Pursuant to the Law on Thrift and Prevention of Waste dated February 26, 1998 of the Standing Committee of the National Assembly;

Pursuant to Decree No. 14/1998/NĐ-CP dated March 6, 1998 of the Government on the management of state assets;

Pursuant to Decree No. 15/CP dated March 2, 1993 of the Government on the tasks, powers, and responsibilities for state management of ministries and ministerial-level agencies;

Pursuant to Decree No. 178/CP dated October 28, 1994 of the Government on the tasks, powers, and organizational structure of the Ministry of Finance;

Pursuant to Decision No. 122/1999/QĐ-TTg dated May 10, 1999 of the Prime Minister on the issuance of standards and norms for the use of cars in administrative and public service agencies and state-owned enterprises;

To strengthen the state management over state assets which are means of transportation of administrative and public service agencies and state-owned enterprises,

DECISION:

Article 1. The accompanying Decision hereby promulgates the Regulation on the management and use of means of transportation at administrative and public service agencies and state-owned enterprises.

Article 2. This Regulation shall be uniformly applied to means of transportation of the state serving the work of state management agencies, public service agencies, national defense and security agencies, political organizations, political-social organizations, social organizations, occupational social organizations receiving state budget funds (collectively referred to as administrative and public service agencies), and passenger cars serving the work needs of leadership positions, and cars serving the common work needs of state-owned enterprises as stipulated in Decision No. 122/1999/QĐ-TTg dated May 10, 1999 of the Prime Minister (hereinafter referred to as the Prime Minister's Regulations).

Means of transportation serving combat operations of national defense and security agencies and diplomatic receptions of the state shall be managed according to separate regulations.

Article 3. This Decision takes effect from May 25, 1999. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Heads of political organizations, Heads of political-social organizations, Heads of social organizations, Heads of occupational social organizations, Chairpersons of People's Committees of provinces and centrally-administered cities, and Heads of related agencies shall organize the implementation of this Regulation./.
