CIRCULAR

Regulations on assessing learners studying the Literacy Programprocedure for removal illiteracy

On the basis of Law on Education June 14, 2019;

Decree No. Decree No. 69/2017/NĐ-CP of the Government dated May 25, 2017 stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training; Decree No. 20/2014/NĐ-CP

Decree No. of the Government dated March 24, 2014 on universal education and literacy; Department Director of Continuing Education;

At the proposal of The Minister of Education and Training issues this Circular to regulate the assessment of learners studying the Literacy Program. Lifelong education;

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation and Applicability

Article 1. This Circular regulates the assessment of learners studying the Literacy Program (hereinafter referred to as learners), including: Organization of assessment; utilization of assessment results; implementation organization.

Article 2. This Circular applies to community learning centers, continuing education centers, vocational education and continuing education centers; prisons, compulsory educational facilities, juvenile rehabilitation centers under the management of the Ministry of Public Security, and other educational facilities assigned the task of implementing the Literacy Program (hereinafter collectively referred to as educational facilities); relevant agencies, organizations, and individuals.

Article 2. Interpretation of Terms

In this Circular, the following terms shall be understood as follows:

1. Assessment of learning outcomes and discipline of learners is an activity of collecting, analyzing, and processing information through observation, monitoring, exchange, inspection, and comments on the learning process and discipline of learners; advising and guiding learners; providing qualitative or quantitative information about learning outcomes, discipline, the formation and development of learner qualities and abilities.

2. Continuous assessment is an assessment activity that takes place during the teaching process according to the required achievements of each subject and the manifestation of learner qualities and abilities; providing feedback information to teachers and learners to promptly adjust the teaching and learning process; supporting and promoting learner progress in accordance with the goals of the Literacy Program issued together with Circular No. 33/2021/TT-BGDĐT dated November 26, 2021 of the Minister of Education and Training (hereinafter collectively referred to as the Literacy Program).

3. Periodic assessment is an activity of assessing educational outcomes of learners at a certain stage, aimed at determining the degree of completion of learning and discipline tasks of learners according to the required achievements of each subject specified in the Literacy Program and the formation and development of learner qualities and abilities.

4. Summary of assessment of educational outcomes is the compilation and recording of assessment of educational outcomes of learners in the class summary assessment form and student records at specified times.

Article 3. Purpose of assessment

Assessment aims to determine the degree of completion of learning and discipline tasks of learners according to the required achievements stipulated in the Literacy Program; providing accurate and timely information for learners to adjust their learning and discipline activities, educational managers and teachers to adjust their educational management and teaching activities.

Article 4. Requirements for assessment

1. Assessment is based on the required achievements regarding qualities and abilities of each subject stipulated in the Literacy Program.

2. Assessment ensures accuracy, fairness, honesty, and objectivity.

3. Assessment is for the progress of learners; emphasizing encouragement and motivation for progress in learning and discipline; not comparing learners with each other.

Chapter II

ORGANIZATION OF ASSESSMENT

Article 5. Content and methods of evaluation

1. Content of Assessment

a) Evaluation of the learning process, progress, and learning outcomes of students to meet the required standards and specific manifestations of each component of competence for each subject according to the Literacy Elimination Program.

b) Evaluation of the formation and development of student qualities and capabilities through main qualities and core capabilities as prescribed in the Literacy Elimination Program.Chapter on the Literacy Elimination Program.

2. Methods of evaluation

a) Evaluation by observation

- Teachers observe students during classroom teaching and record their behaviors to use as evidence for evaluating the learning and training process of students;

- Teachers provide comments and evaluations on the products and results of student activities, thereby evaluating students based on relevant evaluation contents;

- Teachers exchange with students through questioning to collect information to make timely observations and measures to help students;

- Teachers make observations through students' use of speaking or writing to self-assess and participate in assessing other students or groups of students regarding the implementation of training and learning tasks.

b) Evaluation by scores: Teachers use tests consisting of questions and exercises designed according to the level and requirements of the Literacy Elimination Program, in the form of multiple-choice, essay, or a combination of both to evaluate the achievement levels of educational contents that need to be evaluated.

