Guidelines on the functions, tasks, and authorities of the Department of Culture, Sports and Tourism, the Department of Culture and Sports, and the Department of Tourism under the People's Committee of the province;

functions, tasks, and authorities of the Cultural and Social Affairs Office under the People's Committee of the commune within the scope of state management of the Ministry of Culture, Sports and Tourism

Pursuant to Decree No. 43/2025/NĐ-CP dated February 28, 2025 of the Government stipulating the functions, tasks, authorities, and organizational structure of the Ministry of Culture, Sports and Tourism;

Pursuant to Decree No. 137/2025/NĐ-CP dated June 12, 2025 of the Government stipulating the division of authority between two levels of local government in the fields of culture, sports, and tourism;

Pursuant to Decree No. 138/2025/NĐ-CP dated June 12, 2025 of the Government stipulating the delegation and decentralization in the fields of culture, sports, and tourism;

Pursuant to Decree No. 150/2025/NĐ-CP dated June 12, 2025 of the Government stipulating the organization of specialized agencies under the People's Committees of provinces and centrally-administered cities and communes, wards, and special administrative-economic zones under provinces and centrally-administered cities;

The Minister of Culture, Sports and Tourism issues this Circular guiding the functions, tasks, and authorities of the Department of Culture, Sports and Tourism, the Department of Culture and Sports, and the Department of Tourism under the People's Committee of the province (hereinafter referred to collectively as provincial level); the functions, tasks, and authorities of the Cultural and Social Affairs Office under the People's Committee of the commune (hereinafter referred to collectively as commune level) within the scope of state management of the Ministry of Culture, Sports and Tourism.

The phrase "or examination" is abolished pursuant to Clause 6, Article 8 of Circular No. 15/2025/TT-BVHTTDL dated November 25, 2025, of the Minister of Culture, Sports and Tourism amending and supplementing certain articles of Circulars prescribing job codes, qualification standards, and salary grades for civil servants in the heritage culture, library, grassroots cultural activities, sports, fine arts, art performance, film, and cultural propaganda sectors, which takes effect from January 15, 2026.

Article 1. The Department of Culture, Sports and Tourism is a specialized agency under the People's Committee of the province, advising and assisting the People's Committee of the province in performing state management functions in the following areas: culture; family; physical education and sports; tourism; press; publishing, printing, and distribution; radio and television; electronic information; news agencies; grassroots information and foreign information; advertising; the use of the National Flag, Emblem, National Anthem, and portrait of President Ho Chi Minh.

PART I
Article 2. For localities with the Department of Culture and Sports and the Department of Tourism, their positions and functions are as follows:

a) The Department of Culture and Sports is a specialized agency under the People's Committee of the province, advising and assisting the People's Committee of the province in performing state management functions in the following areas: culture; family; physical education and sports; press; publishing, printing, and distribution; radio and television; electronic information; news agencies; grassroots information and foreign information; advertising; the use of the National Flag, Emblem, National Anthem, and portrait of President Ho Chi Minh.

Article 1. Position and Functions

b) The Department of Tourism is a specialized agency under the People's Committee of the province, advising and assisting the People's Committee of the province in performing state management functions in the field of tourism.

Article 3. The Department of Culture, Sports and Tourism, the Department of Culture and Sports, and the Department of Tourism have legal personality, seals, and separate bank accounts in accordance with the law; they are subject to the direction and management of the organizational structure, staffing, and personnel work of the People's Committee of the province, while also being subject to the direction and supervision of professional and technical work by the Ministry of Culture, Sports and Tourism.

a) The Department of Culture, Sports and Tourism is a specialized agency under the People's Committee at the provincial level, advising and assisting the People's Committee at the provincial level in performing state management functions regarding: culture; family; physical training, sports; press; publishing, printing, distribution; radio and television; electronic information; news agencies; grassroots information and foreign information; advertising; the use of the National Flag, National Emblem, National Anthem, and the portrait of President Ho Chi Minh.

b) The Department of Tourism is a specialized agency under the People's Committee at the provincial level, advising and assisting the People's Committee at the provincial level in performing state management functions regarding tourism.

3. The Departments of Culture, Sports and Tourism, the Departments of Culture and Sports, and the Departments of Tourism have legal personality, possess their own seals and separate accounts in accordance with the provisions of the law; they are subject to the direction and management over organizational structure, staffing, and personnel work of the People's Committee at the provincial level, while also being subject to the direction and supervision over professional matters of the Ministry of Culture, Sports and Tourism.

