DECISION OF THE PRIME MINISTER
Approving the Program on Developing Physical Education and Sports at Communes, Wards, and Towns until 2010
To develop physical education and sports at communes, wards, and towns until 2010
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Physical Education and Sports Ordinance dated September 25, 2000;
Pursuant to Decision No. 57/2002/QĐ-TTg dated April 26, 2002 of the Prime Minister approving the Master Plan for Developing the Physical Education and Sports Industry until 2010;
At the proposal of the Minister and Chairman of the Physical Education and Sports Committee,
DECISION:
Article 1. Approves the Program on Developing Physical Education and Sports at Communes, Wards, and Towns (hereinafter referred to collectively as commune level) until 2010 with the main contents as follows:
I. OBJECTIVES OF THE PROGRAM
1. General Objective:
Expanding and enhancing the effectiveness of mass physical education and sports movements at communes, wards, and towns throughout the country; mobilizing the strength of the entire society to care for physical education for the people, ensuring that each citizen at commune, ward, and town levels can enjoy and participate in cultural and sports activities aimed at strengthening health, contributing to building a well-rounded Vietnamese person both intellectually and physically, serving labor production, work, and study; contributing to social stability, maintaining political security, and combating social evils. Striving to eliminate all "white communes" regarding physical education and sports by 2010 and making regular physical exercise a daily habit for the majority of the population.
2. Specific targets by 2010:
a) Achieve a rate of 23 - 25% of the national population regularly participating in physical education and sports.
b) The number of physical education and sports instructors, volunteers at the commune level nationwide trained and educated in physical education and sports skills reaches over 90%.
c) The number of communes, wards, and towns establishing physical education and sports training sites reaches over 80%.
II. OBJECTS AND SCOPE OF EFFECT OF THE PROGRAM
1. Objects: all strata of the population, including: youth, students, elderly people, persons with disabilities, farmers, workers, officials, civil servants, employees, and residents living in communes, wards, and towns.
2. Scope of effect: administrative units at commune, ward, and town levels throughout the country.
III. MAIN TASKS AND IMPLEMENTATION SCHEDULE
1. Main tasks
a) Building the physical education and sports movement at the commune level
- Continuing to launch the movement "Healthy to Build and Defend the Homeland" and the campaign "All People Exercise According to the Example of Great President Ho Chi Minh" linked with the campaign "All People Unite to Build a Cultural Life." Each citizen chooses at least one sport or form of exercise suitable for themselves.
- Establishing and strengthening mechanisms for cooperation between state management agencies on physical education and sports and local political-social organizations in promoting and organizing physical education and sports activities for all groups at commune, ward, and town levels, aiming to attract a large number of citizens to regularly engage in physical exercise.
- Exploiting, preserving, and developing traditional sports and folk games in each locality; gradually incorporating these into the content of traditional festivals, cultural and sports days, and sports meetings at commune, ward, and town levels to promote the physical education and sports movement and enhance spiritual cultural life.
b) Building the organizational structure and operational mechanism of physical education and sports organizations at the commune level.
- Organizational structure: based on economic and social conditions and the physical education and sports movement in the area, the People's Committee at the commune level establishes various forms of physical education and sports facilities such as Cultural and Sports Centers, Cultural and Sports Houses, or Sports Clubs to manage physical education and sports activities within the commune, ward, and town.
- Cooperating with social organizations to establish sports clubs suitable for age groups, circumstances, and exercise needs of residents in the area.
- Promoting and mobilizing organizations, individuals, and economic sectors in the area to invest in physical education and sports, establishing sports service facilities according to Decree No. 73/1999/NĐ-CP dated August 19, 1999 of the Government on policies encouraging socialization in educational, healthcare, cultural, and sports activities and other relevant regulations.
c) Training and improving the cadre of physical education and sports instructors and volunteers at the commune level.
- Building a cadre of physical education and sports instructors meeting the following criteria:
+ Regarding the number of physical education and sports instructors for commune-level units: ensuring each community (village, hamlet) has at least one instructor or volunteer;
+ In terms of professional qualifications: commune-level physical education and sports instructors must be trained and improved in professional and vocational physical education and sports at provincial-level training classes;
+ Working principles: commune-level physical education and sports instructors work on a part-time basis or under contract.
- Establishing and promulgating regulations on:
+ Instructor standards for physical education and sports;
+ Employment and policy systems for physical education and sports instructors working on a part-time or contractual basis;
+ Content of professional and vocational training courses for training and education at various levels.
d) Building a system of physical education and sports training facilities and grounds at the commune level.
- Criteria and standards for physical education and sports facilities and grounds:
+ Urban areas need to ensure at least: 1 general sports field, 1 to 2 simple training rooms, 4 to 6 fields for individual sports, 1 swimming pool;
+ Mountainous and island areas need to ensure at least: 1 sports and recreational field, 1 simple training room;
+ Coastal, Central, Red River Delta, and Mekong Delta areas need to ensure at least: 1 general sports field, 2 to 4 fields for individual sports, 1 simple training room, 1 simple swimming pool.
- Striving to achieve a land area allocated for physical education and sports training of 2 - 3 square meters per capita by 2010.
- Recommending competent authorities and related agencies to establish enforcement measures to ensure compliance with state regulations on allocating land funds in urban and rural land planning.
- Mobilize agencies, mass organizations, and economic organizations within the locality to proactively build and maintain physical exercise and sports training facilities through socialization mechanisms.
