Article 2.This Decision shall take effect from January 1, 2002.
Article 3. The Heads of the Ministry's Office, the Director of the Department of Agricultural Extension and Forestry Extension, the Director of the Department of Science, Technology and Product Quality, the Directors of Provincial Departments of Agriculture and Rural Development under central cities and provinces, enterprises producing and trading in animal feed, organizations and individuals related to this matter are responsible for implementing this Decision.