Article 6. Regular Evaluation

1. Regular evaluation of the content of subjects studied

a) Teachers flexibly and appropriately apply various evaluation methods, mainly through verbal feedback to inform students about correct and incorrect aspects and ways to improve; write comments in students' notebooks or learning products when necessary, with specific measures to provide timely assistance.

b) Students self-evaluate and participate in evaluating the learning products of other students or groups of students during the implementation of learning tasks to improve learning and training.

c) For specialized topics of subjects implemented in the fifth period of the Literacy Elimination Program, each student is evaluated individually for each specialized topic, among which the result of one evaluation is selected as the result of the cluster of specialized topics of the subject. The evaluation result of the cluster of specialized topics of the subject is considered as the result of one regular evaluation of the subject to be used in evaluating the learning outcomes of subjects.

2. Regular evaluation of the formation and development of qualities and capabilities

a) Teachers flexibly and appropriately apply various evaluation methods; base on the manifestations of students' cognition, behavior, and attitude; compare with the requirements of each main quality and core capability as stipulated in the Literacy Elimination Program to make observations and take timely measures to assist.

b) Students are allowed to self-evaluate and participate in evaluating other students or groups of students regarding the manifestations of each main quality and core capability to perfect themselves.

Article 7. Periodic Evaluation

1. Periodic evaluation of the content of subjects studied

a) Periodic test

- In each period of study, each subject has four periodic tests at appropriate times corresponding to the program's progress, including three tests during the period and one final test at the end of the period. The score of the final test is weighted by a factor of 2, while the scores of the tests during the period are weighted by a factor of 1;

- The test questions for each subject are developed based on the requirements of each subject as specified in the Literacy Elimination Program. Periodic evaluation is not conducted for clusters of specialized topics;

- For Vietnamese Language and Mathematics subjects, the time for periodic tests is 70 minutes. For other subjects, the time for periodic tests is 35 minutes;

- Tests are scored out of 10 points. Test scores are whole numbers or decimal numbers rounded to the first decimal place;

- Students who miss periodic tests will have makeup tests. Makeup tests are conducted separately for each period. If students do not participate in makeup tests, they will receive 0 points for those tests.

b) At the end of each period, teachers base on the regular evaluation process and the requirements and specific manifestations of each component of competence for each subject to evaluate students for each subject at the following levels:

- Excellent completion: Successfully fulfilling all learning requirements and consistently demonstrating specific manifestations of each component of competence for the subject;

- Completion: Fulfilling learning requirements and demonstrating specific manifestations of each component of competence for the subject;

- Incomplete completion: Not fulfilling some learning requirements or not demonstrating specific manifestations of each component of competence for the subject.

2. Periodic evaluation of the formation and development of qualities and capabilities

At the end of each period, teachers evaluate based on observations and manifestations during regular evaluations of the formation and development of each main quality and core capability of each student at the following levels:

- Excellent: Meeting educational requirements clearly and consistently;

- Achieved: Meeting educational requirements clearly but not consistently;

- Need to strive: Not meeting educational requirements, not clearly manifested.

Article 8. Summary of Education Outcome Evaluation

1. At the end of each term, based on the continuous evaluation process and the levels achieved from periodic evaluations regarding the content of subjects studied and the main qualities and core competencies of each student, teachers will compile and record the education outcome evaluation of students in the summary sheet of education outcome evaluation for the class.

