of Tuyen Quang Province until 2020
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Considering the proposal of the People's Committee of Tuyen Quang Province at Document No. 41/TTr-UBND dated November 9, 2007, and the opinion of the Minister of Planning and Investment at Document No. 901/BKH-TĐ&GSĐT dated February 12, 2008 regarding the overall planning for socio-economic development of Tuyen Quang Province until 2020.
DECISION:
Article 1. Approving the overall planning for socio-economic development of Tuyen Quang Province until 2020, with the main contents as follows:
I. DEVELOPMENT VIEWS
- Strengthening rapid and sustainable economic growth, effectively exploiting the potential and strengths of the Province, gradually narrowing the gap in development levels compared to the national average, quickly escaping from being a less developed province; ensuring organic relationships with the socio-economic development of the Northeast and Northern Mountainous regions; integrating rapidly with other economic regions and the whole country; implementing the process of international economic integration effectively.
- Developing various forms of economy; maximizing internal resources while strongly attracting external resources to develop the economy of the Province.
- Combining economic development with cultural and social development, improving the quality of human resources. Balancing economic development between different areas within the Province, focusing on developing key economic zones as driving forces for other areas' development; reducing disparities in living standards among different social strata. Implementing ethnic policies well, poverty reduction policies, and policies for difficult areas; gradually improving the material and spiritual life of the people.
- Closely combining economic and social development with national defense, security, and environmental protection.
II. DEVELOPMENT OBJECTIVES
1. General Objective
Building Tuyen Quang as a comprehensively developed province, continuing to maintain high-speed and sustainable economic growth, a civilized society, preserved ecological environment, and maintained national defense and security. Rapidly transforming the economic structure towards industrialization and modernization with an economic structure consisting of industry - services - agriculture and forestry. Striving to become a relatively developed province in the Northern Mountainous region and reach the national average level by 2020.
2. Specific objectives
- The average annual growth rate of Gross Domestic Product (GDP) during the period up to 2010 will exceed 14%; during the period 2011-2015 will exceed 14.5%; during the period 2016-2020 will exceed 14.8%.
- Per capita GDP in 2010 will exceed 12 million VND (equivalent to 740 USD); in 2020 will exceed 30 million VND (equivalent to 2,000 USD).
- Quickly transform the current economic structure (agriculture and forestry - industry - services) to an economic structure of industry - services - agriculture and forestry.
- By 2010, the proportion of the industry and construction sector will be 40%; service sectors will account for 35%, and agriculture and forestry sectors will account for 25%.
- By 2020, the proportion of the industry and construction sector will be 46%; service sectors will account for 36%, and agriculture and forestry sectors will account for 18%.
- Industrial production value (fixed prices of 1994) will reach over 36,000 billion VND by 2010; over 100,000 billion VND by 2020.
- Food grain output will exceed 320,000 tons. Average per capita food consumption will be over 400 kg/person by 2020.
- Export turnover will reach over 27 million USD in 2010 and over 100 million USD in 2020.
- Developing agricultural and forestry economies while protecting the ecological environment, maintaining forest coverage above 60%.

- Increasing the average life expectancy of the population to over 70 years old by 2010 and 73 years old by 2020. Reducing the malnutrition rate of children under five years old to below 15% by 2010 and below 10% by 2020. Reaching 18 hospital beds per 10,000 people by 2010 and 20 beds per 10,000 people by 2020.
- During the period up to 2010, creating new jobs for over 58,000 workers; during the period 2011-2020, creating new jobs for over 100,000 workers. Reducing the unemployment rate in urban areas to below 3.5% by 2010 and below 2.5% by 2020. Increasing the proportion of trained labor to over 30% by 2010, including vocational training over 15%; by 2020, the proportion of trained labor will reach over 50%, including vocational training at 30%.
- The poverty rate will be below 15% by 2010 and below 10% by 2020.
- By 2020, 100% of urban residents and over 95% of rural residents will have access to clean water.
- 100% of newly established production facilities will apply clean technology, equipped with devices to reduce pollution and treat waste.
- 100% of centralized industrial parks and clusters and industrial points will have systems for collecting and treating waste and wastewater that meet environmental hygiene standards.