Article 2. Tasks and Authorities of the Department of Culture, Sports and Tourism

The Department of Culture, Sports and Tourism shall perform tasks and authorities as prescribed in Article 4 of Decree No. 150/2025/NĐ-CP dated June 12, 2025 of the Government on the organization of specialized agencies under provincial People's Committees, municipal People's Committees directly under the central government, and communal People's Committees, ward People's Committees, and special administrative-economic zones directly under the central government (hereinafter referred to as Decree No. 150/2025/NĐ-CP), and the following specific tasks and authorities:

1. On cultural heritage:

a) Organize the implementation of regulations and solutions for mobilizing, managing, and using resources to protect and promote the value of cultural heritage at the local level after approval;

b) Organize research, collection, inventory, and establish nomination files, supplementary nominations, and removal of nominations for intangible cultural heritage and documentary heritage at the local level; provide opinions on the activities of overseas Vietnamese, organizations, and individuals from foreign countries conducting research, collection, and documentation of intangible cultural heritage and documentary heritage in Vietnam within their jurisdiction;

c) Manage and guide the organization of activities to protect and promote the value of cultural heritage, traditional festivals, beliefs associated with historical sites, and historical figures at the local level;

d) Advise and submit to the Provincial People's Committee for approval the Project on protecting and promoting the value of intangible cultural heritage recognized by UNESCO and intangible cultural heritage in the National List of Intangible Cultural Heritage;

đ) Organize inventory, establish lists, prepare scientific classification files, supplementary classifications, and amendments to scientific classification files of historical and cultural relics, scenic spots, and historical monuments; prepare files to adjust the boundaries of protected areas of historical and cultural relics and scenic spots at the local level; implement boundary markers for protected areas of historical and cultural relics according to the authorization of the Chairman of the Provincial People's Committee;

e) Confirm the deterioration status of provincial-level relics and relics in the Inventory of Relics; appraise preservation, restoration, and recovery projects for provincial-level relics and relics in the Inventory of Relics; participate in providing opinions on urgent repair and regular maintenance project files for relics or objects in the Inventory of Relics; provide written opinions on investment construction projects, construction works, and the use of sea areas for marine resource exploitation activities and socio-economic activities within the protected area of provincial-level relics and relics in the Inventory of Relics; investment construction projects, construction works, and the use of sea areas for marine resource exploitation activities and socio-economic activities outside the protected area of provincial-level relics; provide written opinions on the renovation, reconstruction, and repair of individual houses inside and outside the protected area of relics and world heritage sites; issue, reissue, and revoke certificates of practice for relic restoration and certificates of practice for relic restoration organizations with offices in the locality;

g) Receive applications, guide procedures, and submit to competent authorities for issuance of permits for archaeological exploration and excavation; issue emergency excavation permits for underground sites; monitor and supervise the implementation of excavation permit contents at the local level; organize planning and adjustment of archaeological plans for submission to the Provincial People's Committee for approval;

h) Organize reviews and updates of statistics on artifacts belonging to relics, report to the Provincial People's Committee; decide to add, relocate, or change artifacts in national-level relics, provincial-level relics, and relics in the Inventory of Relics owned by the people; guide owners of provincial-level relics and relics in the Inventory of Relics that do not meet the principle to carry out additions, relocation, or changes to artifacts;

i) Appraise artifacts and artifact files proposed for recognition as national treasures by provincial-level museums, management boards, or non-state-owned museums, organizations, or individuals who are owners or legally manage artifacts in the locality;

k) Organize the receipt, preservation, registration, and management of antiquities, ancient objects, national treasures, and documentary heritage handed over or seized in accordance with the law; organize the protection and promotion of the value of national treasures; issue certificates of practice for antique and ancient object trading shops; issue, reissue, and revoke certificates of expertise for antique and ancient object appraisers; issue, reissue, and revoke permits for making copies of antiques, ancient objects, and documentary heritage listed in the National Register of Documentary Heritage within the locality or management scope; issue, reissue, and revoke certificates of eligibility for antique appraisal business for appraisal businesses with offices in the locality; submit to the Chairman of the Provincial People's Committee for decisions on the temporary display, study, or preservation abroad of antiques, documentary heritage listed in the National Register of Documentary Heritage; decide on the temporary display, study, or preservation abroad of antiques, ancient objects, and documentary heritage listed in the National Register of Documentary Heritage within the authority; advise the Provincial People's Committee to identify, establish lists, determine values, mobilize resources, or propose competent authorities to implement plans to recover, purchase antiques, ancient objects, national treasures, and documentary heritage with origins from abroad within the locality and bring them back to the country;

