Decision No. 104/2005/QĐ-TTg Amending and Supplementing Certain Provisions of Decision No. 07/2003/QĐ-TTg dated January 9, 2003 on Approving the Planning Scheme for the System of Student National Defense Education Centers for the Period 2001-2010

DECISION OF THE PRIME MINISTER

Amending and supplementing some articles of Decision No. 07/2003/QĐ-TTg dated January 9, 2003 on approving the Planning Scheme for the System of Student National Defense Education Centers for the period 2001-2010

PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Education Law dated December 2, 1998;

Pursuant to the Government's Decree No. 15/2001/NĐ-CP dated May 1, 2001 on national defense education;

Considering the proposal of the Ministry of Planning and Investment (Letter No. 2108 BKH/TĐ&GSĐT dated April 1, 2005) and the Ministry of Education and Training (Letter No. 8548/GDQP dated September 27, 2004) regarding the adjustment and supplementation of the Planning Scheme for the System of Student National Defense Education Centers for the period 2001-2010,

DECISION:

Article 1. The Planning Scheme for the System of Student National Defense Education Centers for the period 2001-2010, which was approved by Prime Minister's Decision No. 07/2003/QĐ-TTg dated January 9, 2003, is hereby adjusted as follows:

1. Points a and b of Clause 4, Article 1 are amended and supplemented as follows:

"a) Upgrading and expanding the scale to ensure solid construction of lecture halls; specialized classrooms, training fields, practice areas, dormitories, dining halls to meet the training requirements of the following Student National Defense Education Centers:

- Thai Nguyen Student National Defense Education Center located in Thai Nguyen Province, reaching a capacity of 10,000 students/year by 2010; - Da Nang Student National Defense Education Center located in Da Nang City, reaching a capacity of 10,000 students/year by 2010;

- Ha Noi I Student National Defense Education Center located in Ha Tay Province, reaching a capacity of 15,000 students/year by 2010;

- Ha Noi II Student National Defense Education Center located in Vinh Phuc Province, reaching a capacity of 10,000 students/year by 2010;

- Quang Trung Student National Defense Education Center located in Ho Chi Minh City, reaching a capacity of 15,000 students/year by 2010;

- Ho Chi Minh City University of National Student National Defense Education Center located in Ho Chi Minh City, reaching a capacity of 25,000 students/year by 2010;

- Hue Student National Defense Education Center located in Thua Thien Hue Province, reaching a capacity of 10,000 students/year by 2010".
"b) Establishing nine Student National Defense Education Centers with a scale reaching 10,000 students/year by 2010.

- Central Highlands Student National Defense Education Center located in Dak Lak Province;

- Can Tho Student National Defense Education Center located in Can Tho City;

- Hai Phong Student National Defense Education Center located in Hai Phong City; - Hanoi National University Student National Defense Education Center located in Ha Tay Province;

- Vinh Student National Defense Education Center located in Nghe An Province;

- Khanh Hoa Student National Defense Education Center located in Khanh Hoa Province;

- Thanh Hoa Student National Defense Education Center located in Thanh Hoa Province;

- Bac Giang Student National Defense Education Center located in Bac Giang Province;

- Northwest Student National Defense Education Center located in Son La Province".

2. Supplementing Clause 5, Article 1 as follows:

"5. The investment capital for implementing the Planning Scheme for the System of Student National Defense Education Centers shall be sourced from the target-oriented investment support program".

3. Clause 1, Article 2 is amended and supplemented as follows:

"1. The Ministry of Education and Training shall take the lead and coordinate with the Ministry of National Defense, relevant ministries, and provincial people's committees to develop and issue guiding documents for the implementation of the Planning Scheme; at the same time, prioritize the order of investment in Student National Defense Education Centers in conjunction with training institutions of military regions, corps, and provincial/municipal People's Militia Headquarters to utilize their training capacity, thereby enhancing the effectiveness of national defense education and reducing training costs".

Article 2. This Decision takes effect fifteen days from the date of publication in the Official Gazette.

Article 3. Ministers, heads of ministerial-level agencies, heads of government-affiliated agencies, Chairmen of provincial/municipal people's committees, and Directors of National Universities are responsible for enforcing this Decision.