- 100% of cities in the province will have systems for collecting and treating household waste, production waste, wastewater, and medical waste, hazardous waste.
III. DIRECTION FOR DEVELOPMENT OF INDUSTRIES AND SECTORS
1. Development of the Industry Sector
- Up to 2010: Focus on rapidly developing the processing industry for agricultural and forestry products; production of building materials; mining and processing industries to exploit natural resources efficiently; developing mechanical industries serving agriculture and forestry; consumer goods manufacturing and other industries. Encouraging the development of advantageous industries suitable for local raw materials and resources such as paper and pulp production, wood processing, MDF panels, tea processing, small hydropower projects, cement production, steel billet production, ferromanganese production, barite powder, limestone powder, and products made from stone.
- Planning and investing in infrastructure for the Long Binh An Industrial Park - Service - Urban Cluster, industrial clusters in Na Hang, Chiem Hoa, Ha Myen, and Son Duong counties.
- From 2011 to 2020: Concentrating resources for the development of high-tech industries, consumer goods manufacturing, and export-oriented industries such as paper production, wood processing for export, high-quality tea processing, steel production, auto and motorcycle parts manufacturing, electronics and information technology, textile, leather and footwear, machinery assembly, and agricultural and forestry product processing...
- Continue to invest in infrastructure and attract investment in industrial clusters and industrial zones of the province; encourage the development of industry and small-scale handicrafts in rural areas, plan the development of small-scale and handicraft industries towards concentration to produce goods.
2. Develop service sectors
- Encourage economic components to participate in commercial activities serving production and people's livelihoods; expand product consumption markets. Plan the construction of some trading centers, supermarkets, and wholesale markets. The total volume of goods and services consumed socially increases on average by 20% per year during the period from 2006 to 2010, increasing by 24% during the period from 2011 to 2020. Vigorously develop foreign trade, expand export markets; export value reaches over 27 million USD in 2010, reaching over 100 million USD in 2020, with an average annual growth rate of 18%.
- Develop tourism into a key economic sector, create more jobs, effectively exploit the tourism potential of the Province. Develop tourism towards concentrated investment in three main areas: Historical and cultural tourist area, Resort tourist area, Ecotourism area. By 2010, attract over 500,000 tourist visits, total revenue from tourism reaches 500 billion VND, creating employment for 8,000 workers. In 2020, attract over 1.5 million visitors, total revenue is 2 trillion VND, creating employment for 21,000 workers.
- Develop transportation to meet the requirements of socio-economic development; improve road transport capacity and quality; develop inland waterway transport; encourage the development of public transport in urban areas; transport serving mountainous, remote, and far-flung regions. Volume of goods circulation increases by 16% annually until 2010, by 6.4% annually during the period from 2011 to 2020. Volume of passenger circulation increases by 15% annually until 2010, by 5.5% annually during the period from 2011 to 2020.
- Vigorously develop domestic and international postal and telecommunications services; enhance the efficiency of operations at cultural postal stations,普及邮政和电信的基本服务。争取到2010年,每百人电话拥有量达到15部,到2020年达到25部。

a) 教育和培训发展

- Promote socialization in education and training. By 2010, 99% of people aged 15 to 35 will be literate, 100% of civil servants, officials, and employees in state agencies will participate in courses to improve their professional expertise, 85% of rural households will participate in programs to enhance the quality of life; by 2020, all these ratios will reach 100%. Strive to ensure that all cadres and civil servants at the commune level and above have a college-level or higher educational qualification by 2020.
b) Health, population, family, and children.
- Ensure that more than 98% of children under one year old are fully vaccinated with prescribed vaccines each year. Implement effectively the program to prevent and combat malnutrition among children, ensuring that the rate of malnourished children is below 15% in 2010 and below 10% in 2020.
- Strive for 100% communes, wards, and towns to meet national standards for health; 100% of communes will have doctors providing medical services to the people, with over 80% of communes having doctors who are part of the health station's staff; each health worker in a commune serves from 1,000 to 1,500 residents; 100% of villages and hamlets will have village health workers; achieve a ratio of 8 doctors per 10,000 people. Ensure that all citizens can conveniently access high-quality healthcare services at various levels. By 2010, there will be 18 hospital beds per ten thousand people, and by 2020, there will be 20 hospital beds per ten thousand people.
