Pursuant to the Road Traffic Law
dated November 13, 2008; bDecision No. 164/2017/NĐ-CP dated December 30, 2017 of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of National Defense;
Pursuant to DecreeNo. The Minister of National Defense issues this Circular amending and supplementing some articles of Circular No.

Article 1. 1. Amend and supplement Point c, Clause 2, Article 16, as follows:
"c) Vehicle origin declaration for vehicles imported before July 1, 2021;"
2. Amend and supplement Appendix I promulgated together with Circular No. 102/2016/TT-BQP and Circular No. 172/2018/TT-BQP as follows:
a) "Vehicle registration form" prescribed in Form No. 01, Appendix I promulgated together with Circular No. 102/2016/TT-BQP and Circular No. 172/2018/TT-BQP shall be amended according to Form No. 01, Appendix promulgated together with this Circular.
b) "Registration certificate" prescribed in Form No. 04, Appendix I promulgated together with Circular No. 102/2016/TT-BQP shall be amended according to Form No. 02, Appendix promulgated together with this Circular.
1. This Circular takes effect from September 4, 2021.
Article 2. Effectiveness
2. Registration certificates prescribed in Circular No. 102/2016/TT-BQP and Circular No. 172/2018/TT-BQP shall continue to be used until they are uniformly replaced with PET material and new issuance, replacement, and reissuance will continue until the infrastructure and technical conditions allow printing on PET material.
3. The verification of vehicle registration information by the Motor Vehicle Department on the vehicle registration form shall be taken and implemented through the Government Data Transmission Network (CPNET) from July 1, 2021.
The Director of the Technical General Department, the Director of the Motor Vehicle Department, heads of agencies, units, organizations, and individuals concerned are responsible for implementing this Circular./.
Article 3. Responsibility for Implementation
The Director of the General Department of Engineering, the Director of the Motor Vehicles Department, the heads of relevant agencies, units, organizations, and individuals are responsible for implementing this Circular./.
