Pursuant to Decree No. 215/2013/NĐ-CP dated December 23, 2013 of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to Decree No. 187/2013/ND-CP dated November 20, 2013 of the Government detailing the implementation of the Law on Trade regarding trade activities, international trade, and agency buying, selling, processing, and transiting goods with foreign countries;
Pursuant to Decree No. 67/2013/ND-CP dated June 27, 2013 of the Government detailing certain provisions and measures for implementing the Law on Prevention and Control of Harmful Effects of Tobacco;
Pursuant to Circular No. 124/2007/TT-BTC dated October 26, 2007 of the Ministry of Finance guiding the printing, issuance, use, and management of cigarette tax stamps and imported cigar stamps;
Pursuant to Decision No. 2000/QD-BTC dated August 19, 2009 of the Minister of Finance concerning the transfer of tasks related to printing and issuing certain types of tax stamps to the General Department of Customs;
Considering the proposal of the General Director of the General Department of Customs,
DECISION:
Article 1. Issuing together with this Decision is the Model of Imported Cigar Stamp (hereinafter referred to as the stamp), specifically as follows:
- Size of the stamp: (22 x 45) mm
- Printing technique: The stamp is printed on paper with a blue floral pattern background, with floral patterns interwoven. On the stamp, there are four lines of black text, three in Vietnamese and one in English, arranged and containing the following content:
Top line: "MINISTRY OF FINANCE OF THE SOCIALIST REPUBLIC OF VIET NAM", font size Vni-Helve Bold - 4.5pt.
Second line: "GENERAL DEPARTMENT OF CUSTOMS", font size Vni-Helve Bold - 4.5pt
Third line: "IMPORTED CIGAR STAMP", font size Vni-Helve Bold - 10pt
Bottom line: "IMPORTED CIGAR STAMP" smaller than the Vietnamese text above it, font size Vni-Centur Bold - 7.5pt
Serial number, year of issue code: AA/20...; font size Arial Bold - 7pt
Each stamp is numbered consecutively from 000.000.001, printed in red ink
Article 2. This Decision takes effect from July 1, 2014, abolishing the imported cigar stamp model issued together with Decision No. 2807/QD-BTC dated November 11, 2009 of the Minister of Finance regarding the printing, issuance, management, and use of various types of tax collection documents and other related documents in export-import activities.
Article 3. The General Department of Customs shall be responsible for guiding the printing, issuance, management, distribution, and use of this new stamp model.
Article 4. The Director of the Ministry of Finance's Office, the Heads of the General Departments of Customs and Taxation, the Directors of Provincial and Municipal Tax Bureaus and Customs Departments, the Vietnam Tobacco Corporation, and relevant organizations and individuals shall be responsible for implementing this Decision./.