- Promote socialization in healthcare; encourage the establishment of non-public hospitals and high-quality medical treatment services.
- Continue to train and improve the professional qualifications of the health workforce. Ensure that directors, deputy directors, heads, and deputy heads of departments in provincial general hospitals, district health centers, and departments of the Provincial Department of Health have a bachelor’s degree or higher. By 2020, 90% of doctors in the provincial general hospital will have a bachelor’s degree or higher.
c) Cultural information development, radio, and television.
- Strive to ensure that 90% of households achieve the title of cultural family by 2020; 80% of villages, hamlets, and community groups achieve the title of cultural village, hamlet, or community group; 100% of communal cultural houses have equipment for activities; 100% of communes have libraries.
- Invest in restoring, preserving, and enhancing historical and cultural relics; exploit and protect cultural institutions and values to combine with tourism development. Complete and equip communal cultural houses through socialization methods. Build some ethnic cultural villages linked with tourism development.
- By 2020, 97% of the population will listen to the radio, and 93% of the population will watch television.
d) Physical culture and sports.
- By 2020, 30% of the population will regularly engage in physical exercise and sports; 25% of households will achieve the standard of "Sports Family".
đ) Poverty reduction and social security.
Implement comprehensive measures, mechanisms, and policies to implement the poverty reduction program. Develop infrastructure to provide poor people with access to public services; focus on investing in facilities serving production and living conditions of poor households. Strive to reduce the poverty rate to below 15% by 2010 and below 10% by 2020.
5. Resource management and environmental protection.
- Rationally exploit and use natural resources (land, water, minerals, environment) sustainably, efficiently, and economically. Exploit land funds effectively; allocate land fund usage reasonably according to the economic structure of industry - services - agriculture and forestry. Conduct surveys, assess, and create maps for planning exploration, exploitation, and utilization of mineral resources in Tuyen Quang Province. Survey and evaluate reserves and quality of mineral types. Organize rational, efficient exploitation and processing of mineral resources while protecting the environment.
- Limit the extent of environmental pollution increase; prevent, reduce environmental pollution, restore and improve the environment in areas and regions suffering degradation; conserve biodiversity; gradually improve the quality of the environment in urban areas and industrial zones, tourist areas. Construct landfill sites and waste treatment plants to replace the Nong Tien Commune landfill site, Tuyen Quang City; each county must have at least one landfill and waste treatment area meeting environmental hygiene requirements. Plan and develop domestic water supply and environmental sanitation systems within the province.
6. National defense and security.
Develop the economy and society in conjunction with strengthening national defense and security. Build a strong people's defense posture and a robust people's security posture. Ensure political stability, social order, and safety, and guarantee the development of the economy and society in the province.
IV. INFRASTRUCTURE STRUCTURE.
1. Transportation sector.
Upgrade existing road transportation projects; invest in new key projects to enhance capacity and complete the network of road, waterway, and railway transportation.
- Phase until 2015: construct the Yen Bai - Tuyen Quang - Thai Nguyen railway line; the Ho Chi Minh Highway, expressway, National Route 37B, National Route 2B; construct provincial roads (new sections) according to the plan including DT 190, DT 185, DT 188, DT 189, DT 186; simultaneously upgrade and build new urban roads, county roads in accordance with the plan; accelerate the construction and upgrading of rural roads.
- Phase 2016-2020: continue to complete and gradually modernize the transportation network within the province.
+ Roadways:
Expressways: invest in the Tuyen Quang - Doan Hung expressway connecting to the Haiphong - Kunming expressway.
National highways: renovate and upgrade national highway routes to reach Class III scale by 2020, including National Highway 2, National Highway 2C, National Highway 2B, National Highway 37, National Highway 37B, National Highway 279, the Ho Chi Minh Highway.
Provincial roads: renovate and upgrade provincial roads to reach Class IV scale by 2020, including DT 190, DT 185, DT 186, DT 187, DT 188, DT 189. Provincial roads passing through cities, towns, and marketplaces will be expanded to urban road standards.