l) Organize the establishment, implementation, and approval of project proposals, programs, and plans for managing and promoting the value of documentary heritage and restoring documentary heritage after listing;

m) Issue, reissue, and revoke operating licenses for non-state-owned museums in the locality; advise the Chairman of the Provincial People's Committee to organize the establishment and appraisal of ranking files, re-ranking files for museums, and decide on rankings and re-rankings of second and third-class museums after receiving written opinions from the Minister of Culture, Sports, and Tourism.

n) Inspect, supervise, and coordinate with units under the Ministry of Culture, Sports and Tourism to check training facilities and the implementation of programs for the preservation, restoration, and recovery of historical and cultural relics, scenic spots, and tourist attractions at the local level;

o) Serve as the permanent agency advising the Provincial People's Committee on matters related to naming and renaming streets, squares, public works, and other public facilities in the locality, to be submitted to the Provincial People's Council;

2. Regarding performing arts:

a) Advise and submit to the Provincial People's Committee for the implementation of state management tasks or the delegation of authority to implement state management tasks and procedures for administrative services concerning performing arts activities within the jurisdiction of the locality, in accordance with the law, and organize their implementation after approval;

b) Guide and organize the implementation of planning related to performing arts organizations within the jurisdiction of the locality, in accordance with the law;

c) Issue documentation confirming Vietnamese individuals participating in beauty and modeling contests abroad, in accordance with the law;

3. Regarding cinema:

a) Organize the implementation of plans using state budget funds to ensure funding for film dissemination activities serving political tasks in highland, mountainous, border, island, ethnic minority, and rural areas;

b) Serve as the permanent member of the Film Script Review Board for films funded by the state budget; participate in the Film Review Board and classification committee of the Provincial People's Committee;

c) Submit to the Provincial People's Committee for issuing, revoking permits for classifying documentary, scientific, and animated films produced or imported by local film institutions;

d) Submit to the Provincial People's Committee for issuing, revoking permits for classifying feature films and hybrid films produced or imported by local film institutions, in accordance with the law on cinema;

đ) Advise the Provincial People's Committee on organizing film festivals, specialized film festivals, themed film events, film competitions, film programs, and film weeks in Vietnam, in accordance with the law;

e) Guide the organization and implementation of other film activities in the locality and inspect their execution;

4. Regarding fine arts, photography, and exhibitions:

a) Organize the implementation of fine arts, photography, and exhibition activities within the jurisdiction of the locality;

b) Receive applications, review, and submit to the Provincial People's Committee for issuing permits for art exhibitions, construction of monuments, grand paintings, sculpture creation camps, and for organizing photography exhibitions in Vietnam, and for exporting photography works from Vietnam for exhibitions abroad, in accordance with the law; revoke such permits when necessary;

c) Issue permits for reproducing artistic works about cultural celebrities, national heroes, and leaders; issue, reissue, and revoke permits for organizing exhibitions by local organizations and individuals that are not for commercial purposes and by foreign individuals organized in the locality that are not for commercial purposes; approve the content of imported artistic and photographic works intended for business purposes, in accordance with the law;

d) Receive notifications of organizing creative work competitions within the jurisdiction of the locality; receive notifications of organizing exhibitions and suspending exhibition activities by organizations and individuals in the locality that are not for commercial purposes, in accordance with the law;

đ) Manage the activities of buying, displaying, and reproducing artistic works in the locality;

5. Regarding copyright, related rights, and cultural industries:

a) Implement measures to protect the lawful rights and interests of the State, organizations, and individuals regarding copyright and related rights, in accordance with the law;

b) Organize the implementation and guide and inspect the execution of regulations on providing, cooperating, ordering, using, and ensuring copyright for works and related rights for performances, sound recordings, audiovisual recordings, and broadcasting programs;

c) Organize the implementation of laws on intellectual property for journalistic works, encoded radio and television programs, and publications, in accordance with the law;

d) Organize the implementation of goals and tasks for developing cultural industries in the locality; organize reviews, propose, or recommend to competent authorities to promulgate mechanisms, policies, and solutions necessary for developing cultural industries in the locality;

