RESOLUTION

ON THE ASSIGNMENT OF TARGETS FOR THE DEVELOPMENT OF PARTICIPANTS IN SOCIAL INSURANCE

THE GOVERNMENT

||| Pursuant to the Law on Organization of the Government dated June 19, 2015;

Pursuant to Decree No. 138/2016/NĐ-CP dated October 1, 2016 of the Government promulgating the Working Regulations of the Government;

Considering the proposal of the Ministry of Labor, Invalids and Social Affairs at the Report No. 28/TTr-BLDTBXH dated June 14, 2018, and the letter No. 2970/LDTBXH-BHXH dated July 24, 2018,

RESOLUTION:

Article 1. Issuing principles, targets, criteria, and methods for building development targets for participants in social insurance (Annex attached).

Article 2. Implementation

1. Provincial People's Committees and People's Committees of centrally governed cities:

a) On the basis of the principles, targets, criteria, and methods for building targets issued together with this Resolution to implement.

b) Develop plans and propose specific solutions to implement the set targets, including analysis and evaluation of feasibility, anticipated resources for implementation, and local support policies.

c) Direct and urge relevant departments and agencies to implement based on the principles, targets, and plans they have developed, while synchronizing groups of solutions to rapidly increase the coverage of social insurance and unemployment insurance participants, focusing initially on the following measures:

- Strengthen coordination in interlinking, connecting, and sharing data between related agencies (labor agencies, tax agencies, planning-investment agencies, social insurance agencies, etc.) to accurately grasp the number of enterprises and workers subject to mandatory social insurance and unemployment insurance, and require workers and employers to participate fully as prescribed by law.

- Vigorously carry out inspection and audit work, particularly specialized audits on social insurance contributions by the social insurance agency, initially focusing on auditing enterprises suspected of evading contributions or failing to contribute for all workers subject to mandatory social insurance and unemployment insurance; enterprises that delay social insurance contributions, and strictly handle cases of intentional violations.

- Urgently urge workers and employers to strictly fulfill their responsibilities in participating in mandatory social insurance and unemployment insurance, especially paying attention to certain groups of workers such as those working in individual businesses, cooperatives, small enterprises; workers going abroad under contracts as stipulated in the Law on Vietnamese Workers Going Abroad Under Contracts.

- Continue to implement administrative reform, improve procedures and processes for participation and benefit receipt from social insurance and unemployment insurance, facilitating access and enjoyment of benefits for citizens and enterprises, particularly concerning voluntary social insurance policies.

- Enhance propaganda and dissemination of policies and laws on social insurance and unemployment insurance, encouraging enterprises to properly implement policies for workers, especially focusing on promoting voluntary social insurance policies with partial state contribution support since January 1, 2018; encouraging agencies, organizations, individuals, and localities to provide financial support for voluntary social insurance contributions for participants.

2. The Ministry of Labor, Invalids and Social Affairs:

a) Take the lead and coordinate with relevant ministries and sectors to guide, monitor, inspect, and urge localities to implement the principles, targets, criteria, and methods for building targets issued together with this Resolution.

b) Annually compile the situation of target achievement for the development of social insurance and unemployment insurance participants in localities and any issues arising during implementation to report to the Prime Minister.

c) Summarize and evaluate the assignment of targets for the development of social insurance participants for the period 2019-2020, and propose the Government to decide on assigning targets for the development of social insurance participants for localities from 2021 onwards.

3. The Vietnam Social Security shall focus on urging and directing provincial and municipal social security agencies to actively and proactively cooperate with related agencies and units at the local level to implement the development of social insurance participants to achieve the set targets.

Article 3. Implementation Provisions

1. This Resolution takes effect from the date of issuance.

2. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairmen of provincial and municipal People's Committees, and related agencies are responsible for implementing this Resolution./.