County roads: plan 15 county road routes. Renovate and upgrade county roads to reach Class V scale by 2020.
Urban roads: plan urban roads in line with urban development plans within the province.
+ Railways: implement according to the central government's plan for the railway line connecting Yen Bai - Tuyen Quang - Thai Nguyen.
+ Waterway. Investment in water transport projects from Viet Tri to the downstream of the Tuyen Quang hydropower plant; develop water transport so that vessels with a capacity of 200 tons can operate. Construct a system of river ports to serve cargo transportation, passenger services, and tourism development.
2. Power grid
- Focus on renovating and developing distribution networks, managing and using power grids safely and effectively. Strive to reach a commercial electricity output of 1,000 million kWh by 2020.
- Continue to invest in small hydropower plants: Chiem Hoa Hydropower Plant, Hung Loi 1 Hydropower Plant, Hung Loi 2 Hydropower Plant (Yen Son district); Thac Rom Hydropower Plant (Chiem Hoa district); Nam Vang Hydropower Plant (Na Hang district); Phu Luu Hydropower Plant (Ha Myen district) and other small hydropower plants.
3. Water supply and drainage systems
- Expand the scope and improve the quality of water supply, striving for 100% of urban population and over 95% of rural population to have access to clean water by 2020.
- Concentrate investment in urban drainage works; implement measures to treat solid waste and wastewater in urban areas, industrial zones, tourist areas, and hospitals.
4. Irrigation systems
- Invest in constructing irrigation works according to planning; manage, repair, upgrade, and exploit existing works effectively to enhance irrigation capacity.
- Build levees to protect the downstream of the Tuyen Quang hydropower plant, the Lo River bank (through Tuyen Quang city), and the Pho Day River bank (through Tan Trao historical site, Son Duong district).
5. Social infrastructure
- Education and training: focus on deep investment, upgrading, and strengthening material facilities for schools in the province. Strive to build schools and classrooms firmly by 2020, equipped with sufficient classrooms, functional rooms, and teaching and learning equipment. Continue to prioritize investment in building kindergartens and primary and secondary schools in particularly difficult communes, high schools, vocational schools, and ethnic minority boarding schools.
- Health care: concentrate investment to upgrade and complete the basic health network; invest comprehensively according to national standards for commune, ward, and town health stations. Continue to allocate capital to renovate, expand, upgrade, and equip the Provincial General Hospital, My Lam Mineral Spring Rehabilitation Hospital, and provincial and district hospitals to basically meet the requirements of medical examination and treatment for the people. From 2007 to 2010, upgrade the Secondary Medical School to a College of Medicine; from 2011 to 2020, upgrade it to a University of Medicine.
- Culture and information, physical education and sports: restore, preserve, renovate, and promote the value of historical and cultural relics. Plan construction of cultural and information facilities, sports facilities from the provincial level to the grassroots level. Continue to invest in building communal cultural houses, village cultural houses. Focus investment in constructing projects such as the Provincial Conference Center, Provincial Square, Provincial Museum, Provincial Comprehensive Science Library, Youth and Children Activity Center... Establish a provincial cultural arts training school to train cadres and cultural and artistic staff.
Upgrade and modernize broadcasting and television equipment to improve reception and transmission quality. Build community-level FM radio and television stations at the commune level.
Invest in building the Provincial Sports Complex, Underwater Sports Area. In each district, build sports centers, stadiums, playgrounds, practice fields... Plan sports areas for industrial zones, clusters, and urban areas.
V. DEVELOPMENT DIRECTION BY TERRITORIAL ZONES
1. Development orientation by region
Develop according to three main regions:
a) Northern mountainous region
- Includes Na Hang, Chiem Hoa, and Ha Myen districts. Rapidly develop the socio-economic conditions of the northern mountainous region to reduce poverty and narrow the gap with other regions in the province regarding living conditions and social progress.
- Focus on investing in building socio-economic infrastructure such as transportation networks, power systems, clean water supply, irrigation...; develop education and training, improve the literacy rate and public health, meeting the region's development needs. Promote agricultural and forestry production, leverage the region's advantages in industrial crops and fruit trees. Focus on developing large livestock production towards commodity production. Vigorously develop raw materials for paper and large timber production for manufacturing and export.