6. Regarding libraries:

a) Advise and submit to the Provincial People's Committee for regulations on receiving publications at the provincial library level; implement the transfer of local publication holdings to the provincial library, in accordance with the law;

b) Advise and assist the Provincial People's Committee in receiving notifications of establishing, merging, consolidating, splitting, dissolving, and ceasing operations of specialized libraries at the central level, provincial libraries, specialized libraries at the provincial level, university libraries, and libraries of foreign organizations and individuals serving Vietnamese people located in the area, in accordance with the law;

c) Guide local libraries in building organizational and operational regulations, in accordance with the Ministry of Culture, Sports and Tourism;

d) Submit to competent authorities for issuing policies to support and attract the establishment and development of a library network in the locality, encourage organizations and individuals to maintain community and private libraries serving the community in the locality; modernize libraries; establish cooperation mechanisms between libraries and agencies and organizations to develop libraries and reading culture in the area;

7. Regarding advertising:

a) Take the lead and coordinate with relevant departments to review and submit to the Provincial People's Committee for issuing, reissuing, amending, supplementing, and revoking permits for establishing representative offices of foreign advertising companies in the locality;

b) Receive and process applications for notifications of advertising products on billboards and banners; notifications of organizing groups of people to conduct advertising activities in the locality.

c) Assist the Provincial People's Committee in organizing the development, approval, implementation of the Outdoor Advertising Plan, and reporting periodically on the management of advertising activities in the locality;

d) Guide the implementation of advertising on advertising boards, banners, signs, dedicated advertising screens, in the press, online environment, in publications, and on other advertising media as prescribed by law;

đ) Inspect and handle, within their authority, violations of laws related to advertising activities on various advertising media as prescribed by law;

8. Regarding mass culture, ethnic culture, and propaganda mobilization:

a) Advise and submit to the Provincial People's Committee for recognition of traditional days of the locality; receive registration for organizing festivals; receive notifications of annual festivals with foreign origins, traditional festivals, cultural festivals, and provincial occupational festivals; decide on fireworks shooting or changing the range and duration of fireworks shooting according to the provisions of the law;

b) Guide and organize the implementation of planning for the system of grassroots cultural and sports facilities in accordance with sectoral planning and provincial planning;

c) Guide the establishment of regulations on the organization and operation of grassroots cultural and sports facilities in accordance with the provisions of the law;

d) Guide the implementation of civilized customs in weddings and funerals; build civilized families, civilized villages, and exemplary communes, towns, and special administrative regions;

đ) Take the lead, coordinate with departments, agencies, and mass organizations to direct and guide the "All-Voluntary Movement for a Civilized Lifestyle"; be responsible as the Standing Office of the Provincial Steering Committee for the "All-Voluntary Movement for a Civilized Lifestyle";

e) Organize and inspect the implementation of ethnic cultural policies, preservation, promotion, and development of tangible and intangible cultural values of ethnic communities in the locality;

g) Guide and organize the implementation of content and plans for visual propaganda activities serving political, economic, cultural, social tasks, and relevant planning concerning the visual propaganda system in the locality;

h) Organize competitions (contests, performances), folk art exchanges, mobile propaganda, poster design contests, and poster clusters; provide propaganda materials and posters serving political, economic, cultural, and social tasks in the locality; guide and inspect the implementation of competitions (contests, performances), folk art exchanges, mobile propaganda, and other cultural activities in the locality;

i) Advise and submit to the Provincial People's Committee for issuance, adjustment, and revocation of permits for karaoke services or dance clubs; manage the operation of cultural service businesses, non-networked electronic games, and public entertainment activities in the locality according to the provisions of the law;

k) Guide and inspect the use of the National Flag, Emblem, National Anthem, and portraits of President Ho Chi Minh according to the provisions of the law;

l) Advise, guide, and inspect the implementation of regulations regarding founding days, traditional days, response days, commemorative ceremonies, and other rituals within the scope of management in the locality;

n) Guide the organization of festivals and manage festival activities, implement civilized customs during festivals;

m) Guide and organize the implementation of cultural, sports, and tourism exchanges and cultural arts programs serving ethnic minority groups in the locality; organize the promotion and dissemination of traditional cultures of ethnic minority groups in the locality;

9. Guide, organize the implementation, and inspect the development and implementation of village regulations and community conventions in the locality according to the provisions of the law;

