Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decision No. 102/2004/QĐ-TTg dated June 8, 2004 of the Prime Minister on the establishment of the Steering Committee for Administrative Reform of the Government,
DECISION:
Article 1. These Rules of Operation of the Steering Committee for Administrative Reform of the Government are hereby promulgated together with this Decision.
Article 2. This Decision shall take effect fifteen days from the date of publication in the Official Gazette and shall replace Decision No. 03/QĐ-BCĐCCHC dated December 12, 1998 of the Prime Minister, Head of the Steering Committee for Administrative Reform of the Government.
Article 3. Members of the Steering Committee for Administrative Reform of the Government, Secretariat of the Steering Committee for Administrative Reform of the Government, Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of People's Committees of provinces and centrally governed cities are responsible for implementing this Decision.

PART I
GENERAL PROVISIONS
Article 1. The Steering Committee for Administrative Reform of the Government (hereinafter referred to as the Steering Committee) operates under the direct leadership of the Prime Minister and is accountable to the Government and the Prime Minister for the implementation of tasks as prescribed.
Article 2. Members of the Steering Committee participate in common activities of the Steering Committee and perform tasks assigned by the Head of the Steering Committee.
Members of the Steering Committee are responsible to the Head of the Steering Committee for the tasks assigned to them.
Chapter II
ASSIGNMENT OF RESPONSIBILITIES
Article 3. Chairman
1. Lead and manage the operations of the Steering Committee; assign specific tasks to each member of the Steering Committee.
2. Chair and conclude meetings of the Steering Committee.
3. Decide on matters within the scope of functions, duties, and powers of the Steering Committee.
Article 4. Deputy Head of the Steering Committee (Permanent) Nguyen Tan Dung
1. Assist the Head directly in leading and coordinating common activities of the Steering Committee; coordinate the implementation of approved administrative reform programs and plans.
2. Convene regular and extraordinary meetings of the Steering Committee.
3. Act on behalf of the Head in handling routine business of the Steering Committee and chair meetings of the Steering Committee when the Head is absent.
4. Direct administrative reform work related to the restructuring and shareholding reform of state-owned enterprises.
5. Directly lead the activities of the Secretariat.
Article 5. Deputy Head of the Steering Committee Do Quang Trung
In addition to the administrative reform tasks stipulated in Decree No. 45/2003/NĐ-CP dated May 9, 2003 of the Government on the functions, duties, powers, and organizational structure of the Ministry of Home Affairs, he directly oversees the following areas of work of the Steering Committee:
- Administrative reform of the state administrative apparatus; building and developing the cadre and civil servant corps; socialization of health, education, culture, sports; dissemination and promotion of the overall program for administrative reform of the state sector for the period 2001-2010.
- Serve as the focal point of the Steering Committee in coordinating with agencies in implementing policies and projects of the Government on decentralizing state management between central and local levels.
Article 6. Member of the Steering Committee Duong Manh Giao
In addition to the administrative reform tasks stipulated in Decree No. 18/2003/NĐ-CP dated February 20, 2003 of the Government on the functions, duties, powers, and organizational structure of the Government Office, he directly oversees the following areas of work of the Steering Committee:
- Administrative procedure reform; modernization of the state administrative sector.
- Direct the organization of meetings of the Prime Minister, Deputy Prime Ministers with ministries, sectors, and localities on administrative reform; draft guiding documents and convey opinions of the Prime Minister and Deputy Prime Ministers on administrative reform.
Article 7. Member of the Steering Committee Ong Chu Luu
In addition to the administrative reform tasks stipulated in Decree No. 62/2003/NĐ-CP dated June 6, 2003 of the Government on the functions, duties, powers, and organizational structure of the Ministry of Justice, he directly oversees the following areas of work of the Steering Committee:
- Institutional reform, including the renewal of procedures for drafting and promulgating legal regulations; annual and five-year reviews of legal regulations.
- Serve as the focal point of the Steering Committee in coordinating with agencies to ensure the integration of institutional reform with legislative reform and judicial reform.
Article 8. Member of the Steering Committee Nguyen Sinh Hung
In addition to the administrative reform tasks stipulated in Decree No. 77/2003/NĐ-CP dated July 1, 2003 of the Government on the functions, duties, powers, and organizational structure of the Ministry of Finance, he directly oversees the following areas of work of the Steering Committee:
- Public financial reform, including fiscal and budgetary management mechanisms, personnel and administrative management cost allocation mechanisms, and the reform of budget allocation mechanisms for administrative agencies; build and direct the implementation of financial autonomy mechanisms for public institutions and public services.
- Serve as the focal point of the Steering Committee in coordinating with agencies on financial reform.
Article 9. Member of the Steering Committee Ta Xuan Dai
- Propose opinions related to the integration of administrative reform with political system reform and Party building and rectification; renew cadre work to meet the requirements of promoting administrative reform.
- Perform other tasks as assigned by the Head of the Steering Committee.
Article 10. Member of the Steering Committee Tran Xuan Gia
- Propose policies and solutions to promote administrative reform within the framework of economic and social mechanism and policy reform; integrate administrative reform with economic reform.
- Perform other tasks as assigned by the Head of the Steering Committee.
Article 11. Other members (when needed) are responsible for performing tasks as assigned by the Head of the Steering Committee.
Chapter III
WORKING REGIME AND RELATIONSHIP OF DUTY
Article 12. Members of the Steering Committee collectively discuss to advise the Prime Minister on issues within the functions and duties of the Steering Committee, while proactively proposing to the Prime Minister issues concerning policies and measures for directing administrative reform.
Article 13. The Steering Board shall establish specialized research groups or working groups consisting of members of the Steering Board, the Secretariat, and additional staff from other agencies as needed.
Article 14. The Steering Board shall convene regular meetings once a month and extraordinary meetings as required by the Chairman or the Vice-Chairman in charge.
Article 15. The Steering Board may use the Government's seal.
The Office of the Government shall ensure the working conditions for the Steering Board and the Secretariat.
Article 16. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of People's Committees of provinces and centrally governed cities shall be responsible to the Government and the Prime Minister regarding administrative reform work in their ministries, sectors, and localities; they shall facilitate the Steering Board's activities in guiding and inspecting the implementation of the Government's administrative reform programs, plans, and tasks; they shall submit monthly reports (before the 20th day of each month), six-monthly reports, and annual reports on the implementation of administrative reform tasks in their ministries, sectors, and localities to the Steering Board, highlighting difficulties, obstacles, and recommendations for solutions.
Article 17. The Steering Board shall work with leaders of ministries, sectors, and localities to provide comments and guidance on specific issues related to administrative reform concerning those ministries, sectors, and localities; it shall invite management experts, scientists specializing in administrative reform, and relevant fields to serve as research collaborators on specific topics.
Article 18. Members of the Steering Board who are Heads of government agencies shall utilize their own agencies' resources to carry out assigned tasks and report monthly and periodically on their activities.
The Secretariat shall be responsible for organizing specific tasks to meet the requirements for the Steering Board and its individual members to fulfill their assigned duties.