- Develop mining and processing industries for various minerals. Focus on developing eco-tourism and historical-cultural tourism. Complete the Tuyen Quang Hydropower Project; construct other small hydropower plants. Develop infrastructure, production, and services based on Tuyen Quang Hydropower as a driving force for development.
b) Central region
- The central region includes Tuyen Quang city and surrounding areas. Strive to build Tuyen Quang city into a provincial capital for economic, political, cultural, scientific and technological, industrial, service, tourism, and transportation activities, serving as a driving force for socio-economic development in all regions of the province.
- Form a synchronized infrastructure system, especially transportation networks and communication networks, ensuring smooth connections within the province and with other provinces.
- Vigorously develop construction materials industry, agricultural and forestry product processing, mineral processing... plan and develop and attract investment into Long Binh An Industrial Clusters - Service - Urban Areas. Exploit the My Lam Mineral Spring Tourist Area well to become a breakthrough point for Tuyen Quang tourism; simultaneously develop historical and cultural tourism sites in Tuyen Quang city.
c) Southern region
- Includes Yen Son and Son Duong districts. This is a region rich in mineral resources and has a large area of agricultural land, including the Tan Trao ATK revolutionary base with many historical sites. It is densely populated, with relatively developed literacy; infrastructure is quite good with road, railway, and river transportation.
- Focus on developing agriculture and forestry towards commodity production. Vigorously develop mining and mineral processing industries. Preserve and renovate the revolutionary base; invest in building and exploiting the potential of tourism in the Tan Trao National Cultural and Ecological Tourism Area with regional significance.
2. Urban spatial development
- Stage up to 2010: adjust the administrative boundaries of Tuyen Quang city, upgrade it from a fourth-class urban area to a third-class urban area; establish a town for the district seat of Yen Son district.
- Stage 2011-2020: continue to adjust the administrative boundaries of Tuyen Quang city, upgrade Tuyen Quang city to Tuyen Quang city; divide the current Na Hang district into Na Hang city and one district directly under the province; establish a new district based on dividing some communes of Yen Son district and Song Da district.
- Develop rural residential areas: the proportion of rural population will account for about 85% of the total population in 2010 and 75% in 2020; continue to invest in building 38 commune centers and some newly developed commune centers; the rural area will have centers and residential points reasonably arranged based on the combination of production, transportation conditions, water sources; build infrastructure systems and cultural facilities in residential areas.
VI. MAJOR DEVELOPMENT SOLUTIONS
1. Regarding mobilizing investment capital
- To achieve the economic and social development goals of the Province until 2020 and the predicted economic growth rate, it is estimated that the demand for investment capital during the period 2007-2020 will be approximately 137 trillion VND (the period 2007-2010 approximately 40 trillion VND; the period 2011-2015 approximately 45 trillion VND; the period 2016-2020 approximately 52 trillion VND).
- To meet the above investment needs, there are active measures to mobilize capital from various sources: state budget (including ODA) about 25%; investment capital of enterprises and the community about 40%, foreign investment capital about 5%; credit capital about 20% and mobilization from other sources about 10%.
2. On human resource development
- Plan and develop human resources; implement preferential policies for cadres working in particularly difficult communes; policies to attract cadres with qualifications to work in the province. Strengthen vocational training, plan the vocational education network throughout the province; upgrade and consolidate vocational training institutions. Improve the quality of trained labor, especially in industrial and agricultural processing and forestry industries. Prioritize on-the-job training, female cadres, and ethnic minority cadres.
- Strengthen vocational training; plan the vocational education network throughout the province; upgrade and consolidate Tuyen Quang Vocational College and vocational training centers in districts. Improve the quality of trained labor. Encourage the establishment of vocational schools through socialization. Expand cooperation with universities, colleges, and vocational schools outside the province, including abroad to train human resources.
