CIRCULAR
Regulations on the embroidery content of the "flag of excellence for national universities"
Pursuant to the Law on Encouragement and Reward dated June 15, 2022;
Pursuant to Clause 2, Article 110 of Decree No. 98/2023/NĐ-CP dated December 31, 2023 of the Government detailing the implementation of certain provisions of the Law on Competition and Reward;
Pursuant to Decree No. 86/2022/NĐ-CP dated October 24, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
The phrase "or examination" is abolished pursuant to Clause 6, Article 8 of Circular No. 15/2025/TT-BVHTTDL dated November 25, 2025, of the Minister of Culture, Sports and Tourism amending and supplementing certain articles of Circulars prescribing job codes, qualification standards, and salary grades for civil servants in the heritage culture, library, grassroots cultural activities, sports, fine arts, art performance, film, and cultural propaganda sectors, which takes effect from January 15, 2026.
The Minister of Education and Training issues this Circular to regulate the embroidery content of the "Flag of Excellence for National Universities".
Article 1. Scope of Regulation and Applicability
1. This Circular details Clause 2, Article 110 of Decree No. 98/2023/NĐ-CP dated December 31, 2023 of the Government detailing the implementation of certain provisions of the Law on Competition and Reward.
2. This Circular applies to collectives and individuals of national universities.
Article 2. Embroidery Content of the "Flag of Excellence for National Universities"
The flag is embroidered with yellow thread, uppercase letters, upright font style, bold, with font type and size adjusted according to the content of the flag to ensure beauty, solemnity, and includes the following main contents:
1. First line: "(name of the national university)"; uppercase letters, upright font style, bold.
2. Second line: "PRESENTED"; uppercase letters, upright font style, bold.
3. Below the second line, centered, is a five-pointed golden star.
4. Below the star is the line "(name of the unit receiving the award)" and the line "UNIT LEADING THE COMPETITION MOVEMENT YEAR" or "COMPETITION MOVEMENT", the year recorded is the year when the unit achieved the award-winning performance, the competition movement is named after the movement initiated by the national university; uppercase letters, upright font style, bold.
Article 3. Effectiveness and Responsibility for Implementation
1. This Circular takes effect from October 11, 2024.
2. The Director of the Office, Heads of the Department of Organization and Cadres, rectors of national universities, and related organizations, units, and individuals are responsible for implementing this Circular.