2. Teachers base on the recorded test scores in the summary sheet of education outcome evaluation to calculate the average score of each subject for the student.

a) The average score of a subject (hereinafter abbreviated as AVGsubj ) for each subject is calculated as follows:

             

In which: TESTtrk1 is the test score in the first term; TESTtrk2 is the test score in the second term; TESTtrk3 is the test score in the third term; TESTck is the final term test score. AVGsubj is a decimal number rounded to the first decimal place.

b) The average score of a subject is used to evaluate the education outcome of students as stipulated in Clause 3 of this Article.

3. Based on the evaluation results of the content of each subject studied and the main qualities and core competencies of each student, and the average score of each subject, teachers shall perform:

a) Evaluating the education outcome of students at three levels:

- Excellent Completion: Students who have achieved the Excellent level in periodic evaluations of the content of each subject studied; their qualities and competencies reach the Good level; the average score of each subject reaches 7.0 points or higher;

- Completion: Students who have achieved the Completion level in periodic evaluations of the content of each subject studied; their qualities and competencies reach the Achieved level; the average score of each subject reaches 5.0 points or higher;

- Non-completion: Students not belonging to the above categories.

b) Recording comments, summarizing the education outcome evaluation and achievements of students awarded during the academic year in the school record book.

Article 9. Evaluation of Students with Disabilities

1. The evaluation of the training and learning outcomes of students with disabilities is carried out according to the principle of encouraging and motivating the efforts and progress of learners.

2. Students with disabilities study through inclusive education methods depending on the type and degree of disability, evaluated similarly to non-disabled students, with adjustments made to requirements to suit the type and degree of disability or according to the individual education plan.

3. Students with disabilities studying through specialized education methods are evaluated according to regulations for specialized education or according to the requirements of the individual education plan.

Article 10. Evaluation Files

1. The evaluation file serves as evidence of the learning and training process and learning outcomes of students.

2. The evaluation file of each term for each student includes the school record book (Appendix 1 attached to this Circular) and the summary sheet of education outcome evaluation for the class (Appendix 2 attached to this Circular).

a) The summary sheet of education outcome evaluation for classes is stored at educational institutions as prescribed.

b) The school record book is stored by educational institutions throughout the period that students follow the Literacy Elimination Program, handed over to students upon completion of the first phase of the Literacy Elimination Program or the second phase of the Literacy Elimination Program. For prisons, compulsory educational facilities, and juvenile rehabilitation centers under the management of the Ministry of Public Security, the school record book is handed over to students upon completion of the criminal sentence or completion of the decision to be placed in a compulsory educational facility or juvenile rehabilitation center.

Chapter III

USE OF EVALUATION RESULTS

Article 11. Examination of Completion of the Semester Program

1. Students who are confirmed to have completed the semester program are those students whose educational outcomes are assessed at one of two levels: Excellent Completion, Completion.

2. For students who have not been confirmed to have completed the semester program, teachers shall develop plans, provide guidance, and assistance; conduct supplementary assessments to examine completion of the semester program.

3. Students who are confirmed to have completed the semester program shall be eligible to continue with the next semester program.

Article 12. Examination of Completion of the Literacy Program

1. Examination of Completion of the First Stage of the Literacy Program

a) Students who are confirmed to have completed the first stage of the Literacy Program are those students whose educational outcomes for the third semester are assessed at one of two levels: Excellent Completion, Completion.

b) Students who complete the first stage of the Literacy Program shall be recognized and recorded in their academic records as having completed the first stage of the Literacy Program.

2. Examination of Completion of the Second Stage of the Literacy Program

a) Students who are confirmed to have completed the second stage of the Literacy Program are those students whose educational outcomes for the fifth semester are assessed at one of two levels: Excellent Completion, Completion.

b) Students who complete the second stage of the Literacy Program shall be recognized and recorded in their academic records as having completed the second stage of the Literacy Program.

3. Students who are confirmed to have completed the second stage of the Literacy Program shall be eligible to continue with the lower secondary education program.

