DECISION

Regarding the issuance of Trade Certificates and Vocational Certificates

THE MINISTER OF LABOR, WAR INVALIDS AND SOCIAL AFFAIRS

Pursuant to Decree 15/CP dated March 2, 1993 of the Government on the tasks, powers, and responsibilities for state management of ministries and ministerial-level agencies;

Pursuant to Decree 96/CP dated December 7, 1993 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Labor, Invalids and Social Affairs;

Pursuant to Decree 90/CP dated November 24, 1993 of the Government deciding the framework of the national education system, educational and training certificates of the Socialist Republic of Vietnam;

Pursuant to Decision 67/1998/QĐ-TTg dated March 26, 1998 of the Prime Minister on transferring the state management function for vocational training from the Ministry of Education and Training to the Ministry of Labor, Invalids and Social Affairs;

Pursuant to Decree 33/1998/NĐ-CP dated May 23, 1998 of the Government on the establishment of the General Department of Vocational Training under the Ministry of Labor, Invalids and Social Affairs;

To unify the management of vocational training certificates; At the proposal of the Director-General of the General Department of Vocational Training,

DECISION:

Article 1. Now hereby issue Trade Certificates and Vocational Certificates to be granted to graduates of vocational training courses and apprenticeship programs.

A Trade Certificate shall be issued to graduates of vocational training courses according to standard objectives, contents, and curricula.

A Vocational Certificate shall be issued to those who complete vocational training courses according to limited objectives, contents, and curricula.

Article 2. The Trade Certificate measures 10cm x 14cm and consists of four pages; pages 1 and 4 are the cover of the certificate; pages 2 and 3 are the inside pages of the certificate.

The cover of the certificate is dark red, laminated, with yellow lettering. The content of page 1, from top to bottom, includes: at the top is the phrase "Socialist Republic of Vietnam", in the middle is the word "Trade Certificate"; page 4 does not have any printing or images.

The inside pages of the certificate have a white background with light blue wave patterns; the phrase "Trade Certificate" on page 2 is printed in bright red, other letters and lines are black; in the center of page 3 is the national emblem embossed. Specific content printed on the inside pages of the certificate follows Model 1 attached to this Decision.

Article 3. The Vocational Certificate measures 10cm x 14cm and consists of four pages; pages 1 and 4 are the cover of the certificate; pages 2 and 3 are the inside pages of the certificate.

The cover of the Vocational Certificate is dark blue, laminated, with yellow lettering. The content of page 1, from top to bottom, includes: at the top is the phrase "Socialist Republic of Vietnam"; in the middle is the phrase "Vocational Certificate". Page 4 does not have any printing or images.

The inside pages of the Vocational Certificate have a white background with light blue wave patterns; the phrase "Vocational Certificate" on page 2 is printed in bright red, other letters and lines are black; in the center of page 3 is the national emblem embossed. Specific content printed on the inside pages of the Vocational Certificate follows Model 2 attached to this Decision.

Article 4. The Trade Certificates and Vocational Certificates mentioned in Article 1 of this Decision shall be uniformly issued throughout the country, replacing the Graduation Certificates for vocational training issued together with Decision No. 2075/QĐ-THCN-DN dated October 6, 1993 of the Minister of Education and Training and the Training Certificates of the Secondary Technical School System and Vocational Training issued together with Decision No. 1610/QĐ dated July 10, 1991 of the Minister of Education and Training.

Article 5. The General Department of Vocational Training shall be responsible for unifying the management and issuance of Trade Certificates and Vocational Certificates nationwide.

Article 6. This Decision shall take effect fifteen days from the date of signature.

Ministries, Sectors, People's Committees of provinces and centrally governed cities, and the General Department of Vocational Training shall be responsible for guiding schools and vocational training institutions under their jurisdiction to implement this Decision./.