2. Implementation Schedule
The program will be implemented in two phases:
a) Phase I: 2005 - 2006 (2 years)
The main tasks of this phase are to complete all preparatory work for the implementation of the Program and to direct the implementation of pilot models at commune, ward, and town levels.
b) Phase II: 2007 - 2010 (4 years)
Based on the summary and evaluation of the results from Phase I, expand the models of exemplary communes and wards regarding physical exercise and sports nationwide.
IV. IMPLEMENTATION MEASURES
1. Strengthen the leadership of the Party and local authorities at all levels over physical exercise and sports activities at the commune level.
2. Develop forms of mass physical exercise and sports activities at the commune level that are suitable for different groups and specific conditions in various areas: cities - towns, mountainous regions, northern plains, central coastal areas, southeastern coast, southern central coast, and southwestern region.
3. Build and guide the establishment of model projects based on classifying seven specific groups: midland - northern mountainous area, Red River Delta, North Central region, central coastal region, Central Highlands, southeastern region, and southwestern region.
4. Implement a multi-sector coordination mechanism in the work of deploying and implementing the Program.
5. Inspect and evaluate the implementation of policies encouraging the development of mass physical exercise and sports activities and the application of socialization policies for sports activities at the commune level.
6. Deploy and implement regular and periodic competition and reward activities and propaganda work for physical exercise and sports activities at the commune level.
V. IMPLEMENTATION
1. Sports Committee
a) Take the lead and coordinate with provincial and centrally-administered city People's Committees to direct and guide the Departments of Physical Culture and Sports (Departments of Culture, Information, and Sports) to develop plans to implement physical exercise and sports activities at the commune, ward, and town levels based on the Planning for the Development of the Physical Culture and Sports Industry until 2010 and the content of this Program, in accordance with the actual conditions and circumstances of each locality.
b) Take the lead and coordinate with the Ministry of Home Affairs, the Ministry of Natural Resources and Environment, the Ministry of Construction, and the Ministry of Finance to develop policies related to the implementation of the Program's objectives.
c) Take the lead and coordinate with political and social organizations and other social organizations to organize and implement physical exercise and sports activities at the commune level according to the approved content of the Program.
d) Coordinate with the Ministry of Culture and Information:
- Develop and guide the implementation of the Regulations on the operation of Cultural and Sports Centers at the commune, ward, and town levels;
- Issue and guide the implementation of the Regulations on the establishment and operation of Sports Clubs, Cultural and Sports Villages and Communities, and Cultural and Sports Families.
đ) On the basis of the content of the Program approved by the Prime Minister, referring to current regulations, coordinate with the Ministry of Planning and Investment and the Ministry of Finance to unify the allocation of state budget funds to implement the Program's goals and tasks.
2. The Ministry of Natural Resources and Environment
Take the lead and coordinate with provincial and centrally-administered city People's Committees to review, supplement, and perfect regulations on land planning for physical exercise and sports and establish enforcement mechanisms for these regulations.
3. Ministry of Finance
a) Allocate funding and guide the implementation of this Program in accordance with current regulations.
b) Take the lead and coordinate with relevant ministries and sectors to submit to competent authorities for supplementation and perfection of the system of policies encouraging the development of various types of physical exercise and sports (public and non-public) at the commune level.
4. The Ministry of Planning and Investment
Coordinate with the Sports Committee to develop and invest in implementing projects under the approved content of the Program.
5. Ministry of Home Affairs
Take the lead and coordinate with relevant ministries and sectors to develop guidelines for the establishment and operation of Cultural and Sports Centers at the commune level.
6. Ministry of Construction
Coordinate with the Sports Committee to develop procedures, standards, and design templates for basic sports facilities at the commune level.
7. The Ministry of Culture and Information
ưTake the lead and coordinate with the Sports Committee to develop village and community cultural and sports systems and Cultural and Sports Centers at the commune level.
8. Chairmen of provincial and centrally-administered city People's Committees, based on the approved content of the Program, develop five-year and annual plans for their respective localities to implement the Program's objectives and tasks; allocate specialized staff for physical exercise and sports activities appropriate to each type of commune and ward, and in compliance with current laws.
9. Request the Vietnam Fatherland Front, the Vietnam Women's Union, the Vietnam Farmers' Association, the Ho Chi Minh Communist Youth Union, and the Vietnam Veterans Association to cooperate with the sports sector to mobilize and organize the people in communes, wards, and towns to participate in and complete the targets set out in this Program.
VI. FUNDING FOR PROGRAM IMPLEMENTATION
The Programme for the Development of Physical Education and Sports at Communes, Wards, and Towns until 2010 shall be implemented through the following sources of funding:
1. State Budget
- The central budget shall ensure the implementation of certain contents of the initial phase, including: compiling guidance materials, training instructors, publicizing and educating, building a website, establishing some model projects, and partially supporting the funding for organizing national-level physical education and sports competitions.
- The local budget shall ensure the implementation of tasks such as constructing infrastructure, purchasing exercise equipment, and regular physical education and sports activities within the commune, ward, and town areas.
2. Other sources of capital include:
- Sponsorship (both domestic and international) and support from agencies, organizations, and individuals.
- Voluntary contributions from the people.
- Revenue from services and other lawful income.
Article 2. Effectiveness
This Decision takes effect fifteen days from the date of publication in the Official Gazette.
Article 3. Responsibility for Implementation
The Minister in charge of the Physical Education and Sports Committee shall be responsible for directing, urging, and inspecting the implementation of this Programme.
Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of People's Committees of provinces and centrally governed cities are responsible for implementing this Decision./.
