Amending and supplementing Circular No. 24/2005/TT-BTC dated April 1, 2005 of the Ministry of Finance guiding the implementation of the Financial Management Regulation for the Social Policy Bank issued together with Decision No. 180/2002/QĐ-TTg dated December 19, 2002 of the Prime Minister issued together with Decision No. 180/2002/QĐ-TTg dated December 19, 2002 of the Prime Minister

Pursuant to Decree No. 215/2013/NĐ-CP dated December 23, 2013 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;

Pursuant to Decree No. 78/2002/NĐ-CP dated October 4, 2002 of the Government on credit for poor people and other policy targets;

Pursuant to Decision No. 180/2002/QĐ-TTg dated December 19, 2002 of the Prime Minister on issuing the Financial Management Regulation for the Social Policy Bank;

At the proposal of the Director of the Department of Banking Finance and Financial Institutions;

The Minister of Finance issues this Circular amending and supplementing Circular No. 24/2005/TT-BTC dated April 1, 2005 of the Ministry of Finance guiding the implementation of the Financial Management Regulation for the Social Policy Bank issued together with Decision No. 180/2002/QĐ-TTg dated December 19, 2002 of the Prime Minister.

Article 1. Amending and supplementing Circular No. 24/2005/TT-BTC dated April 1, 2005 of the Ministry of Finance guiding the implementation of the Financial Management Regulation for the Social Policy Bank issued together with Decision No. 180/2002/QĐ-TTg dated December 19, 2002 of the Prime Minister

1. Amend Point 2.4, Clause 2, Section V, Chapter II as follows:

"- Paying salaries and allowances according to the regulations decided by the Prime Minister;

- Paying social insurance, health insurance, unemployment insurance, and contributions to trade union funds as prescribed by law;

- Paying midday meal expenses: the amount paid per person shall not exceed the national minimum wage for workers and civil servants;

- Paying transaction uniforms: the amount paid shall not exceed half of the maximum transaction uniform expense that can be deducted from taxable income for enterprises;

- Paying labor protection equipment costs for employees who need such equipment according to the law;

- Paying allowances for part-time members of the Board of Directors according to the law;

- Paying allowances for members of the advisory board of the Board of Directors, members concurrently serving on the Supervisory Board, and members of the representative boards at all levels, with the monthly allowance for each member being 0.2 times the basic salary set by the state for civil servants;

- Paying remuneration to village and ward cadres with a maximum of 120,000 VND/village/ward/month;

- Paying severance pay to employees according to the law;

- Paying female employees according to the prescribed regulations.”

2. Amend the fifth bullet point of Point 2.5, Clause 2, Section V, Chapter II as follows:

"- Paying tools and equipment expenses: the amount paid shall not exceed 2% of the total management fees allocated annually to the Social Policy Bank."

3. Amend the first bullet point and the second bullet point of Point 2.6, Clause 2, Section V, Chapter II as follows:

"- The Social Policy Bank is permitted to allocate expenses for general administrative activities within the annual management budget allocation, following the principle of economy, efficiency, and having valid and lawful vouchers."

4. Abolish the provisions of Point 2.4, Clause 2, Section VI, Chapter II.

Article 2. Implementation clause

1. This Circular takes effect from September 25, 2014.

2. The Social Policy Bank shall record additional income in 2014 for the balance of the Unemployment Assistance Fund.

3. The standard for purchasing tools and equipment expenses stipulated in Clause 2, Article 1 of this Circular shall apply from the 2013 fiscal year.

4. In case of difficulties during implementation, please promptly report in writing to the Ministry of Finance for study and guidance on resolution./.