10. Regarding literature:

a) Implement mechanisms and policies on literary activities in the locality according to the provisions of the law;

b) Guide, organize the implementation, and inspect literary activities in the locality according to the provisions of the law;

11. Regarding family affairs:

a) Implement and inspect the implementation of legal provisions related to family affairs, ensuring gender equality in families and preventing domestic violence in the locality;

b) Advise the Provincial People's Committee to develop and improve the workforce for family affairs;

c) Promote education on ethics, lifestyle, and appropriate behavior in Vietnamese families and the value of Vietnamese families in the new era;

d) Collect data, process, and report information on families and prevention of domestic violence;

đ) Issue, reissue, replace, and revoke certificates of registration for establishments providing assistance services to prevent and combat domestic violence according to the provisions of the law;

12. Regarding physical education and sports:

a) Guide and organize the implementation of approved plans and projects for the development of physical education and sports in the locality;

b) Coordinate with sports-related social organizations to promote the benefits and effects of physical education and sports; encourage people to participate in developing sports movements; disseminate knowledge and guide physical exercise suitable for interests, age, gender, occupation, and health status of citizens;

c) Organize professional training for sports instructors according to the provisions of the Minister of Culture, Sports, and Tourism;

d) Establish a competition system, competition plans, and direct and guide the organization of provincial-level sports competitions;

đ) Assist the Provincial People's Committee in managing state activities related to recreational sports in the locality;

e) Take the lead, coordinate with relevant organizations and agencies to create conditions and guide the elderly, disabled, children, young people, and other masses to participate in physical education and sports activities;

g) Organize exploitation, conservation, guidance on practice, performance, and competition of traditional sports, folk games, and traditional health exercises; cooperate with relevant agencies and organizations to promote traditional sports abroad;

h) Guide and organize inspections and evaluations of mass physical education and sports activities in the locality;

i) Coordinate with the Department of Education and Training, the Department of Civil Affairs, the Military Command of the province, the Provincial Police, the Border Guard Corps of the province, and related agencies to organize and implement physical education and sports activities in training institutions, vocational education establishments, armed forces units, and industrial zones and economic zones within the locality;

k) Develop and organize the implementation of plans for selecting, training, and coaching athletes; competition plans for provincial sports teams after approval by competent authorities;

l) Develop plans and guide the organization of sports and physical education congresses at various levels; coordinate with relevant departments and agencies to organize national, regional, and international competitions after being assigned and approved by competent authorities;

m) Implement systems and policies for coaches, referees, and athletes of the province in sports competition activities after approval by competent authorities and in accordance with the provisions of the law;

n) Organize inspections of business conditions for sports activities of professional sports clubs, enterprises, and households engaged in sports activities; issue certificates of eligibility for conducting sports business operations to professional sports clubs and enterprises operating sports activities in accordance with the provisions of the law;

13. Regarding tourism:

a) Organize the implementation of surveys, evaluations, classifications, construction of databases, management, protection, conservation, exploitation, rational utilization, and development of tourism resources in the locality;

b) Implement measures to manage the tourism environment, tourist areas, and tourist sites in the locality; participate in providing opinions on tourism development projects within the administrative area; prepare files to request recognition of provincial-level tourist areas located in two or more communes; assist the provincial People's Committee in preparing files to request recognition of national-level tourist areas within the province;

c) Study, survey, select locations with potential for community-based tourism development; propose policies to support initial necessary equipment and training in knowledge and skills to serve tourists for individuals and households participating in tourism service provision within the community; promote community-based tourism products;

d) Review and submit to the provincial People's Committee for decision on recognizing provincial-level tourist areas and tourist sites in the locality; organize the preparation of files to request the Ministry of Culture, Sports, and Tourism to recognize national-level tourist areas and organize the announcement after receiving the recognition decision;

đ) Issue, reissue, adjust, extend, and revoke licenses for establishing representative offices of foreign travel service enterprises located in the locality; accept written notifications from travel agents regarding the start date of business operations, business location, and information about the enterprise that has appointed the travel agent; issue, reissue, replace, and revoke domestic travel service operation licenses in accordance with the provisions of the law;

e) Review and recognize the list of tourism accommodation facilities rated one star, two stars, three stars, and other tourism service businesses meeting the standards for serving tourists; organize inspections and supervision of minimum technical infrastructure and service conditions of tourism accommodation facilities and the quality of other tourism service businesses meeting the standards for serving tourists; revoke recognition decisions if tourism accommodation facilities or other tourism service businesses fail to maintain recognized quality standards;

