DIRECTIVE
ON THE RELATIONSHIP BETWEEN THE LEVELS OF STATE ADMINISTRATION AND THE ASSOCIATION OF VETERANS OF VIETNAM
On December 18, 1989, the Central Committee of the Communist Party of Vietnam issued a notice from the Secretariat (No. 173-TB/TW) regarding the establishment of the Association of Veterans of Vietnam.
The Association of Veterans of Vietnam is a mass revolutionary organization led by the Communist Party of Vietnam, operating within the framework of the Party's policies, guidelines, laws, the Constitution of the State, and the organizational charter of the Association, and is a member of the Vietnam Fatherland Front.
To coordinate with other people's organizations in performing their tasks under Article 39 of the Law on the Organization of the Government dated September 30, 1992, and to create favorable conditions for the Association of Veterans to operate, the Prime Minister instructs the Ministries, ministerial-level agencies, government-affiliated agencies, and People's Committees at all levels to implement the following matters:
1. Closely cooperate with the Association of Veterans of Vietnam in activities related to veterans when performing their functions and duties. For mass movements implementing economic, social, security, and defense tasks related to the functions, duties, and interests of the Association of Veterans of Vietnam, the levels of state administration shall invite the Association to provide comments or issue joint resolutions to organize implementation.
2. When drafting laws, policies, and systems related to veterans, war invalids, and families of martyrs, it is necessary to seek the opinions of the Association before submitting them to competent authorities for decision.
3. Opinions and proposals of the Association of Veterans to any Ministry, sector, or level shall be studied, resolved, and replied to by the relevant Ministries, sectors, or levels. Only when exceeding authority should they be referred to higher levels for resolution.
All levels of state administration have the responsibility to provide information and office space. The Ministry of Finance and financial agencies at all levels shall provide funding and working equipment for the levels of the Association like other political and social organizations.
The Ministers, Heads of ministerial-level agencies, government-affiliated agencies, and Chairmen of People's Committees at all levels are responsible for implementing this Directive./.
