Pursuant to the Law on Legislative Documents dated June 22, 2015;

Pursuant to the State Budget Law dated June 25, 2015;

Pursuant to Decree No. 87/2017/NĐ-CP dated July 26, 2017, issued by the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;

Pursuant to Resolution No. 30a/2008/NQ-CP dated December 27, 2008 of the Government on the Program to Accelerate and Sustain Poverty Reduction in 61 Poor Districts (hereinafter referred to as Resolution No. 30a/2008/NQ-CP);

Pursuant to Decision No. 41/2016/QĐ-TTg dated October 10, 2016 of the Prime Minister promulgating the Regulations on Management and Implementation of National Target Programs (hereinafter referred to as Decision No. 41/2016/QĐ-TTg);

Pursuant to Decision No. 48/2016/QĐ-TTg dated October 31, 2016 of the Prime Minister promulgating the Principles, Criteria, and Allocation Standards for Central Budget Funds and the Matching Ratio of Local Budgets for Implementing the National Target Program on Sustainable Poverty Reduction for the period 2016-2020 (hereinafter referred to as Decision No. 48/2016/QĐ-TTg);

To implement Decision No. 1722/QĐ-TTg dated September 2, 2016 of the Prime Minister approving the National Target Program on Sustainable Poverty Reduction for the period 2016-2020 (hereinafter referred to as Decision No. 1722/QĐ-TTg);

At the proposal of the Director of the Department of Administrative and Public Financial Affairs;

The Minister of Finance issues this Circular to repeal Point d Clause 1 Article 7 of Circular No. 15/2017/TT-BTC dated February 15, 2017 of the Ministry of Finance on management and use of operating funds for implementing the National Target Program on Sustainable Poverty Reduction for the period 2016-2020.

Article 1. Repeals Point d Clause 1 Article 7 of Circular No. 15/2017/TT-BTC dated February 15, 2017 of the Ministry of Finance on management and use of operating funds for implementing the National Target Program on Sustainable Poverty Reduction for the period 2016-2020.

Article 2. This Circular takes effect from December 17, 2018.

During the implementation process, if there are any difficulties, units are advised to promptly report them to the Ministry of Finance for research and resolution.