g) Accept written notifications from tourism accommodation facilities before they commence operations or undergo changes in name, type, scale, address, and legal representative information, and commitments to meet the conditions for operating tourism accommodation services in accordance with the law;

h) Accept written notifications from organizations and individuals directly operating tourism products that may affect the lives and health of tourists before starting business operations and organize inspections to publish lists of organizations and individuals who have fully implemented safety measures for tourists on the Department's electronic portal;

i) Issue, reissue, replace, and revoke international tour guide cards, domestic tour guide cards, and tour guide cards at points of interest in accordance with the law; inspect training and refresher courses for tour guides and tour guiding activities within the jurisdiction;

k) Develop plans and programs for promoting tourism in the locality in line with national tourism promotion strategies, plans, and programs, and organize their implementation after approval;

l) Organize update knowledge courses and issue certificates of completion for domestic tour guides and international tour guides;

14. Regarding press (including print newspapers, print magazines, online newspapers, online magazines, radio, television, news bulletins):

a) Advise and assist the provincial People's Committee in approving changes to the content recorded in the license for operating print newspapers, the license for operating print magazines, the license for operating online newspapers, the license for operating online magazines, the license for operating both print and online newspapers, and the license for operating both print and online magazines for local press agencies; issue, amend, supplement licenses, approve changes to the content recorded in publication licenses for additional press publications and supplements for local press agencies; issue, approve changes to the content recorded in special edition publication licenses for local agencies and organizations; accept registration of import press catalogues in accordance with the law;

b) Manage circulating press in accordance with regulations and organize inspections of circulating press in the locality;

c) Advise and assist the provincial People's Committee in issuing licenses, approving changes to the content recorded in licenses, and revoking publication licenses for news bulletins for local agencies and organizations in accordance with the law;

d) Present to the competent authority for reply or respond to the notice of organizing press conferences at the local level for local agencies, organizations, citizens, foreign diplomatic missions, and foreign organizations in Vietnam in accordance with the provisions of the law and the delegation of the provincial People's Committee;

đ) Assist the provincial People's Committee in inspecting the operating conditions of representative offices; in cases where they do not meet the requirements, assist the provincial People's Committee in issuing a document requesting the news agency to cease operations of the representative office and handle according to the provisions of the law;

e) Organize the implementation of the plan for the development of broadcasting and television affairs in the locality after approval;

g) Manage broadcasting and television services; manage and issue registration for receiving foreign television signals directly from satellites within the locality in accordance with the provisions of the law.

15. On publishing, printing, and distribution:

a) Advise and assist the provincial People's Committee in issuing, reissuing, extending, adjusting, and supplementing information on permits to establish representative offices in Vietnam of foreign publishers and organizations distributing foreign publications (including enterprises and organizations established abroad engaged in multiple industries including publishing and distribution of publications); issue permits for non-commercial publication materials for central agencies and organizations and foreign organizations; accept registrations and re-registrations for publication distribution activities; issue permits for organizing publication exhibitions and fairs in accordance with the law;

b) Issue and revoke permits for non-commercial publication materials; issue and revoke permits for importing non-commercial publications for local agencies, organizations, and individuals; issue and revoke permits for printing publication materials and printing publication materials for foreign entities for local printing establishments in accordance with the law;

c) Issue and revoke permits for printing activities; confirm registrations for printing establishments; manage the declaration of use of color photocopiers and printers with photocopier functions in the locality in accordance with the law;

d) Issue and revoke permits for publication exhibitions and fairs; temporarily suspend the organization of publication exhibitions and fairs by agencies, organizations, and individuals licensed by the locality; confirm and reconfirm registrations for publication distribution activities for enterprises and public service units in the locality in accordance with regulations;

đ) Manage the screening and reading of publications issued by the locality; inspect and handle according to authority when products printed with signs of violating the law are discovered;

e) Temporarily suspend or stop printing activities if the content of printed products violates the Law on Publishing and the Decree guiding its implementation and report to the Minister of Culture, Sports and Tourism and the Chairman of the provincial People's Committee;

g) Suspend distribution, recall, confiscate, prohibit circulation, and destroy publications that violate the Law on Publishing in the locality upon decision of authorized agencies and organizations in accordance with the law;