Article 13. Awards

1. The head of the educational institution shall present certificates of merit to students:

a) Award the title of Outstanding Student for the First Stage to students whose educational outcomes for the first, second, and third semesters are assessed at the level of Excellent Completion.

b) Award the title of Outstanding Student for the Second Stage to students whose educational outcomes for the fourth and fifth semesters are assessed at the level of Excellent Completion.

c) Students who achieve the title of Outstanding Student for the First Stage and the title of Outstanding Student for the Second Stage shall be awarded the title of Distinguished Outstanding Student.

2. Students with outstanding achievements shall be considered and recommended for awards by the educational institution to higher authorities.

Chapter IV

IMPLEMENTATION

Article 14. Responsibilities of the Department of Education and Training, District Education and Training Office

1. The Department of Education and Training is responsible for:

a) Directing the implementation of student assessment within its jurisdiction.

2. The District Education and Training Office shall direct the heads of educational institutions to organize student assessments in their areas; report the results of implementation to the Department of Education and Training.

3. The Department of Education and Training and the District Education and Training Office are responsible for monitoring, inspecting, resolving difficulties, and addressing issues during the implementation of this Circular at the local level.

b) Directing and guiding educational institutions to use student evaluation files and academic records in cases where electronic evaluation files and academic records are implemented.

c) Reporting the results of organizing student assessments to the Ministry of Education and Training according to Article 8 of Circular No. 19/2020/TT-BGDĐT dated June 29, 2020, issued by the Minister of Education and Training on the reporting system for regular reports within the scope of management by the Ministry of Education and Training.

Article 15. Responsibilities of Heads of Educational Institutions Organizing the Literacy Program

1. Shall be responsible for directing the organization and promotion of the assessment of learners in accordance with the provisions of this Circular; ensuring the quality of assessments; reporting the results of implementation to the Department of Education and Training.

2. Respect the autonomy of teachers in implementing the learner assessment regulations.

3. Direct the preparation of periodic examination questions; develop and implement plans to support and assist learners; confirm learners who have completed Phase 1 of the Literacy Program and those who have completed Phase 2 of the Literacy Program; manage learner assessment records.

4. Explain and resolve concerns and suggestions regarding learner assessments within the scope and authority of Heads of Educational Institutions organizing the Literacy Program.

Article 16. Responsibilities of Teachers

1. Shall be responsible for assessing the learning process, training, and academic results of learners, compiling educational outcomes of learners in the class; completing learner assessment records in accordance with the regulations.

2. Guide learners to self-assess and participate in assessing other learners, groups of learners.

3. Teachers shall monitor the progress of learners, record notes for learners who have incomplete content or show improvement in their studies and training.

Chapter V

IMPLEMENTING PROVISIONS

Article 17. Effective Date

1. This Circular takes effect from August 24, 2022. This Circular replaces Decision No. 79/2008/QD-BGDĐT dated December 30, 2008, issued by the Minister of Education and Training on the Regulations for Assessing and Classifying Learners in the Literacy Program and Continuing Education after Learning to Read.

2. For learners studying under the Literacy Program issued together with Circular No. 33/2021/TT-BGDĐT dated November 26, 2021, before this Circular takes effect, they will continue to be assessed according to Decision No. 79/2008/QD-BGDĐT until the end of the current semester. For learners currently studying under the Literacy Program and continuing education after learning to read issued together with Decision No. 13/2007/QD-BGDĐT, they will continue to follow the regulations stipulated in Decision No. 79/2008/QD-BGDĐT.

3. In cases where referenced documents in this Circular are amended, supplemented, or replaced, they shall be implemented according to the new documents.

Article 18. The Director of the Office, the Head of the Department of Continuing Education,

Heads of relevant units under the Ministry of Education and Training, the Director of the Prison Management Police Department under the Ministry of Public Security, Chairmen of People's Committees of provinces and centrally governed cities, Directors of Departments of Education and Training, Directors of Departments of Education and Science and Technology of Bac Lieu Province, related agencies, organizations, and individuals are responsible for implementing this Circular.
