Issuing the list of infectious diseases, subjects and scope required to use compulsory vaccines and medical products
On the basis of Law on Prevention and Control of Infectious Diseases dated November 21, 2007;
Decree No. Government Decree No. 95/2022/NĐ-CP dated November 15, 2022 stipulating functions, tasks, powers, and organizational structure of the Ministry of Health;
At the proposal of the Director of the Preventive Health Department;
The Minister of Health issues this Circular on the list of communicable diseases, groups of persons and scope of compulsory use of vaccines and medical products.

1. For individuals who have not been vaccinated with three primary doses(**) of tetanus toxoid-containing vaccine, or whose vaccination history is unclear: - First dose: administered early during pregnancy; - Second dose: at least one month after the first dose: - Third dose: during subsequent pregnancy and at least six months after the second dose; - Fourth dose: during subsequent pregnancy and at least one year after the third dose; - Fifth dose: during subsequent pregnancy and at least one year after the fourth dose. - Third dose: during subsequent pregnancy and at least 1 year after the second dose. - First dose: administered early during pregnancy; - Second dose: at least one month after the first dose; - Third dose: during subsequent pregnancy and at least one year after the second dose. 3. For individuals who have received three primary doses of tetanus toxoid-containing vaccine and one booster dose: - First dose: administered early during pregnancy; - Second dose: during subsequent pregnancy and at least one year after the first dose. 4. For individuals who have received three primary doses of tetanus toxoid-containing vaccine and two booster doses: administer one dose early during pregnancy. In all cases, from the second dose onwards, administer at least two weeks before the expected date of delivery. |

2. If the immunization schedule is not followed correctly or if the number of doses is insufficient, catch-up vaccinations should be administered as soon as possible thereafter but must comply with the guidelines of the Ministry of Health and the manufacturer.
3. Mass immunization campaigns or supplementary immunizations shall be carried out according to the guidelines of the Ministry of Health in specific cases.
Article 2. List of infectious diseases and subjects required to use compulsory vaccines and medical products for people at risk of contracting infectious diseases in epidemic areas or traveling to such areas.

2. Determination of subjects required to use compulsory vaccines and medical products for people at risk of contracting infectious diseases in epidemic areas or traveling to such areas, as specified in Clause 1 of this Article, shall be decided by the Department of Health and reported to the People's Committee of the province or city, or directed by the Ministry of Health based on the disease situation, vaccine supply conditions, and local resources.
Article 3. Scope of Compulsory Vaccine and Medical Product Use
1. Vaccines listed in Clause 1 of Article 1 of this Circular shall be implemented nationwide for children and pregnant women under the Expanded Immunization Program.
2. The scope of use of vaccines and medical products listed in Clause 1 of Article 2 of this Circular shall be determined by the Department of Health and reported to the People's Committee of the province or city, or directed by the Ministry of Health based on the disease situation, vaccine supply conditions, and local resources.
Article 4. Effective date
1. This Circular takes effect from August 1, 2024.
2. Circular No. 38/2017/TT-BYT dated October 17, 2017 of the Minister of Health issuing the list of infectious diseases, scope, and subjects required to use compulsory vaccines and medical products ceases to be effective from the date this Circular takes effect.
Article 5. Responsibilities for Implementation
The Director of the Preventive Medicine Department, Heads of units under and affiliated with the Ministry of Health; Directors of Provincial Health Departments directly under the Central Government and relevant agencies, organizations, and individuals are responsible for implementing this Circular.
During the implementation process, if there are difficulties or obstacles, please report them promptly to the Ministry of Health (Preventive Medicine Department) for consideration and resolution./.
