THE MINISTER OF LABOR, WAR INVALIDS AND SOCIAL AFFAIRS

Considering the proposal of the Head of the Cadre and Civil Service Department,

Pursuant to Decree No. 29/2003/NĐ-CP dated March 31, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor, Invalids and Social Affairs;

Pursuant to Resolution No. 05/2005/NQ-CP dated April 18, 2005 of the Government on accelerating socialization in educational, health, cultural, and sports activities;

Considering the proposal of the General Director of the Vocational Training General Department,

DECISION:

Clause 4 of Article 6Approves the Project "Development of Vocational Education Socialization until 2010" attached hereto with the main contents as follows:

1. Objectives:

1.1. The number of vocational students in 2010 is 1,500,000 people. Among them, the proportion of vocational students outside the public sector is 60%.

1.2. Rapidly develop the quantity and quality of vocational colleges, vocational secondary schools, vocational training centers, and vocational classes (hereinafter referred to collectively as vocational training institutions). Emphasize the establishment of non-public vocational training institutions. By 2010, convert most public vocational training institutions to operate under a service supply mechanism; transfer some public vocational training institutions to the non-public sector; convert all semi-public vocational training institutions to private or individual sectors. Implement shareholding for vocational training institutions under state-owned enterprises according to the enterprise shareholding schedule.

1.3. Mobilize resources from various sectors, levels, economic and social organizations, and individuals to develop vocational education; mobilize intelligence and resources from the entire industry and society to innovate the content and programs of vocational education.

2. Main solutions:

2.1. Organizing propaganda and mobilization, raising awareness about vocational education socialization

Coordinate between state management agencies, mass media agencies, political-social organizations, occupational associations, and vocational training institutions to promote and raise awareness about vocational education socialization and the responsibility of all levels, sectors, social organizations, and the people in implementing it. Launch a movement of competition, build and expand exemplary models of vocational education socialization.

2.2. Continue to reform policies and management mechanisms

Supplement, amend, and perfect the mechanisms and policies on vocational education socialization:

a) Regulations on the operation, financial system, and responsibilities of non-public vocational training institutions; regulations on transferring public vocational training institutions to the non-public sector, and the operating mechanism of public vocational training institutions converted to a service supply mechanism;

b) Policies for capital mobilization of vocational training institutions; policies ensuring the interests of individuals and collectives participating in socialization; preferential credit policies from the State Development Support Fund; tax incentives; land policies; human resource policies;

c) Simplify administrative procedures for establishing and registering the operation of vocational training institutions;

d) Reform the mechanism for using state budget funds for vocational training. Pilot and gradually establish a bidding mechanism for training quotas ordered by the State; support policies for a limited period for public vocational training institutions transitioning to the non-public sector;

đ) Establish a Vocational Training Support Fund.

2.3. Planning for the development of vocational education socialization

a) Develop and implement plans for converting public vocational training institutions to operate under a service supply mechanism or to the non-public sector with appropriate steps.

b) Create favorable conditions for organizations and individuals to invest in establishing non-public vocational training institutions; the State focuses on developing key vocational training institutions and supports the development of vocational training institutions in difficult areas.

c) Widespread dissemination of planning for the development of the vocational training institution network, the need for resource mobilization to implement the plan to attract domestic and foreign investors.

2.4. Significantly reform tuition fees, registration fees, and social assistance

a) Study and promulgate mechanisms for collecting and using vocational education tuition fees; tuition fee and registration fee levels for vocational education admissions should cover necessary teaching and learning costs, ensure accumulation for school development investment, and initially fully cover regular expenses. Eliminate all extra charges beyond tuition fees.

b) Submit to the Government for approval of policies for tuition fee subsidies or scholarships for policy beneficiaries, those in difficult regions, the poor, and outstanding students, regardless of whether they study at public or non-public institutions.

2.5. Strengthen state management over vocational education socialization; reform inspection and supervision work. Implement quality assessment of vocational education and issue vocational certificates.

12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentThe General Director of the Vocational Training General Department shall take the lead in coordinating with relevant units and provinces/cities directly under the Central Government to develop detailed plans and guidelines for implementing this Project; monitor and report periodically to the Ministry on the implementation status.

Article 3. This Decision shall take effect fifteen days from the date of publication in the Official Gazette.

Article 4. The Head of the Ministry's Office, the General Director of the Vocational Training General Department, the Directors of the Departments of Labor, Invalids and Social Affairs of provinces/cities directly under the Central Government, and the Heads of related agencies and units are responsible for enforcing this Decision.
