORS OF THE DEPARTMENTS OF INDUSTRIAL SAFETY AND ENVIRONMENT, CHEMICALS; HEADS OF THE SCIENCE AND TECHNOLOGY DIVISION; DIRECTORS OF THE PROVINCES’ AND CITY’S INDUSTRY AND TRADE DEPARTMENTS UNDER THE CENTRAL GOVERNMENT; HEADS OF THE ORGANIZATIONS AND INDIVIDUALS ASSOCIATED SHALL BE RESPONSIBLE FOR ENFORCING THIS CIRCULAR.