16. On electronic information:

a) Advise and assist the provincial People's Committee in issuing, reissuing, amending, supplementing, suspending operations, and revoking certificates of notification for providing social networking services with a low number of regular visitors in accordance with the law;

b) Accept, issue, extend, amend, supplement, temporarily suspend, suspend, and revoke licenses for establishing comprehensive online information portals, certificates for providing online game services G2, G3, G4, and certificates of notification for releasing online games G2, G3, G4 for organizations and businesses in the locality in accordance with the law; take the lead in managing, statistics, and reporting on the operation of comprehensive online information portals, social networks, and online games G2, G3, G4 in the locality;

c) Publicize the list of points providing public online gaming services that have been granted and revoked certificates of meeting the conditions for providing public online gaming services; update the list of online games that have been licensed and had their approval decisions for content and scripts revoked;

d) Take the lead and coordinate with the People's Committee of communes to manage, statistics, and report on the operation, inspection, and handling of violations of public online gaming service points in the locality in accordance with the law;

17. On basic information:

a) Build and organize the management of the basic information system in the locality;

b) Advise on building, organizing the management, and operation of the source information system of the locality;

c) Advise on organizing the provision of information; manage the content of basic information in the locality;

18. On external information:

a) Build regulations and rules on external information activities in the locality;

b) Take the lead and coordinate with relevant agencies to build long-term, medium-term, and annual programs, projects, plans for external information activities of provinces and centrally-administered cities and implement them after approval;

c) Take the lead in reviewing programs, projects, plans for long-term, medium-term, and annual external information activities of specialized agencies under the provincial People's Committee and commune People's Committees; approve according to authority or submit to the provincial People's Committee for approval of programs, projects, plans for external information activities;

d) Present to the provincial People's Committee for approval to agree to display paintings, photographs, and other forms of information outside the premises of foreign diplomatic missions and organizations in the locality or issue an approval document when delegated by the provincial People's Committee in accordance with the law;

đ) Coordinate with the Provincial Party Committee's Propaganda and Mass Mobilization Department to guide external information propaganda work through forms such as press conferences, regular press briefings, special press briefings, and on the websites of centrally-administered provinces and cities;

19. Organize training, capacity building, and instruction for cultural and artistic talents and sports in the locality.

20. Carry out work on competition and rewards within the assigned management field in accordance with the laws on competition and rewards.

21. Perform other tasks and powers delegated by the Provincial People's Committee and the Chairman of the Provincial People's Committee, and in accordance with the regulations on分级授权and法定职能划分。

Article 3. Tasks and Powers of the Department of Culture and Sports, the Department of Tourism

1. The Department of Culture and Sports shall perform the tasks and powers as prescribed in Article 4 of Decree No. 150/2025/NĐ-CP and those specified from Clause 1 to Clause 12 and from Clause 14 to Clause 21 of Article 2 of this Circular.

2. The Department of Tourism shall perform the tasks and powers as prescribed in Article 4 of Decree No. 150/2025/NĐ-CP and those specified in Clause 13, Clause 20, and Clause 21 of Article 2 of this Circular.

Chapter II
FUNCTIONS, TASKS, AND POWERS OF

THE SOCIAL AND CULTURAL DEPARTMENT UNDER THE PEOPLE'S COMMITTEE AT THE COMMUNE LEVEL

IN THE FIELDS WITHIN THE SCOPE OF STATE MANAGEMENT BY THE MINISTRY OF CULTURE, SPORTS AND TOURISM

Article 4. Position and Functions

1. The position and functions of the Social and Cultural Department shall be carried out in accordance with Article 11 of Decree No. 150/2025/NĐ-CP.

2. The Social and Cultural Department shall perform the function of advising and assisting the Commune People's Committee in state management over culture; family; physical education and sports; tourism; advertising; radio and television; press; grassroots information; and foreign information (the performance of state management over other industries and fields is regulated by the Circular of the Minister managing such industry or field)..

3. The Social and Cultural Department shall be subject to the direction, inspection, and guidance on professional matters by the Department of Culture, Sports and Tourism or the Department of Culture and Sports, and the Department of Tourism.

Article 5. Tasks and Powers in the Field of Culture and Information

The Social and Cultural Department shall perform the tasks and powers as prescribed in Article 12 of Decree No. 150/2025/NĐ-CP, and those concerning culture, family, physical education and sports, tourism, advertising, radio and television, press, grassroots information, and foreign information as stipulated by law, and the following specific tasks and powers:

1. Submit to the Commune People's Committee for issuance, amendment, supplementation, extension, reissuance, or revocation of certificates confirming eligibility to operate public electronic game service establishments on the local territory in accordance with the law.

