Pursuant to the Law on Fire Prevention, Firefighting, Rescue, and Emergency Response dated November 29, 2024;

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006 amended and supplemented by Law No. 35/2018/QH14 70/2025/QH15 and Law No. Pursuant to Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Standards and Technical Regulations and;       

Decree No. 78/2018/NĐ-CP dated May 16, 2018 of the Government amending and supplementing certain provisions of Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Standards and Technical Regulations; Pursuant to Decree No. 02/2025/NĐ-CP dated February 18, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security and Decree No. 11/2025/NĐ-CP dated July 1, 2025 of the Government amending and supplementing certain provisions of Decree No. 02/2025/NĐ-CP dated February 18, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;

The Minister of Public Security issues this Circular on the issuance of National Technical Regulations on fire prevention equipment, firefighting facilities, rescue, and emergency response for buildings and structures.

Pursuant to the proposal of the Director of the Fire Prevention, Firefighting, and Rescue Police Department;

Attached to this Circular are National Technical Regulations on fire prevention equipment, firefighting facilities, rescue, and emergency response for buildings and structures - QCVN 10:2025/BCA.

Article 1. 2. Design documents that have been reviewed and approved by competent state authorities for fire prevention and firefighting design before the effectiveness of this Circular shall continue to be implemented according to the reviewed and approved design documents. For construction projects not required to undergo review or approval for fire prevention and firefighting design but have obtained construction permits, organized construction, or put into operation before the effectiveness of this Circular, the installation and arrangement of fire prevention, firefighting, rescue, and emergency response equipment shall comply with the standards and technical regulations in effect at the time of obtaining the construction permit, organizing construction, or putting into operation.

Article 2. Effective Date

1. This Circular takes effect from December 30, 2025.

3. Buildings and structures that have been accepted and put into use in accordance with the law, when undergoing renovation that increases their scale or changes their usage function or the fire hazard classification of parts or areas, or renovates the fire prevention and firefighting system, may apply the provisions of this Regulation regarding the installation of fire prevention, firefighting, rescue, and emergency response equipment to the directly renovated or repaired parts or areas.

1. The Director of the Fire Prevention, Firefighting, and Rescue Police Department is responsible for monitoring, inspecting, and urging the implementation of this Circular.

Article 3. Responsibility for Implementation

2. Heads of units under the Ministry, Provincial Police Directors, and related organizations and individuals are responsible for implementing this Circular.

During the implementation of this Circular, if any difficulties arise, local police units, relevant agencies, organizations, and individuals should report to the Ministry of Public Security (through the Fire Prevention, Firefighting, and Rescue Police Department) for timely guidance./.