3. Regarding the market
Develop synchronized markets: goods and service markets; labor market; science and technology market; real estate market, financial and monetary market... Develop commercial infrastructure: shopping centers, supermarkets, wholesale markets, trade agencies. Actively develop goods and service markets both in urban and rural areas to sell products for farmers. Enhance marketing, information, and market forecasting capabilities; focus on building brands for products.
4. Regarding science and technology
Effectively apply scientific and technological progress in industrial production, agricultural, forestry, fishery production, and rural development. Establish mechanisms to encourage the development of science and technology, first and foremost the development and attraction of human resources. Plan the development of scientific and technical staff teams, units operating in the field of science and technology.
5. Regarding improving the investment environment and developing economic components
- Continue to create a transparent and favorable environment for the development of all economic sectors. Focus on improving the investment environment in key breakthroughs; complete socio-economic planning; improve institutional and policy incentives for investment; accelerate investment in infrastructure construction; improve administration, especially administrative reform in the economic sector.
- Complete the restructuring and modernization of state-owned enterprises, forest farms; strengthen the development of small and medium-sized enterprises, private economy, individual economy... consolidate, modernize, and enhance the efficiency of collective economy. Strive to have over 750 enterprises in the whole province by 2010; over 1,500 enterprises belonging to all economic sectors by 2020.
6. Cooperation and linkage policies
- Strengthen cooperation with localities across the country, especially provinces in the midland and mountainous North region, economic centers, neighboring provinces in terms of investment, trade, and tourism...
- Enhance the effectiveness of investment and trade cooperation. Build specific programs and projects to cooperate with provinces and foreign countries to call for investment in economic projects advantageous to the province. Pay attention to exchanging experiences in managing economic and social development; strengthen cooperation in fields such as science and technology, culture...
7. Administrative reform
Implement effectively the Administrative Reform Program. Focus on implementing reforms in administrative systems; organizational structure of the administrative apparatus; improve the quality of the cadre and civil servant team; financial public reform; promote administrative procedure reform; modernize the administrative office system to meet management and operational needs for economic and social development.
VII. IMPLEMENTATION OF THE PLAN
- After approval, publicly announce the Comprehensive Development Plan for the Economy and Society of the Province, promote and advertise to attract the attention of the entire population and domestic and foreign investors to participate in the implementation of the plan.
- Develop industry and sector development plans, detailed plans.
- Implement the Plan through five-year and annual socio-economic development plans. Annual plans must adhere to the approved Plan's objectives and progress in each period.
- Supervise and inspect the implementation of development investment according to the Plan. Enhance the responsibility of all levels, sectors, and localities in implementing the Plan. At the end of each planning period (2010, 2015, 2020), organize an evaluation of the implementation situation of the Plan for each period, supplement and adjust the objectives of the next period to be consistent with actual conditions.
Article 2. Entrust the People's Committee of Tuyen Quang Province, based on the goals, tasks, and development orientation of the economy and society of the Province as stated in the Plan after it has been approved, to coordinate with relevant Ministries and sectors to direct the establishment, approval, and implementation of the following contents:
- Comprehensive planning for economic and social development at the district level; planning for the development of the urban system and residential areas; construction planning; land use planning and plan; planning for the development of industries and fields to ensure overall and synchronized development.
- Study and develop, issue, or submit to competent state agencies for issuance (if the matter exceeds authority) certain mechanisms and policies appropriate to the development requirements of the Province in each stage to attract and mobilize resources for the implementation of the Plan.
Article 3. Entrust relevant Ministries and sectors to support the People's Committee of Tuyen Quang Province in researching and establishing the aforementioned plans; study and develop and submit to competent state agencies for issuance certain mechanisms and policies appropriate to the development requirements of the economy and society of the Province in each stage to effectively mobilize and utilize resources, encourage and attract investment to ensure the successful implementation of the goals, tasks, and development orientation of the economy and society of the Province as stated in the Plan. Accelerate investment and implementation of projects and works of regional scale and importance to the development of the Province that have been decided to invest. Study and consider adjusting and supplementing industry development plans and investment plans for related projects and works planned to be invested in the Plan.
Article 4. This Decision takes effect fifteen days after its publication in the Official Gazette.
Article 5. The Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, and the Chairman of the People's Committee of Tuyen Quang Province are responsible for implementing this Decision./.
