DECISION

ISSUING REGULATIONS ON PRINCIPLES, CRITERIA AND ALLOCATION RATES OF THE STATE BUDGET FOR CENTRAL GOVERNMENT AND PROPORTIONATE MATCHING FUNDS FROM LOCAL GOVERNMENTS TO IMPLEMENT THE NATIONAL TARGET PROGRAMME FOR SUSTAINABLE POVERTY REDUCTION PERIOD 2016-2020

WHEREAS Law on Government Organization dated June 19, 2015;

WHEREASLaw on Public Investment dated June 18, 2014;

WHEREAS

State Budget Law dated June 25, 2015;WHEREASResolution No. 1023/NQ-UBTVQH13 dated August 28, 2015 of the Standing Committee of the National Assembly promulgating principles, criteria and allocation rates for development investment funds from the state budget period 2016 - 2020;WHEREAS Resolution No. 100/2015/QH13 dated November 12, 2015 of the National Assembly approving the investment policy for national target programmes period 2016-2020; WHEREAS

Decision No.1722/QĐ-TTg dated September 2, 2016 of the Prime Minister approving the National Target Programme for Sustainable Poverty Reduction period 2016 - 2020;Pursuant to the proposal of the Minister of Labour, Invalids and Social Affairs;

The Prime Minister DECIDES to issue regulations on principles, criteria,allocation rates for central government funds and matching ratios from local government budgets to implement the National Target Programme for Sustainable Poverty Reduction period 2016 - 2020.6 - 2020;

Article 1.

The accompanying Decision sets forth Regulations on principles, criteria, allocation rates of central government budget and matching ratios of local government budget to implement the National Target Programme for Sustainable Poverty Reduction period 2016-2020.Article 2. This Decision takes effect from December 15, 2016 and applies to fiscal years 2017 - 2020.Article 3.Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial/municipal People's Committees and Heads of units using state budget funds under the National Target Programme for Sustainable Poverty Reduction period 2016 - 2020 are responsible for implementing this Decision.6 - 2020.

Article 3. The Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial People's Committees under central city administrations, and Heads of units using state budget funds under the National Target Program on Sustainable Poverty Reduction for the period 2016-2020 are responsible for implementing this Decision./.
