Decision No. 101/2009/QD-TTg promulgates investment norms for 2010 for projects under the Socio-Economic Development Program for Particularly Difficult Communes, Ethnic Minority Areas, and Mountainous Regions during the period 2006-2010. Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decision No. 07/2006/QĐ-TTg dated January 10, 2006 of the Prime Minister approving the Socio-Economic Development Program for Particularly Difficult Communes, Ethnic Minority Areas, and Mountainous Regions from 2006 to 2010 (Program 135 Phase II);
Considering the proposal of the Minister, Chairman of the National Ethnic Minorities Committee,
DECISION:
Clause 4 of Article 6Issuing investment norms for certain projects under Program 135 Phase II applicable in 2010 as follows:
1. For communes under Program 135 Phase II:
a. Production Support Project: 300 million VND/per commune/year.
b. Infrastructure Project: 1,000 million VND/per commune/year.
c. Training Project for Commune Cadres and Community: 60 million VND/per commune/year.
2. For particularly difficult villages and hamlets under Zone II communes:
a. Production Support Project: 50 million VND/per village, hamlet/year.
b. Infrastructure Project: 200 million VND/per village, hamlet/year.
c. Training Project for Commune Cadres and Community: 15 million VND/per village, hamlet/year.

1. Amending and supplementing Clause 2 Article 1:
“2. The implementation period for support policies to enhance people's living standards starts from 2008 and ends in 2010. Specifically, the policy supporting poor households' children attending school will be implemented according to the academic year until May 2011.”
2. Amending and supplementing Point b Clause 1 Article 2:
“b. Supporting poor households' children currently studying at general education institutions with food expenses, study materials, and living costs at a rate of 140,000 VND/month/student x 9 months/year.”
Article 3. The National Ethnic Minorities Committee shall take the lead and coordinate with the Ministry of Planning and Investment, the Ministry of Finance to submit to the competent authority for additional funding in 2009 and capital allocation for project implementation; take the lead and coordinate with the Ministry of Education and Training and relevant ministries and sectors to guide and direct the implementation of the policy supporting poor households' children as stipulated in this Decision.
Article 4. This Decision takes effect from September 20, 2009.
Article 5.Ministers, heads of ministerial-level agencies, heads of government agencies, and Chairpersons of Provincial People's Committees and Municipal People's Committees directly under the Central Government shall be responsible for enforcing this Decision.