2. Advise and assist the Commune People's Committee in receiving registration for organizing festivals; receiving notifications of organizing traditional festivals, cultural festivals, and occupational festivals at the commune level; approving plans for organizing community response days at the commune level; managing advertising activities on the commune territory; receiving notifications of organizing artistic performances, contests, and art performance meetings; receiving notifications of beauty pageants and model contests; receiving notifications of public film screenings by accommodation service providers, food service providers, nightclubs, shops, stores, and other public places; receiving reports on organizing mass sports competitions at the grassroots level in accordance with the law.

3. Advise and assist the Commune People's Committee in receiving applications for establishing, merging, consolidating, dividing, dissolving, ceasing operations of libraries at the commune level; preschool education institutions, general education institutions, vocational education institutions, and other educational institutions; private libraries serving the community located on the local territory; managing declarations and activities of photocopier service establishments in accordance with the law.

4. Advise and assist the Chairman of the Commune People's Committee in collecting and reporting information on families and preventing domestic violence in accordance with the law; establish the Council to determine the extent of support for damage suffered by individuals participating in preventing domestic violence.

5. Advise and assist the Commune People's Committee in organizing the implementation of strategies, programs, and plans for grassroots information development in the locality and implementing information systems, reporting, and statistics on grassroots information activities in accordance with the law and guidelines of the Provincial People's Committee.

7. Guide organizations, units, and people in the commune to implement cultural and artistic movements; physical exercise and sports movements; building civilized lifestyles in weddings, funerals, and festivals; building the "All-Volunteers Movement for a Civilized Life"; building and guiding the assessment and awarding of titles of civilized families, civilized villages, and residential wards; advise on building exemplary communes, towns, and special administrative zones; build and implement village covenants and regulations; protect and promote the values of historical and cultural relics, scenic spots, and intangible cultural heritage; manage, protect, renovate, exploit, and use rationally and promote the value of tourism resources, tourism environment, tourist areas, and tourist sites on the local territory.

8. Inspect the activities of public service units, cultural and sports facilities at the grassroots level, public entertainment venues, public electronic game service establishments, photocopier service establishments, printing establishments, and distribution establishments (including branches and business locations of these establishments) and other establishments operating services, organizations, and individuals engaged in fields within the scope of state management advised by the Ministry of Culture, Sports and Tourism on the local territory in accordance with the law.

9. Organize external information activities on the local territory in accordance with the guidance of the Department of Culture, Sports and Tourism or the Department of Culture and Sports.

10. Carry out regular and ad hoc information, statistics, and reporting work on the situation of activities in fields within the scope of state management advised by the Ministry of Culture, Sports and Tourism in accordance with the regulations of the Department of Culture, Sports and Tourism, the Department of Culture and Sports, the Department of Tourism, and the Commune People's Committee.

11. Perform other tasks assigned by the Commune People's Committee and the Chairman of the Commune People's Committee in accordance with the分级授权and法定职能划分的规定。

Chapter III
IMPLEMENTATION

Article 6. Effectiveness

1. This Circular takes effect from July 1, 2025.

2. Circular No. 08/2021/TT-BVHTTDL dated September 8, 2021, issued by the Minister of Culture, Sports and Tourism guiding the functions, tasks, and powers of the Department of Culture, Sports and Tourism, the Department of Culture and Sports, and the Department of Tourism under the People's Committee of the province; and the Cultural and Information Office under the People's Committee of the district shall cease to be effective from the date this Circular takes effect.

Article 7. Responsibility for Implementation

1. The People's Committee of the province shall specify in detail the functions, tasks, and powers of the Department of Culture, Sports and Tourism or the Department of Culture and Sports, and the Department of Tourism; and provide detailed guidance on the functions, tasks, powers, and organizational structure of the Social and Cultural Office under the People's Committee of the commune in accordance with this Circular and other relevant legal documents.

2. The People's Committee of the commune shall specify in detail the functions, tasks, and powers of the Social and Cultural Office in accordance with the guidance of the People's Committee of the province, this Circular, and other related documents.

3. During the implementation process, if there are any difficulties, the People's Committee of the province and the agencies, units, and individuals concerned are requested to promptly report to the Ministry of Culture, Sports and Tourism for research and appropriate amendments and supplements./.
